Policy Coordinator

Description of Responsibilities: Clean Air Council seeks a full-time employee to work on statewide climate and clean energy policy in Pennsylvania with a focus on government and regulatory affairs. The employee would work closely with members of Clean Air Council’s legal and organizing teams, as well as the Council’s Executive Director and Chief Counsel, working on a full range of cutting-edge environmental policy and advocacy efforts in Pennsylvania and at the federal level.

The Council has offices located in Philadelphia and Pittsburgh, and this position may also be located remotely within Pennsylvania.

The employee’s responsibilities include:

Monitor state-level environmental legislation and policy in Harrisburg; represent Clean Air Council in meetings with government officials.
Provide written and oral advocacy at state agencies, the General Assembly, and the Governor’s Office.
Collaborate and maintain professional relationships with Clean Air Council’s partners, state clean energy coalitions, and a wide network of allies, including: the environmental community; frontline and environmental justice groups; consumer and low-income advocates; labor; the faith community; clean energy businesses; utilities; state and local decision makers; and elected officials.
Lead research and analysis of state and local climate and clean energy policies in Pennsylvania.
Ensure that climate investments from the federal Inflation Reduction Act (IRA) and Infrastructure Investment and Jobs Act (IIJA) are implemented effectively, efficiently, and equitably at the state and local level.
Submit comments and coordinate with partner groups and agencies on a number of key state and federal climate regulations.
Draft and edit op-eds related to Clean Air Council’s policy priorities.
Assist in grant writing and reporting.

Responsibilities

Attorney/Senior Attorney

The Center for Applied Environmental Law and Policy (CAELP) is seeking a mid- to senior-level Attorney to support our work advancing strong climate and public health regulations and developing creative responses to administrative law obstacles to environmental policy. The Attorney/Senior Attorney will work closely with CAELP colleagues to support innovation and progress on critical questions of law and policy, help lead the development of legal and technical analysis, and engage with the broader coalitions and partners working in these areas.

Federal Policy Manager

The Federal Policy Manager supports Oceana’s U.S. plastics campaign to protect the oceans from plastic pollution by reducing the production and use of single-use plastic. The Federal Policy Manager leads the campaign’s federal advocacy with Congress and the executive branch, under the direction of the campaign director and in collaboration with the field, communications, science, and legal teams. The Federal Policy Manager also assist with state and local advocacy on reducing single-use plastics, as well as other Oceana campaigns and fulfilling other organizational objectives. The position is based in Washington, D.C. Occasional travel is required.

Principal Duties and Responsibilities

Essential Functions:

Lead Oceana’s government relations activities for Oceana’s U.S. plastics campaign, primarily at the federal level, under the direction of the plastics campaign director and the senior director for federal policy.
Persuasively represent Oceana positions and campaign goals to Congress, the Administration, federal agency officials, and other decision makers.
Develop extensive contacts in Congress and the executive branch.
Analyze legislative proposals and executive branch actions and government reports.
Assist plastics campaign team with policy analysis of plastics policy proposals at the federal, state, and local levels.

Assist senior director for federal policy with other federal advocacy activities as needed.

Job Requirements

Education and experience:

Bachelor of Arts or Bachelor of Science, preferably in political science, public policy, conservation biology, marine affairs, or a related discipline, and five years of government relations, advocacy, or legislative experience, preferably at the federal level on environmental or ocean conservation issues; or the equivalent of education and experience required.

Position Summary

The Director of Climate and Environmental Justice develops and leads the organization’s climate and environmental justice strategy including external outreach and partnerships, education and resource development, initiatives, policies, plans, and campaigns. Climate and Equity Policy Lead

Job description: The Climate and Equity Policy Lead will serve as issue lead on our climate and equity policy portfolio, building relationships with farmers of color and organizations led by and serving farmers of color, in order to advance policy priorities within the Farm Bill and beyond. As a member of RAFI-USA’s Policy Team, the Climate and Equity Policy Lead will also have a significant focus on communications, both broadly to grassroots supporters and directly with farmers and other stakeholders, including coordinating and administering the Policy Team’s Farmer/Stakeholder Advisors initiative. The Policy Lead will also coordinate trainings, meetings, and communications with the Climate & Equity cohort. This position reports to the Policy Director.

Primary position responsibilities

Work with Climate & Equity Grantee organizations: plan trainings, meetings and events, provide support and resources as needed, consult with organizations on policy issues, and coordinate additional rounds of funding as needed
Serve as climate & equity policy issue lead: represent and help develop RAFI-USA’s policy positions related to climate and equity issues within the Farm Bill and beyond. Track issue and bill development, keep the policy team informed, and ensure RAFI-USA’s policy positions are rooted in farmer/stakeholder experiences and needs. Staff Attorney or Senior Attorney

The Southern Environmental Law Center is accepting applications for a Staff Attorney or Senior Attorney position in our Birmingham, Alabama office. We anticipate that this attorney will focus on energy law and policy within Alabama, but likely will have the opportunity to also work in one or more of SELCÔÇÖs program areas, such as coast and wetlands, land and community, air, or water quality. This position will report to our Alabama Office Director.

The primary goal of SELCÔÇÖs Clean Energy & Air program is to fight climate change by bending down the arc of greenhouse gas emissions in the SouthÔÇÖs electric power sector while ensuring that the new clean energy economy will relieve, not reproduce, the environmental and financial disparities of the old one. We work across a range of venues, including state and federal court, state utilities commissions, environmental regulatory agencies, and legislative bodies. We also collaborate with allied groups with different perspectives in pursuit of shared policy goals and speak in public settings.

This attorney will have the opportunity to work on a variety of complementary matters to transition Alabama away from fossil fuels, including: (1) advocating in state and federal administrative and judicial proceedings, including in matters before the commission that oversees Alabama utilities; (2) engaging in policy development and analysis in various settings at the state and federal level, including state regulatory and legislative matters; and (3) engaging with renewable energy advocates, business leaders, environmental groups and other public interest organizations, policy makers, legislators, and regulators to overcome barriers to emissions reduction efforts and to ensure that the renewable energy transition is just, equitable, and benefits the health and economy of all communities.

Senior Manager, Federal Affairs

The Senior Manager, Federal Affairs, is a senior member of EDFÔÇÖs lobby team, representing the organizationÔÇÖs interests on several EDF priorities on Capitol Hill and within the Administration. This role is responsible for planning and executing a creative lobbying and advocacy strategy that advances the mission and goals of EDF, especially as it pertains to clean energy, energy efficiency and climate innovation.

The Senior Manager, Federal Affairs has knowledge and experience to drive legislative strategy forward, collaborates effectively with team members across EDF programs, and cultivates external relationships with key stakeholders and policymakers. This position reports to the Associate VP, Federal Affairs.

This position will be based in EDFÔÇÖs Washington, DC office.

Key Responsibilities

Develop a network of relationships with policymakers, thought leaders, and other policy professionals with a focus on climate, energy, and environmental issues.

Associate Director, Energy and Climate

Position Summary

This position is responsible for supporting the American Chemistry CouncilÔÇÖs (ACC) initiatives and regulatory advocacy efforts associated with climate and energy policy activities impacting the chemical industry. This position supports technical projects, advocacy and communications efforts associated with current and emerging energy and climate regulations, legislation and scientific trends at the federal, state and local level. The position will also support management of assigned energy and climate committees, workgroups and/or taskforces, relevant advocacy and policy issues as assigned. The position will further support the energy, climate and environment teamÔÇÖs work with the internal and external stakeholders, partners and regulatory agencies. The position reports directly to the Senior Director, Energy, Climate and Environment.

Major Duties and Responsibilities

Monitors, analyzes and tracks emerging issues, developments and trends on energy and climate policy to support ACCÔÇÖs advocacy.
Prepares technical and policy materials to support ACCÔÇÖs goals and objectives with particular attention to policy, science and research initiatives that advance the energy and climate portfolio.
Coordinates ACC engagement with relevant public policy groups, academia, federal and state regulatory agencies and other stakeholder groups on assigned environmental areas.

Serves as a technical resource and subject matter expert to assist in the development and execution of relevant energy and climate advocacy.
Identifies new issues and advocacy priorities that could be advanced in the energy and climate portfolio.
Creates, builds and maintains strong working relationships with regulatory agencies (e.g., Department of Energy, Federal Energy Regulatory Commission; Council for Environmental Quality, General Services Administration), technical experts, credible third parties and key staff in academic and research entities.
Manages assigned committees, workgroups and taskforces.
Manages outside purchased services, contracts and deliverables for assigned portfolio.
Drafts member communications on advocacy and policy activities.
Represents ACC before a broad range of outside stakeholders at events, conferences, and meetings.
Performs other duties as assigned.

Minimum Qualifications/Requirements

Required

BachelorÔÇÖs degree in relevant field (e.g., environmental science, public policy, public health, business management).
Five years relevant experience in a technical, scientific, legal or policy field.
Experience with business, trade, government, political or policy advocacy organization.
Sound understanding of relevant energy and climate regulation and legislation (i.e. Inflation Reduction Act, Infrastructure Investment and Jobs Act, Clean Water Act, Clean Air Act, National Environmental Policy Act), and related policy activities that may impact business of chemistry.
Strong written and oral communications skills, including the ability to make internal and external presentations.
Ability to quickly learn complex regulatory and policy issues, contribute to team success, and collaborate with internal and external customers.
Ability to demonstrate initiative and work independently on a variety of complex matters simultaneously.
Ability to acquire and build effective professional relationships and develop coalitions and alliances with diverse stakeholders on relevant issues.
Proven ability to work in a team environment.
Ability to travel, as needed, domestically and internationally.

Preferred

Advanced degree (JD, MS, MPP, MBA) in relevant policy fields (e.g., environmental policy, public policy; biological sciences).
Familiarity with chemicals or related industry manufacturing processes, including potential impacts on climate, or energy use.
Sound understanding of regulations and programs arising under federal energy laws (e.g., Federal Power Act, Natural Gas Act, etc.)
Demonstrated experience working in a difficult/controversial industry, product or sector.
