Manager, Coastal Habitat Restoration

Summary

The Manager assists the National Fish and Wildlife Foundation (NFWF) Senior Vice President and Directors of the Gulf Environmental Benefit Fund (GEBF) and staff from the Impact Directed Environmental Accounts (IDEA) department with technical evaluation and programmatic oversight of conservation investments for the GEBF in the states of Alabama, Florida, Louisiana, Mississippi, and Texas (Gulf States). Such investments will be consistent with the legal documents underlying the GEBF and any applicable policies and procedures approved by the NFWF Board of Directors. This work will be multi-disciplinary and involve significant internal and external coordination to evaluate the technical merits of investments and ensure proposed outcomes are achieved. Principal job responsibilities will include providing technical review of projects proposed for GEBF funding, providing technical review of project deliverables, conducting project site visits, assisting in evaluation of project progress and financial reports, and coordinating with multiple internal and external project stakeholders to advance project objectives.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES

Work with NFWF staff and consulting state and federal resource agencies to review project proposals, including assessing the project’s scientific basis, its merit relative to GEBF priorities, and sustainability of its proposed outcomes; consolidate comments for assigned projects from multiple sources into a single set of comments for recipients’ action; facilitate resolution of programmatic issues.

Provide support to NFWF GEBF Directors and IDEA Staff to ensure project proposals contain adequate scope, schedule, and budget information to serve as a basis for executing a Project Funding Agreement.

Assist with management of technical support contracts with various consultants and third-party experts to assist in the technical review of project proposals and deliverables.

Review and evaluate reimbursement and advance payment requests, quarterly and final programmatic reports, and other documents submitted by funding agreement recipients; provide comments to IDEA Staff and GEBF Directors and assist in issue resolution.

Conduct site visits as necessary to evaluate proposed projects and to ensure project compliance with programmatic requirements of the applicable funding agreement(s).

Review and facilitate development of project Monitoring and Adaptive Management Plans to ensure consistency with GEBF guidelines.

Prepare briefing materials and recommendations to support decision making by NFWF’s staff and Board of Directors.

Prepare and/or assist in the preparation of various descriptive and evaluative reports as directed.

Perform other duties as assigned.

 

SECONDARY DUTIES AND RESPONSIBILITIES

Provide technical support and inputs to other NFWF programs and the NFWF Southern Regional Office as requested.

Work with external conservation and restoration partners and programs as directed to increase coordination of activities.

Recommend improvements to existing processes, including development of new processes.

 

MINIMUM QUALIFICATIONS (EDUCATION, EXPERIENCE, SKILLS)

Advanced degree or equivalent work experience required, with a concentration in coastal ecology, natural resource management, project and program management, civil engineering, conservation science, or biology preferred.

Minimum three years of experience working on projects/ programs to restore and conserve coastal habitats and/or living coastal and marine resources in the Gulf States required.

Willingness to travel on short notice required.

Demonstrated skills in the areas of project management, program management, project budgeting, collaboration with scientists and other technical experts, and development of decision support processes preferred.
