Position Summary

The Energy and Climate Policy Advisor will report to the Senior Director of Government Relations. This position will identify federal and state policy opportunities to advance natural climate solutions (e.g., the ability of vegetation and soils to absorb and sequester significant amounts of carbon), drive resources to the land sector and protect land trusts from detrimental climate and energy policies. The will educate, mobilize and coordinate land trusts in particular states and at a national level to advance the land trust communityÔÇÖs climate and energy priorities.

The Policy Advisor will convene, inform and organize the nationÔÇÖs land trusts, conservation partners, climate coalitions and other stakeholders to educate lawmakers and government agency officials about the land sectorÔÇÖs critical role in mitigating climate change and limiting warming. The will play a leading role in helping the Alliance shape policy, consistent with Land Trust Standards and Practices, that invests in natural climate solutions through interaction with federal, state and local decision-makers and their staffs, land trust members, and other stakeholders.

S/he will also lead the AllianceÔÇÖs initiative to advance the responsible siting of energy infrastructure to avoid the impact to permanently conserved lands and easements. The Policy Advisor will coordinate with the land trust community and other stakeholders to advocate for comprehensive, integrated resource planning that treats conservation, landowner and other consumer concerns and investments on an equal basis with utilities and energy company priorities.

This is an external facing position. A successful individual in this position will have experience working in a non-partisan manner on energy and climate policy and development and implementation of strategies to influence public policy. This individual must also possess strong communication and organizational skills.

Funding for this position is secure through April 30, 2024.

Specific Responsibilities:

Build new and strengthen existing partnerships and coalitions with relevant entities including nonprofit organizations, government agencies, business and industry.

Inform and mobilize advocacy through effective communications that promote partner and stakeholder participation.

Track, analyze, develop and advance federal and state energy and climate policy opportunities, proposals and legislation.

Represent the Alliance before Congress, state legislatures and other decision makers.

Lead coordination with land trust networks and advisory bodies to disseminate information, coordinate messages, support advocacy and offer policy recommendations.

Create and develop training materials including webinars and workshops; present at state land trust gatherings, regional conferences and Rally: The National Land Conservation Conference.

Convene land trusts and partners in targeted states to help develop and implement climate policy advocacy strategies.

Represent the Alliance at conferences and meetings to educate decision-makers about land-sector climate solutions.

Identify and track federal and state policy opportunities to direct resources toward natural climate solutions.

Conduct policy analysis, advocacy and coordination across an interdepartmental team and with external partners.

Qualifications

A minimum of four years of experience in climate and energy policy analysis and development.

BachelorÔÇÖs Degree in relevant field.

Proven ability to foster collaboration among partners to advance policy priorities highly desirable.

Experience cultivating foundations, individuals, and government agencies for financial support.

Strong understanding of congressional and executive branch policy-making. Experience with both federal and state policy making highly desirable.

Experience working with the Departments of Energy and Transportation, Federal Emergency Management Agency and the Environmental Protection Agency highly desirable.

Familiarity with land conservation, Farm Bill easement programs and working lands as well as knowledge of land trusts highly desirable. Knowledge of Land Trust Standards and Practices a plus.

Strong oral and written communications skills, ability to communicate effectively with both the Alliance members and public decision-makers.

Excellent organizational skills; ability to prioritize workload.

Proficient with Microsoft Office applications.

Ability to travel up to 30 percent annually.

Compensation

The budgeted salary range for this position is $85,000 ÔÇô $95,000 commensurate with skills, years of experience, location, and unique background and qualifications of the candidate.

State Industrial Policy Advocate

NRDC is seeking a State Industrial Policy Advocate to work with the Industry, Hydrogen, and Innovation team within the Climate and Clean Energy Program in one of NRDC’s offices.

Position Summary

NRDC is seeking a State Industrial Advocate to work with the Climate and Clean Energy ProgramÔÇÖs Industry, Hydrogen, and Innovation Group in our New York, Washington, DC, Chicago, or San Francisco office to help the team effectively tackle deep decarbonization of U.S. industrial manufacturing, with a particular focus on the cement, concrete, steel and aluminum industries. The new hire will help build internal capacity to advocate for decarbonization policies in 3-4 target states, beginning with developing a well-informed and effective decarbonization strategy that complements ÔÇô and does not delay ÔÇô our existing decarbonization efforts in other sectors. This includes building technical expertise on existing and emerging decarbonization levers, their respective barriers, and emissions reduction potential; assessing and understanding the health and local pollution impacts of each on adjacent communities; helping evaluate and/or design model decarbonization policies that fit state contexts; and building state-based coalitions to advocate for such policies. This work will be coordinated with our federal advocacy on industrial decarbonization and also in collaboration with our hydrogen team on cross cutting issues.
Responsibilities

Support NRDCÔÇÖs industrial decarbonization advocacy in 3-4 priority states
Develop technical expertise on decarbonizing the cement, concrete, steel, and aluminum industries, including on existing and emerging decarbonization levers, their respective barriers, and emissions reduction potential, as well as health and local pollution impacts of each on adjacent communities.
Help evaluate and/or design model decarbonization policies in target regions and states.
Work closely with NRDCÔÇÖs federal and state advocates and Government Affairs team to carry out advocacy to remove impediments to decarbonizing industrial plants in key sectors; create demand for low embodied carbon alternatives (via public and/or corporate procurement); and build a coalition of stakeholders for action.
Represent NRDC through active participation in state coalitions, providing collaboration and guidance to maximize effectiveness and grow support for needed policies.
Liaise, as needed, with funders in support of the industrial decarbonization teamÔÇÖs development goals.
Develop written materials (e.g., blogs, action plans, white papers) to educate state policymakers and other stakeholders on the decarbonization opportunities and policy options.

Policy Associate, Lands

The Policy Associate, Lands (Associate) coordinates and implements internal initiatives such as organizational knowledge management, internal procedures, internal networks, and project coordination. Position Summary

The Litigation Team is a group of approximately 40 lawyers, litigation assistants, and operations staff who pursue litigation across a broad range of environmental and public health issues, often working closely with NRDC’s subject-matter experts. In addition to representing NRDC, our attorneys may also represent other nonprofit organizations, community groups, and individuals impacted by environmental injustices. Over the past five years, we have litigated cases against the federal government to prevent climate pollution, challenge agency approvals of toxic chemicals and pesticides, resist the suspension of clean water safeguards, oppose offshore drilling and seismic exploration for oil and gas, and protect energy efficiency standards, among other matters. We also bring enforcement cases against corporate polluters and governmental entities whose violations harm health and the environment—including cases to protect the people of Newark, New Jersey, and Flint, Michigan, from lead in drinking water; to remediate mercury pollution in the Penobscot River in Maine; and to halt air pollution from a coal-fired power plant in Illinois. 

We are seeking a Senior Litigating Counsel who will litigate significant cases on behalf of NRDC and allied community groups and individuals. This Senior Litigating Counsel will lead cases and supervise the litigation work of other Litigation Team members.
Responsibilities

Litigate significant cases on behalf of NRDC and allied community groups and individuals, with the ability to lead all aspects of a case, working with and guiding a case team, from initial development through briefing, oral argument, pre-trial discovery, trials, and other court hearings.

Assistant General Council (Sustainability)

The position is responsible for providing legal counsel and policy support on American Chemistry Council (ACC) advocacy issues, protecting ACC’s legal interests and ensuring compliance with all applicable laws. The position is also responsible for managing legal matters in assigned areas, including assisting in the selection of outside counsel as needed, managing outside counsel, and ensuring projects come in at or below budget. The position coordinates legal issues with appropriate in-house ACC clients and colleagues and reports directly to the General Counsel.

The annualized compensation ranges from $180,000 to $250,000 or more. Pay is based on numerous factors including but not limited to work experience, qualifications, credentials and location. Job Brief

This role provides analytical and research support to Federal Affairs, Intergovernmental Affairs, and Regulatory Policy on items related to federal and state regulatory activity pertaining to energy; tribal energy and water issues and partnerships; and coal community transition priorities. Requires excellent interpersonal, writing, and project management skills.

Independently analyzes and identifies key issues and internal practices to communicate specific information regarding actions that could affect SRP’s core business functions.

Job Responsibilities

– Monitors and analyzes industry, legislative, regulatory, tribal and other activities affecting business interests; coordinates and conducts internal review of policy proposals. Provides frequent written reports and updates.

– Informs SRP decision-makers of policy proposals and industry developments by reading publications, participating in business and industry discussions and following trade news.

– Assists the Federal Affairs, Intergovernmental Affairs, and Regulatory Policy staff in developing recommendations for positions on policy issues that can affect SRP’s resources, operations and finances.

– Provides information to identified audiences about emerging issues, threats and opportunities for SRP, to include changing business conditions, technologies, markets, regulatory or political environments, or changing entrants to the business.

– Prepares internal and external communications for meetings with regulators, industry groups, public speaking events and other key constituent interactions.

– Assists in analysis of FERC, CAISO and ACC regulatory orders and proposed rules. Research and document information on current regulatory topics and proposals regarding power and other utility concerns for internal SRP stakeholders to be used for strategic decision-making.

– Provides research and analytical support to Intergovernmental Affairs including writing summaries on relevant tribal issues and developments as well as and works with internal business stakeholders to identify and monitor emerging issues.

Education
Completion of a Bachelor’s Degree from an accredited institution that prepares the employee for the assignment.
Experience

Promotion to Level 2 requires a minimum of two years experience at Level 1; demonstrated capability to perform advanced and more difficult work as determined by the supervisor. Promotion to Senior Level requires a minimum of three years experience at Level 2; is fully competent in all aspects of functional area of assignment and as such would be recognized as a specialist in area of assignment and may have periodic or occasional lead responsibilities.

For Senior Level: Minimum five years utility-related experience in planning, environmental affairs, public affairs or finance preferred. Must be highly specialized in the area of utility regulation, economics and operations, especially as it relates to climate change, reregulation, rate structures and utility financing requirements.

Minimum Qualifications

QUALIFICATIONS: Applicants should be experienced with all Microsoft Products including Word, Excel, PowerPoint, and Outlook. Experience with preparation of litigation documents (including briefs and tables of authorities), memoranda and correspondence as well as the preparation and updating of spreadsheets. Workload demands typing proficiency and strong proof-reading skills. Preferred Qualifications:
