The Bureau of Planning & Sustainability (BPS) is seeking an Outreach, Education and Special Initiatives Manager – Waste Division to advance the bureau’s waste equity initiatives and provide leadership in the development, performance, and deliverables of BPS’s garbage, recycling, compost and waste prevention outreach and education. This position is responsible for all aspects of program management - design, planning, community engagement, implementation, evaluation, and reporting. The Outreach, Education and Special Initiatives Manager-Waste Division will lead and collaborate with a range of technical expert staff, both direct reports and staff from other teams, supervising five direct reports and managing deliverables of several project teams. An important role for this manager will be articulating a shared vision of expanding opportunities for underrepresented Portlanders in the waste field, and leading people through change.
The focus of the Outreach, Education and Special Initiatives Manager- Waste Division is to manage programs and projects that support all Portlanders’ engagement with the city’s waste disposal, reuse, and reduction systems.
Ongoing programming that this manager will oversee includes ensuring the City of Portland meets the education, information and technical assistance requirements mandated by State law and directed by Metro’s Regional Waste Plan. Priority areas include the improvement of waste services to multi-family residents, the rollout of food scraps collection for businesses, and expanding BPS’ initiatives that build the public’s knowledge, ability, and motivation to reduce waste through reuse, repair, and food waste prevention.
