Director, Energy and Environmental Affair

The National Bureau of Asian Research (NBR) is seeking a Director of Energy and Environmental Affairs Programs to join our team. The Director reports to the Vice President for Research and Programs, and will oversee NBR’s research and programs related to energy security, energy markets, the energy transition, and environmental policy in the Indo-Pacific region. The ideal candidate will have a strong background in energy policy issues in the region, experience managing programs and staff, and a proven track record of successful fundraising and project development.

Key Responsibilities:

Develop and implement an annual research plan for NBR’s Energy and Environmental Affairs Programs that supports NBR’s strategic plan.
Manage a team of program staff (project managers, project associates, fellows, and interns), including providing guidance and support for program development, project management, and fundraising.
Develop project budgets, track project expenditures, and prepare regular budget reports.
Design and manage program-related conferences, workshops, presentations, and briefings.
Identify grant and business development opportunities, scope project concepts, and draft project proposals to expand energy programming; cultivate relationships with funders to secure ongoing financial support for program activities.
Produce high-quality written reports, briefings, and other materials for a variety of audiences.
Represent NBR at conferences, workshops, and other events related to energy and environmental affairs in the region.
Collaborate with other NBR programs and external partners to develop interdisciplinary research and policy projects.

Participate in and support other NBR activities as needed.

Qualifications:

A minimum of 5 years of relevant experience with substantive expertise on a range of energy and environmental policy issues, with an emphasis on Asia’s rising energy demands and energy security issues.
A graduate degree in a related field is preferred.
Advanced language skills in an Asian language (preferred).
Knowledge of key policy debates and stakeholders in the Indo-Pacific region.
Strong leadership and management skills, with experience managing teams and projects.
Proven ability to develop new programming, including experience fundraising, cultivating relationships with supporters, and managing funder relationships.
Excellent research and analytical skills, with a strong record of producing high-quality written products.
Excellent verbal and written communication skills.
Demonstrated ability to work collaboratively with colleagues and external partners.
Familiarity with nonprofit research organizations and/or research institutions is preferred.

Science Policy Fellow

ACS OSGC – Government Affairs is committed to fulfilling ACS’s charter obligations to increase public understanding of chemical science issues and bring its expertise to bear on national policy issues. The office’s activities are non-partisan and issues-based. Government Affairs educates policymakers on issues involving chemical science and technology, works with ACS governance to develop ACS positions on public policy issues, and advocates those positions before policymakers. The Office is also committed to informing ACS members on pending science policy issues and facilitating their involvement in government relations activities.

Position Summary

This position is a learning opportunity for the fellow to develop understanding and experience in public affairs, as well as a source of technical insight for Government Affairs. It involves analysis, policy development, advocacy, member engagement, and communication on priority public policy issues for ACS. The fellow keeps abreast of relevant policy issues and surrounding political climate, drafts position statements for management review, develops and maintains contacts with relevant policymakers, works with coalitions, and communicates ACS positions to policymakers through personal visits, letters and other methods. The position works with ACS governance on policy and advocacy efforts, designs strategies to utilize grassroots advocacy to advance ACS positions, and keeps ACS members informed on pertinent issues. The position reports to the Senior Manager for Federal Relations.

Position Accountabilities

Works under general supervision to develop and complete an independent fellowship project.
Keeps current on legislation, policies, and regulations affecting issue areas; identifies trends and performs quality analysis of policy issues of concern; recommends Society policy and opportunities related to this information; and drafts position statements, legislative reports, publication articles, and other materials as needed.
Works across the Government Affairs team to ensure that science policy issues are communicated to the general public as well as to policymakers.
Identifies, builds relationships, and maintains regular contact with relevant policymakers and staff through visits and other communications to advance ACS recommendations. Represents ACS and its views with outside parties, such as government officials, association coalitions and other educational/industry groups, and the general public. Serves as a representative of ACS Government Affairs and the fellowship program with ACS governance and members.
Develops lobbying skills and an understanding of the legislative and executive branches’ processes.
Assists in the evaluation of operation and functions of current activities and participates in efforts to improve them.

Required Experience and Skills

Ph.D. in a chemical science or engineering discipline (or a master’s degree with equivalent experience); 0-2 years of public policy experience. Strong research skills and the ability to communicate technical information to a lay audience. Demonstrated interest in science and technology issues.

Climate and Clean Energy Analyst

The Climate and Clean Energy Analyst will provide critical analytical support for Pacific Environment’s campaigns on climate, zero-emission shipping, and beyond. They will conduct research and analysis and produce reports that will strengthen Pacific Environment’s advocacy efforts with policymakers, community partners, labor partners, environmental justice partners, industry stakeholders and other campaign targets to ensure a broad base of support for campaign goals.

The ideal candidate will have demonstrated experience in:

-Quantitative and qualitative data analysis
-Data tool creation and maintenance
-Data visualization and presentation
-Technical research and evaluation of industry best practices in energy markets and carbon budgeting/accounting

They will also have an urgency to defeat the champions of fossil fuel use, a passion for protecting communities and wildlife, and a commitment to environmental justice and equity.

The Climate and Clean Energy Analyst will report to Pacific Environment’s Climate Campaign Manager, Ports.

Location and Travel
Pacific Environment staff currently work from home. Greater San Francisco Bay Area local applicants and California residents are preferred, followed by candidates located in other states on the U.S. West Coast, plus Anchorage, Alaska. However, we will consider highly qualified candidates residing elsewhere in the U.S. This position requires working West Coast Time Zone hours, and potentially some evenings or weekends. Some travel to the Bay Area may be required if the successful candidate is based outside the greater San Francisco Bay Area. The position may also involve some other travel.
Responsibilities

Provide analytical assistance, including quantitative and qualitative data analysis, in support of Pacific Environment’s campaign efforts.
Support the development of a broad array of new policies, initiatives and communication strategies to reach zero-emission shipping and beyond.
Analyze and dissect data as well as complex policy issues from a variety of sources including scientific studies, reports and models being used to shape California, U.S., and international policies on transportation decarbonization, with a focus on zero-emission shipping, zero-emission ports and freight operations and aviation decarbonization.
Produce technical analyses and advocacy products based on these analyses, including data visualization and presentations.
Present Pacific Environment technical analyses to policymakers, the press and in key policy forums.
Manage other tasks as assigned.

Key Qualifications

3-7 years of a combination of relevant academic and/or professional experience in climate and clean energy data analysis.
Knowledge of energy and greenhouse gas emissions management and accounting and advanced knowledge of Excel and python/other modelling tools.
Strong demonstrated quantitative ability; experience with statistics, economic modeling, and financial analysis; academic courses or work experience related to energy management, performance tracking and analysis, environmental/public health issues and/or public policy.
Excellent communication skills, both written and oral; demonstrated experience of producing high-quality data analysis and reports; knowledge of data management, visualization, and dashboarding systems.
Experience in energy or pollution analysis is a plus.
Commitment to supporting communities’ voice in policy and infrastructure development decisions that could impact air quality pollution and greenhouse gas emissions.

Pacific Environment provides compensation commensurate with experience and equitable with others on our team, plus a full benefits package for staff positions. Senior Policy Advisor, Climate Justice

This position is focused on promoting a pro-poor, justice-focused climate and energy agenda in the U.S. within the context of the Paris Agreement. The successful candidate will work with colleagues from across Oxfam America, as well as NGO allies, to enhance U.S. domestic climate ambition by advocating for the adoption of equitable climate policies and finance investments, empowering allies in the U.S. Congress and U.S. Government agencies and working with civil society partners to address the global climate crisis with intersectional, just solutions. This role includes significant work with the U.S. federal government; partnership with fellow civil society leaders on shared priorities; and work across Oxfam America and the Oxfam confederation coordinating policy advocacy, campaigning, and general promotion of climate action and solidarity.

PRIMARY RESPONSIBILITIES:

· Engage in internal strategizing regarding U.S. federal actions and broader strategic planning for climate campaigning and advocacy.

· Collaborate with other members of the Climate Department to help advance Oxfam’s climate advocacy and policy activities.

· Work with Executive branch, Congressional, and civil society allies to promote a climate justice agenda and secure favorable climate-related outcomes at the federal level based on Oxfam’s climate priorities, including climate finance (including, where appropriate, through direct lobbying).

· Support other Departments at Oxfam to contribute to federal-level campaign and policy advocacy for Oxfam America’s broader suite of influencing activities and facilitate robust and sustained cross-team collaborations at Oxfam.

· Coordinate with Oxfam confederation colleagues (country offices and affiliates) and their strategic partners in advancing climate priorities, particularly related to major international events.

POSITION DESCRIPTION:  This is a professional and administrative position responsible for organizing and coordinating the City’s sustainability and climate justice goals, programs and initiatives.  The Director of Sustainability is the central point person responsible for overseeing the City’s Climate Action Plan and energy sustainability initiatives.  The incumbent identifies and coordinates interdepartmental efforts to identify, plan, finance, and implement strategies to reduce greenhouse gas consumption and emissions, and benchmarks progress towards the City’s  carbon neutrality goals.  The Director of Sustainability serves as the City’s lead advisor on energy sustainability issues and collaborates with department heads, local governments, state agencies, and public interest groups to achieve the goals outlined in the City’s Green New Deal.  Knowledge of sustainability topics such as climate change and adaptation, greenhouse gas emissions, transportation alternatives, waste reduction, sustainable food systems, water protection, and other localized environmental and economic stressors is essential.  The incumbent must also have a deep commitment to environmental justice and for advancing social equity through environmental stewardship, public health, and sustainable urban development. Job description

This position will analyze, develop and advance clean energy policies and programs that further the mission of the NW Energy Coalition, and has a key advocacy role in supporting utility clean energy transition under state policies. This position will advocate for strong utility planning and programs, and regulatory and policy drivers that support investment in energy efficiency, demand management, and distributed resources to provide clean and equitable energy solutions for the state and communities, with a particular focus on the policy and programs needed to decarbonize gas utilities. This position will work closely with the Coalition’s existing members and allies and work to build new relationships to ensure that the voices of low-income consumers and communities of color are brought to the table and represented in energy policy and program decisions. This position will actively participate, with all staff, in diversity, equity and inclusion within the organization and our program work.

This position will report to the Policy Director.

 

Principal duties and responsibilities

·      Represent the Coalition in regulatory, agency, legislative and utility proceedings

·      Develop and initiate policy and program strategies that accelerate the use of customer resources including energy efficiency, managing energy usage, and community-based resources to ensure these efforts are affordable and equitable for all customers

·      Advocate for durable and effective policies and programs in state and local regulatory, utility and policy proceedings that advance decarbonization of the energy system through submitting written comments, testifying at public hearings, and communicating directly with decisionmakers

·      In collaboration with members and allies, analyze utility regulatory filings and advocate for smart and strategic investments by utilities.

·      Serve on utility and government advisory committees, as appropriate

·      Prepare position and policy papers; write articles and reports for Coalition publications

·      Work with diverse Coalition members, environmental justice and community-based organizations to develop mutually supportive policy positions and nurture collaborative working relationships

Director of Environmental & Energy Policy

This position is responsible for AAF’s environmental & energy policy portfolio and requires the ability to research and communicate effectively about a wide swath of relevant issues. This position demands a firm grasp of recent emissions regulations; changes in domestic and global oil markets; the debate over energy exports; climate policy initiatives; regulatory proposals from the EPA, DOE, and Interior; federal lands policy; energy loans programs and tax incentives; infrastructure demands; the renewable energy market; and other issues affecting the growth and diversification of the energy sector as well as the carbon and climate landscape. Must be able to quickly locate details, produce research on deadline, and work collaboratively with communications and other issue area staff. Good candidates will demonstrate a proactive ability to assess legislative and regulatory priorities as well as a commitment to free market-oriented policy solutions. Developing and maintaining relationships in the energy and energy policy sectors will be helpful for this role.

AAF researchers must be nimble, compete effectively in the daily battle of ideas, communicate successfully, and conduct original research. Ideal candidates will be able to critique and creatively develop policy solutions. This position will report to the Chief Operating Officer.

Drinking Water Policy Coordinator

In the wake of the ongoing lead poisoning, wide-spread contamination from unregulated “forever chemicalsâ€ (such as PFAS) and structural inequities in access to clean, affordable water in the Great Lakes region, particularly for communities of color, the Great Lakes Regional Center (GLRC) is building and expanding our work to ensure that all communities in the Great Lakes region have access to clean, safe water.

The Drinking Water Policy Coordinator will coordinate campaigns focused on water infrastructure and affordability, access to clean water for all, and threats to drinking water and wildlife from emerging chemicals of concern (like PFAS) within the Great Lakes region. This work will include coordinating closely with the many Coalitions and Networks NWF is involved in, including the federal field campaigns, to ensure strategic alignment and collaboration on drinking water issues at the state and federal levels. The position will help develop as needed and coordinate the policy advocacy, robust relationship building and maintenance within the region and DC, centering of equity and justice as core principles of the GLRC’s drinking water campaigns, and increased communications around this work to NWF members, state and federal decisionmakers, and the media.

The position reports to the Associate Director and works closely with the Great Lakes Policy Director and the Regional Executive Director to develop and advocate for strong policies and practices to ensure safe, clean drinking water within the region and to provide strategic support on high priority drinking water policy needs for the GLRC.

Principal Duties (major areas of responsibility):

Coordinate the GLRC’s Clean Drinking Water campaign (40%)

Lead the implementation of our drinking water policy and program agenda, building off of recommendations from the 2021 drinking water convenings
Build and expand on robust, authentic relationships with on the ground community members, state and regional partner organizations, the NAC, and affiliates, all of whom are engaged in drinking water work.
Collaborate and serve as liaison with state affiliate partners, other coalition efforts (including the HOW Coalition, Clean Water for All, and the Michigan Water Table) focused on clean drinking water.
Provide policy, organizing, and other campaign support and coordinate GLRC’s activity to advance legislative and other campaigns led by impacted communities to implement water affordability.
Center equity and justice– providing vulnerable communities with the resources and tools needed to eliminate these threats to people and wildlife.
Work with the communications team to identify, develop, and execute opportunities for promoting our work and advancing campaign objectives.

Coordinate the GLRC’s PFAS Campaign (40%)

Grow and coordinate the PFAS campaign, including supporting the Great Lakes PFAS Action Network and coordinating closely with the NAC to continue to move NWF PFAS policy priorities forward at the regional, state, and federal levels.
Support the top priorities of the Great Lakes PFAS Action Network policy agenda.
Support the efforts of the GLRC to address impacts to fish and wildlife in the Great Lakes region.
Build and expand on robust, authentic relationships with on the ground community members engaged in chemicals work.
Collaborate with other NGOs, state affiliate partners, and coalition efforts (including GLPAN, Great Lakes Business Network, National PFAS Contamination Coalition) focused on PFAS.
Work with the communications team to identify, develop, and execute opportunities for promoting our work and advancing campaign objectives.

Policy/Emerging Issues Support (20%)

Remain nimble enough to provide rapid response policy and communications support for drinking water crises occurring within the Great Lakes region. This could include support of internal NWF teams (like the NAC Environmental Justice team) or impacted community members and/or organizations (both in the drinking water and/or PFAS sphere).
Support the NWF GLRC leadership team as needed on high priority water policy issues as they arise.

Minimum Experience

Experience working on environmental or conservation advocacy and/or with water infrastructure/affordability and/or chemicals of concern
Demonstrated ability to develop and build relationships that can translate into working in various types of impacted communities
Familiarity or experience with an environmental justice approach in policy priorities, organizing, program development and partner engagement

Director of Regulatory Affairs

The Solar Energy Industries Association (SEIA) is the national trade association for the solar and storage industry and represents more than 1,000 member companies and 255,000 Americans working across the United States. SEIA is leading the transformation to a clean energy economy and is creating the framework for solar to reach 30% of U.S. electricity generation by 2030. Position Summary

The Director of Regulatory Affairs is responsible for the development and implementation of SEIA’s policies and positions and execution of solar + storage policy goals at a host of federal agencies, including but not limited to Treasury, EPA, Interior, DOE, FERC, and in Regional Transmission Organizations (RTOs). Tax policy, land use, wildlife issues, energy markets, transmission and interconnection, carbon regulation and other environmental policies are critical arenas for the organization and its member companies.

The Director develops policy positions in conjunction with SEIA members and staff, drafts regulatory filings, and engages in direct advocacy. The position reports to the Senior Director of Regulatory Affairs, who reports to the VP of State and Regulatory Affairs. The Director is based in Washington, D.C., and is expected to attend in-person meetings in and around Washington regularly.

Core Duties & Responsibilities

Represents SEIA regarding energy, natural resources, and environmental policy matters of importance to the solar industry before federal Executive Branch agencies.
Manages and leads SEIA members and coalition partners in multiple venues to advance SEIA’s policy objectives at federal energy and environmental agencies, including consensus-building on complex federal policy matters.
Develops and maintains relationships with relevant agency staff and others involved in the policymaking process and conducts direct advocacy with the Administration.
Drafts regulatory filings and legal pleadings on behalf of the organization for submission in RTO, regulatory, and court proceedings.
Coordinates with SEIA’s Director of Energy Markets, Director of Storage Markets & Policy, and other regulatory affairs and state relations staff on cross-cutting issues.
Collaborates with SEIA’s Communications team to formulate talking points and incorporate communications strategy into SEIA’s advocacy initiatives.
Produces written materials in support of SEIA’s advocacy and regulatory efforts.
Communicates with SEIA members, organizes committee and working group activities, and responds to member company inquiries.
Attends meetings and briefings on behalf of the Association, providing summaries and analyses of proceedings and advising senior management on emerging issues.
Supports the conferences and tradeshows SEIA organizes through panel participation, content generation, speaker identification, and on-site staffing of the conferences.

Professional Experience, Education & Other Qualifications

A bachelor’s degree, preferably in a public policy-related discipline. A law degree is preferred but not required. Experience drafting regulatory filings is required.
4-8 years of public policy or regulatory advocacy experience; experience working in an Executive Branch agency or in Congress a plus.
Experience working with the Department of the Treasury, Interior (including the Fish and Wildlife Service), U.S. EPA, FERC, and/or the Department of Energy.
An open-minded and creative approach to regulatory advocacy, with coalition-building skills to leverage like-minded organizations and situational allies.
The ability to work directly with SEIA members, with excellent organizational, interpersonal and communication skills.
Excellent written communication skills and the proven ability to draft rulemaking or other comments on behalf of a client.
The ability to work effectively in a collaborative, fast-paced team environment.
A strong work ethic, service-oriented approach, excellent judgment, and highest level of integrity and professionalism.

Compensation Range

Energy Policy Director

PLUS Communications is looking for a Energy Policy Director to provide public affairs and policy expertise, communications strategy and messaging direction, strategic planning, and client relationship management for a large-scale client in the energy industry.

Your day in this position includes:

Serving as a key advisor to the client – providing counsel on day-to-day communications efforts and long-term strategies.
Develop strategic messaging and communications plans around complex energy policy issues.
Serving as a resource in the energy space for targeted reporters – for background conversations about relevant policy issues.
Crafting narratives by distilling complex energy policy and regulatory information into tangible messaging for a variety of audiences.
Developing, writing, and editing media and messaging materials (such as press releases, talking points, media statements, opinion pieces, fact sheets).
Serving as a liaison between PLUS’ internal team, the client, other agency partners and external vendors.

What we require:

8-10 years of relevant experience in public policy – on Capitol Hill, in the administration, at a think tank
Deep and technical knowledge of energy policy.

Experience managing comprehensive communications campaigns.
Experience working directly with press and a rolodex of energy or sustainability reporters.
Understanding of the communications landscape and how various communications channels work (i.e. digital, print, social, broadcast).
Proven experience in writing and editing materials and a strong understanding of AP Style.
