Clean Rivers Program Supervisor

The Guadalupe-Blanco River Authority is seeking a Clean Rivers Program Supervisor.

 

SUMMARY

This position is responsible for the supervision of the Clean Rivers Program, Watershed Protection Programs and associated 319 grants, and staff activities. Support of GBRA operations includes managing select grant administration, generating monthly and annual reports, and understanding TCEQ rules associated with water quality and reporting. Responsible for the supervision of water quality technicians, contractual workers and seasonal interns.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES

• Coordinate and administer environmental grant programs in the river basin, such as the Texas Commission on Environmental Quality (TCEQ) Clean Rivers Program (CRP), Texas State Soil and Water Conservation Board (TSSWCB) monitoring programs that support watershed protection plans within the basin and other programs awarded. Administrative tasks include the development of project work plans, budget proposals, ensuring fulfillment of all deliverables (quarterly progress reports, monitoring data and technical reports posted to the GBRA website, final reports, corrective actions, etc.) and performing budgetary functions.

• Oversee all internal data programs such as water quality monitoring data, results from biomonitoring or special scientific studies, etc., with the collaboration and support from GBRA internal staff such as the GIS Administrator, Communications Manager and Environmental Education Administrator.

• Serve on regional groups and/or stakeholder groups that are associated with the Clean Rivers Program, representing GBRA and staying informed on policy and regulatory changes.

• Assist GBRA grant writer with the preparation of applications for funding of implementation activities associated with the Clean Rivers Program and Watershed Protection Plans.

• When required, effectively communicate science-based data to basin stakeholders, external parties and those within GBRA which may consist of oral, written, and PowerPoint presentation style communications.

• Prepare the Clean Rivers Program, Watershed Protection Plans and grants annual budget, process credit card receipts and invoices, and review and assess monthly budget feedback ensuring expenditures are appropriate and within the approved budget. Identify a plan for capital improvement equipment to support implementation activities associated with the sampling and implementation activities.

• Document and complete annual performance evaluations, makes recommendations on personnel actions for staff under his/her supervision.

• Coordinate and collaborate with Safety Manager to ensure the safety of sampling and field activities in include adopting proper protocols and procedures.

• Ensure that GBRA policies are adhered to, make recommendations for additional precautions and maintain a working knowledge of internal and external rules and regulations.

• Perform other duties as assigned.

 

KNOWLEDGE/SKILLS/ABILITIES

• Ability to implement an adaptive leadership approach, to make decisions and adjustments in response to new scientific research, studies and information.

• Excellent communication and relationship building with an ability to prioritize and work within GBRA and external parties such as Texas Commission on Environmental Quality, Texas State Soil & Water Conservation Board, AgriLife extension agents, etc.

• Ability to balance and manage competing high priority work demands, successfully coordinate schedule requirements, workload priorities and effectively communicate those priorities between environmental science staff.

• Working knowledge of applicable state and federal statutes, rules, codes and regulations.

• Maintain records system, and implement a system to archive historic and current documents and materials.

• Ability to maintain confidentiality.

• Provide leadership, direction, cohesion and supervision to staff.

• Knowledge of grant applications, process and compliance reporting.

 

EDUCATION/CERTIFICATIONS

Minimum of undergraduate degree from an accredited college or university in Biological Science, Environmental Sciences or a relevant discipline. Master’s degree is preferred.

 

Registrations and Licenses:

1. Texas Driver’s License

2. Acceptable M.V.R.

 

Current valid driver's license and ability to remain insurable under GBRA’s vehicle liability policy.

 

EXPERIENCE & SPECIAL REQUIREMENTS

Five (5) years of experience in the environmental sciences field

Two (2) years of supervisor experience

Environmental Grant experience

 

MANAGERIAL RESPONSIBILITIES

This position directly supervises the Water Quality Technician, Plum Creek Watershed Coordinator and Seasonal Interns.

The following physical abilities are required at any given time for the job: Lift forty-five pounds to waist height. Climb up and down vertical ladders up to 20 feet in length. Enter and work in confined spaces, as defined by OSHA. Walk up to 2 miles across rough terrain.

 

WORK ENVIRONMENT

Approximately 80 percent of work is indoors; 20 percent is field work.

 

TRAVEL

Occasional travel within GBRA’s service area and other parts of the State. Must be available at any hour or day as circumstances may require. Availability to meet work schedules is essential.
