Serves as Quality Assurance Specialist for various air, water, and waste programs, asassigned, for the Monitoring Division of the Texas Commission on Environmental Quality (TCEQ). Prepares and/or reviews complex written quality assurance documents, including quality assurance project plans (QAPPs), applications for analytical method modifications (AMMs), quality management plans (QMPs), and standard operating procedures (SOPs). Performs quality assurance and quality control tasks in support of federal, state, and local air, water, and waste programs. Prepares and schedules annual quality assurance assessment plans for assigned programs; analyzes past audit/inspection results, complaints, and other factors; consults with agency organization and program management; and determines trends and risks to agency programs and projects. Conducts quality assurance assessments of assigned programs; prepares audit plans; conducts on-site assessments; prepares and distributes audit reports; evaluates acceptability, timeliness, and effectiveness of proposed corrective actions; and verifies effective corrective action implementation. Assists in conducting quality assurance assessments of agency QA programs. Assists in coordinating identification and disposition of nonconforming items and activities, including reporting to management, monitoring timely corrective action implementation, and verifying effectiveness of implemented actions. Participates inimplementation of the Quality Assurance Database System and ensures accuracy for workgroup's data and quality assurance documentation systems. Provides expertise, technical guidance, direction, and training to TCEQ staff and others regardingassigned programs.

A bachelor's degree from an accredited college or university, with a major in anatural or physical science, engineering, environmental studies, or related field (COPYOF OFFICIAL TRANSCRIPT REQUIRED WITH APPLICATION), plus six years of full-time experience in environmental activities.
One year of full-time experience in the field of environmental activities may be substituted for each year (30 semester hours) of the required education.
OR A master's degree from an accredited college or university in the degrees listed above, or related fields (COPY OF OFFICIAL TRANSCRIPT REQUIRED WITH APPLICATION) plus five years of the required experience.
OR A doctorate degree from an accredited college or university in engineering, science, environmental science or related fields (COPY OF OFFICIAL TRANSCRIPT REQUIRED WITH APPLICATION) plus four years of the required experience.
OR Two years of full-time experience as a Natural Resources Specialist IV at the TCEQ.
Experience planning and conducting environmental audits, inspections, or investigations, and/or preparing associated reports. (e.g., air, water, waste, etc.)
Experience preparing and/or reviewing quality assurance project plans, quality management plans, and/or technical standard operating procedures related to environmental regulatory programs.
Experience interpreting and/or administering rules, regulations, or standards related to federal or state environmental programs.
Experience performing environmental sampling and/or experience analyzing environmental samples (e.g., air, water, soil, waste, etc.).
Experience with development and implementation of Total Maximum Daily Load (TMDL) or Nonpoint Source (NPS) projects for impaired water bodies.
Bachelor's degree in basic science, environmental studies, or engineering from an accredited university.
Moving up to 25 pounds of equipment/supplies.
Traveling up to 15% of the time.
