Urquhart Steam Plant operations team of Dominion Energy is seeking a candidate for an Environmental Specialist position. This position contributes to assigned environmental program compliance efforts to maintain and continually improve regulatory compliance processes.
Primary responsibilities for this position will include:
Applying environmental principles, methods and techniques and associated procedures, review of laboratory analyses, and management of data collection and monitoring data.
Maintaining and applying up-to-date knowledge of regulatory requirements and facility air permit conditions and perform research of the same.
Participating with internal stakeholders in the review and comment process for changes to regulations and permits and collaborate with operational staff to ensure the implementation and successful performance of regulatory deliverables.
Serving as a point of contact in the interpretation of environmental regulatory requirements.
Providing compliance monitoring and support to company facilities and properties to promote and continually improve environmental programs and processes and supporting New Source Review (NSR) evaluations for capital and major maintenance projects.
Supporting various data analysis and reporting processes, quarterly Electronic Data Reports, and fulfill various routine Permit reporting requirements.
Serving as an Environmental Management System (EMS) Cross-functional Team (CFT) Member in support of assigned area and participate in Root Cause Analysis and “Lessons Learned” sessions.
Supporting contractor and training provider procurement; writing and updating site-specific source testing plans, dust control plans, and other compliance-related procedures.
Required Knowledge, Skills, Abilities & Experience
Must have strong use of business computer applications to include Microsoft Office applications (Outlook, Excel, Word, PowerPoint, and SharePoint).
Must have knowledge and skills or be able to quickly learn the use of environmental applications for assigned area, IBM® Maximo asset performance management software for preventive maintenance and corrective work order needs, and data analysis and trending requests.
Must be able to demonstrate ability to successfully analyze and provide guidance in the practical application of regulations and technical procedures and the development of robust compliance programs to ensure compliance and skill sets that are amenable to technical writing, working successfully with a team or alone, effective communication, critical thinking and reasoning, working in a fast-paced and dynamic operations environment, and being results-oriented.
Responsible for multi-media environmental compliance support; including air, chemical, oil, water and waste programs.
Prepare and submit high quality and timely environmental reports and internal environmental key performance indicator reports.
Monitor activities, processes, and systems for the early detection of issues and collaborate with stakeholders to ensure environmental compliance and promote continual improvement of site environmental performance.
Conduct site environmental checks and self-assessments to assure environmental compliance and provide recommendations for process improvements.
Resolve compliance issues in coordination with environmental compliance and Dominion Energy Environmental Services (DEES) staff.
Communicate within DEES staff to ensure consistent interpretation and implementation of environmental regulations and permits.
Monitor the work product of operations staff contributing to facility environmental regulatory compliance programs and work closely as a committed partner in order to seek effective actionable solutions consistent with Dominion Energy standards.
Serve as the primary site coordinator and liaison with external regulatory agencies regarding environmental issues.
Serve as the facility representative with the local public and community to resolve environmental complaints and problems.
Collaborate with facility training staff to develop high quality environmental training to site personnel and serve as the instructor.
Be available 24 hours a day, 7 days a week for emergency response to guide facility environmental recovery efforts from spills, releases and other abnormal/upset conditions.
Investigate near-miss events and reportable environmental events, perform or facilitate root cause analyses, guide the development of effective corrective action measures, and track deliverables to ensure success.

Must possess well developed professional ethics, data analysis and technical writing skills, negotiation and team-building skills, communication skills and have the ability to perform effectively as a team member or as an individual contributor with little required supervision.
This position requires a Bachelor of Science degree in Environmental, Biology, Chemistry, or other science-related field and a minimum of 5 years of experience.
Or an Associate's Degree and 6-9 years' experience.
Or may substitute for a high school diploma and 10-13 years' experience.
