Water Resource Engineer/Scientist

BRIEF DESCRIPTION

The Commission is seeking a water resource professional with a background in engineering and/or science to work in its Science and Water Quality Management branch. With technical guidance and training, the successful candidate will perform the following activities:

Develop, maintain, and apply water quality and hydrodynamic models, including one-, two-, and three-dimensional models for conventional and toxic pollutants, of the tidal and non-tidal waters of the Delaware River Basin;
Plan and conduct field investigations such as water quality monitoring studies in support of model development and calibration;
Support planning and regulatory activities of the Commission that require models;
Compile, maintain and analyze databases on conventional and toxic pollutants;
Utilize statistical programs to assess trends and address management issues;
Develop data management tools for processing of model inputs and outputs using ArcGIS, Python, R and/or similar tools;
Work on cross-branch project teams under the direction of supervisors from other sections, as needed, for discrete projects;
Prepare effective reports and presentations of technical material for advisory committees, the public, the regulated community and government agencies;
Participate in external committees, meetings and conferences on behalf of the Commission, and;
Assume other responsibilities, as assigned, to benefit the Commission.

QUALIFICATIONS

Education: Graduation from an accredited college or university with a Master’s Degree in Civil Engineering, Environmental Engineering, Environmental Science, Oceanography or related discipline with an emphasis in water resources is required. A Ph.D. in water resource management is desirable. Coursework related to hydrology, water quality, data science, and water pollution control desired.

Experience: This is an early career position requiring 3+ years of professional experience for the E18 level or 8+ years experience for the E20 level; Ph.D. coursework/research in relevant field can be substituted for equivalent years of professional experience. Expertise in hydrodynamic and/or water quality modeling of surface waters is preferred, as is proficiency with coding languages useful for data management and analyses such as R and Python.

Environmental Project Manager/Planner

The Western Connecticut Council of Governments (WestCOG) provides transportation, environmental, economic development, analytics, and other planning services to 18 municipalities in Western Connecticut.

Job Description and Responsibilities

WestCOG seeks a qualified and motivated person as Planner or Project Manager to provide technical support on a variety of environmental planning activities for the Western Connecticut Planning Region. Topically WestCOG communities have recently raised concerns on issues pertaining to water quality, flood resilience, and brownfield redevelopment.

Job responsibilities may evolve over time and currently are expected to include:

Brownfields

Assist the region with the remediation and redevelopment of brownfields and grayfields, including:

Inventory, classify, and prioritize known and potential brownfields in Western Connecticut.
Match brownfields priorities with funding and technical assistance opportunities.
Develop and deploy financing mechanisms, such as a brownfields revolving loan fund and successful grant applications (e.g., EPA, EDA, DEEP, DECD, USDOT, CTDOT) for environmental and infrastructure work.
As locally desired, coordinate remediation and redevelopment.

Flood Mitigation and Resilience

Assist the region with reducing the vulnerability to and damages from flooding events:

FEMA grant management. Assist member municipalities and private property owners in applying to and accessing federal funding (including FMA, BRIC, and HMGP grants) to floodproof, elevate, and acquire properties (especially RL and SRL) and infrastructure to move people and property out of harm’s way.
Provide regional floodplain management services.
Community Rating System (CRS). Expand participation in CRS to more municipalities and/or deepen participation to achieve higher class ratings, in order to reduce flood risk and flood insurance premiums under the NFIP.
Dam safety. Inventory dams, identify high risk and high environmental impact dams, develop repair/removal priorities and a contact list, pursue funding opportunities, and work with public, nonprofit, and private partners to realize priorities.
Hazard Mitigation Plan (HMP) implementation. Work with municipalities to implement projects that have been included in the regional HMP. Also work with municipalities to add projects to the HMP during HMP updates.

Water Quality

Assist communities with concerns re drinking water (private wells and public water systems), wastewater (septic and sewer systems), and the protection of surface and groundwaters.

Stand up private well testing web resources. To inform communities and the public of water testing resources available.
PFAS research and troubleshooting to allow communities to better understand their options to address PFAS levels in their water supply.
Assist implementation of watershed-based plans and other planning documents.
Facilitate discussions on water treatment plants with member communities to identify implementable solutions for service areas.

In addition to these specific responsibilities, general tasks may include:

Participate in various federal, state, and local initiatives.
Research on issues and practices facing the member communities of WestCOG.
Establish and maintain partnerships with local, regional, and state government agencies, land trusts, and non-profit organizations.
Project management, such developing and implementing scopes of work, bid documents, funding strategies, and consultant oversight.
Grant research, preparation, submission, management, coordination, and reporting.
Reporting and education on topics and solutions for the region, municipal staff, and public during regular COG meetings and through WestCOG’s website/newsletter/social media.

In this role, you will perform complex professional, administrative and supervisory work to lead and direct the operations, planning, regulatory affairs, and overall management of the Stormwater and Floodplain Management Department. What Is Required

Land Use Inspector

DUTIES: Under the supervision and direction of the Land Use Bureau Chief or designee, conducts field inspections to assess compliance with relevant land use regulations, permits and approvals including Planning, Zoning, Environmental Protection and Coastal Area Management; issues land use permits; performs other related duties as required.

MINIMUM QUALIFICATION REQUIREMENTS:

Graduation from an accredited college or university with a Bachelor’s degree in Civil Engineering, Environmental Science or a closely related field; OR
an Associate’s degree in Civil Engineering, Environmental Science or a closely related field and two (2) years of progressively responsible experience in construction inspection, civil engineering or a closely related field; OR

Senior Environmental Specialist

GENERAL PURPOSE

Under direction, serves as a team leader or project manager over specialized environmental functions; performs a variety of specialized and complex professional duties involved in the development, implementation and administration of high priority environmental projects to ensure the Port’s compliance with federal, state and local environmental protection laws and regulations; plans, organizes, oversees and evaluates the work of professional and technical staff; enforces environmental regulations of the Port code; provides policy advice and represents the department and the Port with federal, state, and local agencies; and performs related work as assigned.

DISTINGUISHING CHARACTERISTICS
Senior Environmental Specialists serve as team leaders or project managers for work groups or teams. Incumbents serve as the advanced professional level class in the Environmental Specialist class series. Incumbents are assigned complex project responsibilities requiring a broad understanding of the Port’s environmental protection program goals, objectives, and technical requirements in any and/or all of its program areas, including natural resources management, stormwater management, watershed management, site assessment and remediation, bay water and sediment quality, climate planning, energy management, sustainability, air quality, and public engagement and information. Incumbents develop, implement and administer policies and projects to ensure Port operations and activities comply with environmental protection laws and regulations. Incumbents are expected to exercise expert independent judgment, initiative and decision-making authority to develop timely solutions to complex problems. Projects and assignments require a high degree of knowledge and ability in identifying and solving problems, analyzing federal, state and local codes and policies; and maintaining effective contacts and relationships with government officials and agency staff, business representatives, community organizations, and the public. Assignments are given in terms of broad objectives and evaluated based on overall results.

Senior Environmental Specialist is distinguished from Associate Environmental Specialist in that an incumbent in the former class develops, executes and monitors the most complex or sensitive environmental projects, serves as a team leader for a group of environmental specialists or similar work groups, and may supervise subordinate staff as assigned.

Formulates and manages detailed program plans; manages and participates in the development and recommendations of environmental programs (air, sediment and water quality; climate change, energy management, sustainability, stormwater, etc.), policies, operating and administrative policies and procedures; oversees development of policies, work plans, programs, calendars; plans, organizes and implements work activities to meet established environmental policies. Monitors and ensures compliance with all applicable laws and regulations; facilitates the resolution of environmental issues between stakeholders, maintains and reports on program activities and performance results in compliance with environmental policies.

Coordinates or assists in coordinating program activities with pertinent outside agencies; determines and makes recommendations regarding appropriate levels of coordination; participates in developing program partnerships with external agencies and organizations; assists in development of agreements for multi-agency efforts.

Time served as a District Intern counts towards the years of experience.

Environmental Planner

The Department of Planning and Development (DPD) is seeking an Environmental Planner to play a key role in a variety of projects and responsibilities within its Planning and Project

Management Team. The Environmental Planner will have an understanding of climate and sustainability planning, project management, and interest and/or skill in the redevelopment of brownfield sites. This role will manage projects directly for DPD and support a variety of citywide projects administered through other departments. The position requires the development of technical expertise for planning and redevelopment work in an industrial city in which many projects involve brownfield considerations. The Environmental Planner position requires a thoughtful approach to preparing the City for a changing climate and cultivating initiatives to protect and enhance the natural environment. The Environmental Planner works on planning, project review, and policy development in partnership with city, state and federal agencies, neighborhood residents, and numerous stakeholders.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

Lead project manager for citywide brownfields work. Coordinates with Licensed Site

Professionals, general contractors, and city staff to ensure compliance with all state and federal regulatory requirements. Responsible for all required reporting to the

Massachusetts Department of Environmental Protection and any other applicable agencies.

Researches topics related to climate resiliency and sustainability. Participates in the preparation of citywide plans to address climate challenges the City faces.
Advises on environmental issues, priorities and existing programs, and develops environmental policies and programming for the City. Coordinates environmental policies and programs within City Departments and with other governmental agencies, institutions, businesses, and the public.
Identifies and applies for grants and other funding to support environmental programs.

Lead grant writer for brownfields grants. Supports grant applications as part of the

Planning and Project Management Team.

Manages projects related to the enhancement and protection of the City’s natural resources and assists in regular updates to the City’s Open Space Plan.

Prepares reports, plans, budgets, memoranda, and other general documentation needed for planning and infrastructure construction projects.
Represents the City at meetings of civic, business, and community groups, community boards, and elected officials, as needed.
Participates in projects and presentations as a member of the Planning and Project Management Team.

Completes special projects as assigned by the Chief Design Planner, Deputy Director and Assistant City Manager/DPD Director.

Research Scientist

A Research Scientist position is available at the Department of Food, Agricultural, and Biological Engineering (FABE) in the College of Food, Agricultural and Environmental Sciences (CFAES) at The Ohio State University (OSU). The Research Scientist will conduct research in the field of agricultural water management, drainage, irrigation, and sustainable agriculture systems. They will provide leadership in studying and modeling the impact of subsurface drainage and irrigation on hydrology, water quality, and crop production in Ohio and the Midwest Region. The successful candidate will primarily coordinate the ongoing research activity funded through a diverse extramural sources, and track and ensure the timely completion of project deliverables, progress reports, and final reports. The position is fully funded for the duration of 2 years after which the candidate will be expected to be more instrumental in bringing about 25 to 50% of the salary support through their own research scholarship. The candidate will supervise and/or mentor a group of staff, undergraduate and graduate students and help coordinate the onboarding process for new team members such as postdocs and other support staff. The Research Scientist will collaborate with agricultural consultants, Extension agents and other faculty members to generate progress updates and final reports of various projects; write peer reviewed journal articles; assist with training on experimental procedures, and publications; assist with proposal writing and the other administrative work. Given the Extension and International outreach mandate of the program, the candidate is expected to be involved with outreach activities.

Minimum Education Required:

PhD Degree in Agricultural, Civil, or Environmental Engineering, Agricultural or Environmental Sciences, or other related field
