Indiana Department of Environmental Managers (IDEM):

Our mission is to implement federal and state regulations to protect human health and the environment while allowing the environmentally sound operations of industrial, agricultural, commercial, and governmental activities vital to a prosperous economy. We issue air, water, and solid and hazardous waste permits that restrict discharges to environmentally safe levels. Staff members inspect and monitor regulated entities; provide compliance and technical assistance; monitor and assess air, land, and water quality; use enforcement actions as necessary to ensure compliance; and respond to incidents involving spills to soil or waters of the state.

 

Salary:

The annual salary for this position is $43,342.

 

About The Job:

This position exists within the Compliance and Enforcement Branch, Office of Air Quality of the Indiana Department of Environmental Management. This position reports to the Compliance Section Chief. The purpose of the position is to facilitate the effective use of all compliance and enforcement tools and resources available to improve air quality in our state by ensuring that all air pollution sources are in compliance with all state and federal air pollution laws, rules and permits while incorporating innovative voluntary compliance and pollution prevention approaches with the regulated community. Working independently as an environmental resource manager to ensure that Branch, Office and Agency staff have access to necessary Air compliance and enforcement data systems, that system data is quality assured and data is provided to U.S. EPA as required. You provide oversight and database management expertise for the Branch.

 

A Day In The Life:

The essential functions of this role are as follows:

Responsible for duties associated with the Air Compliance and Enforcement System (ACES) database administration, including analyzing problems and recommending solutions; designing and providing reports, analyzing data to ensure accuracy and consistency, and coordination with USEPA to satisfy the Agencies current level of responsibility to accurately report compliance and enforcement data to U.S. EPA’s ICIS-Air system.

May serve as an acting Section Chief in the absence of supervisor.

Prepares and provides a variety of written communications including responses to letters of inquiry from concerned citizens, elected representatives and governmental officials;

Develops, maintains, manages and updates computer data system;

Researches, analyzes and reports on priority projects and their progress;

Prepares progress reports for Commissioner and Assistant Commissioners and provides consultation to management and staff;

Reviews and evaluates technical work reports and supporting data for acceptability and conformance with federal requirements, laws and regulations, conclusions, recommendations and completeness;

What We're Looking For:

Expert knowledge of Microsoft Access and Excel required, and working knowledge of SharePoint and Visual Basic programming preferred.

 

What You'll Need For Success:

Ability be able to work independently.

Able to use critical thinking to analyze problems and suggest solutions.

Use broad and extensive knowledge of databases, spread sheet, and other software.

Apply compliance and enforcement principles to integration and management of compliance and enforcement data systems, and maintain a thorough knowledge of OAQ and EPA data systems.

Expert knowledge of Microsoft Access and Excel required, and working knowledge of SharePoint and Visual Basic programming preferred.

Ability to effectively interact with local, state and federal groups and government representatives;

Extensive knowledge of the organization, function and programs of IDEM and EPA;

Ability to develop and implement programs, define procedures and prepare schedules to accomplish set objectives within established deadlines;

Ability to communicate, orally and in writing;

Ability to coordinate a work unit, reviewing and evaluating technical reports and data of staff;

Ability to establish and maintain effective working relationships with staff and deal tactfully with a variety of individuals including community leaders, government officials and representatives from city, state and federal governments;

Ability to act as a mediator, helping groups with conflicting objectives reach consensus.

 

Supervisory Responsibilities/Direct Reports:

This role does not provide direct supervision to direct reports.

If this is an Intermittent position, the position does not offer benefits and is limited to 180 working days in an eleven (11) month continuous period.
