Environmental Coordinator

The Wyoming Department of Transportation (WYDOT) is seeking a Natural Resource Analyst (Environmental Coordinator) in Cheyenne, Wyoming. As an Environmental Coordinator, you will be responsible for developing, refining, and reviewing environmental documents associated with the National Environmental Policy Act (NEPA) for transportation infrastructure projects.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed in the job level.

Develops, coordinates, and performs environmental compliance assessment audits/inspects and writes detailed reports.

Coordinates environmental aspects on numerous highway improvement projects.

Lead preparation of NEPA documents to provide full disclosure of actions to the public, state, and Federal agencies.

Makes independent judgment of compliance through inspections/interpretations of regulations & reports.

Identifies environmental compliance issues with state and Federal agencies.

Reviews, analyzes, evaluates and interprets technical (biological and physical science) land, water and/or property data from an environmental perspective.

Attends field inspections and writes detailed inspection reports.

Makes recommendations with respect to technical data and reports.

Answers technical questions related to policies, procedures, and statutes.

Inspects facilities, structures, and permits for environmental compliance, and reviews engineering plans.

Conducts and participate in public meetings and resolves complaints brought for by the public or outside agencies.

Represents agency in meetings with various State, Federal, and private entities.

Makes presentations to various interest groups.

Conducts complex analysis of problems using data collected from natural resource specialists and engineers.

Utilizes databases for record retrieval and storage.

Using conflict resolution skills to mediate mid-level disputes between contractors and consultants.

Establish and maintain intra and inter-departmental relationships.

Participates in and provides input in decision making process at mid management level.

Analyzes complex environmental data and draws conclusions.

Applies professional judgment in the interpretation of data, formulas, templates, or standards as applied to technical data or information and makes recommendations based on results.

Attends roadway design plan reviews and field inspections.

 

Qualifications

PREFERENCES:

Preference may be given to those with experience with NEPA project management and preparation.

 

KNOWLEDGE:

Knowledge of the National Environmental Policy Act (to include wetland delineation, biological assessments, reclamation, agronomy, historical resources, etc.).

Knowledge of NEPA document preparation, such as Categorical Exclusions, Environmental Assessments and Environmental Impact Statements.

Knowledge of state processes and regulations.

Knowledge of holding and conducting public meetings.

Knowledge of procurement process.

Knowledge of state & federal budgeting procedures.

Ability to read and understand engineering plans.

Utilize concise, coherent and informational writing skills.

Proficiency with Microsoft Office and Google suites products.

 

MINIMUM QUALIFICATIONS:

Education:

Bachelor's (typically in The Sciences)

 

Experience:

0-3 years of progressive work experience (typically in The Sciences) with acquired knowledge at the level of a Natural Resources Specialist

OR

Education & Experience Substitution:

4-6 years of progressive work experience (typically in The Sciences) with acquired knowledge at the level of a Natural Resources Specialist

 

PHYSICAL WORKING CONDITIONS:

Travel required approximately 25% of the time.
