PT Faculty – Environmental Science & Policy

The University of Southern Maine’s Department of Environmental Science and Policy is seeking part-time instructor applicants to teach our Environmental Risk Assessment and Management (ESP 375) for our Fall 2025 semester, beginning September 1st.

Environmental Risk Assessment and Management (ESP 375) – The focus of this course is to provide students with competency in quantitative human health risk assessment-an organized, multidisciplinary approach to evaluating scientific data by studying basic toxicology and fate and transport of contaminants using generally accepted principles and terminology used in the field. Students will also study the scientific, political, social, ethical, and economic dimensions of managing risks.

We are seeking a student-focused instructor who will be responsible for the full delivery and grading of the course. Responsibilities include developing the course, teaching, assessing student performance, and meeting with students as needed. The instructor will be provided with the course learning objectives, program competencies, and suggested topical outline and will be given a previous course syllabus available for reference.

Required Qualifications:

Graduate degree completed or near completion, with at least one degree related to environmental policy, environmental science or a related field.
Teaching experience preferred but not required.

Senior Director of Offshore Wind

The Environmental League of Massachusetts (ELM) and the ELM Action Fund (ELM AF) advocate for policy and build political power to meet the scale and urgency of our environmental challenges. We are seeking a visionary and strategic leader for New England for Offshore Wind (NE4OSW), a collaborative, broad-based coalition advancing responsible offshore wind as clean, reliable, affordable, American energy. The Sr. Director of Offshore Wind will also be an integral member of a collegial and effective 23-person team. Read our purpose, mission, vision, and values for ELM and the ELM Action Fund.

The Senior Director of Offshore Wind will provide strategic vision and leadership for
policy and politics and lead ELM and NE4OSW to ensure that New England harnesses these renewable resources in a timely and responsible way.

Responsibilities:
Vision & Leadership

Lead strategic offshore wind advocacy across New England; lead regular review and refinement of priorities and direct resources to the most cost effective and high-impact opportunities for policy and political progress.

Identify and pursue emerging opportunities, partnerships, and priorities in offshore wind development, transmission planning and cost allocation, community engagement, and key infrastructure

Stay ahead of political, policy, and market dynamics at the federal, state, and local levels.

Build ELM and NE4OSW’s stature, reach, reputation and influence. Effectively engage key stakeholders by serving as a public spokesperson and thought leader in the press, on social media, and at events.

Lead and advise strategic communications campaigns in collaboration with the Offshore Wind Communications team and other communications consultants and resources.

Collaborate with ELM Policy & Regulatory Affairs Team and ELM Action Fund Political Team to advance offshore wind through state-level climate, clean energy, and electoral efforts.

Evaluate and prioritize opportunities for political and electoral impact in other New England states and support those efforts when appropriate.

In partnership with the Development Team, engage with and inspire foundations and major donors. Cultivate, steward and grow funding relationships.

Coalition Strategy & Power

Drive strategy and vision of 100+ member New England for Offshore Wind coalition (NE4OSW)

Manage and mentor the Coalition Manager; support building alignment and consensus among the diverse coalition members across the six New England states—including environmental NGOs, labor, business, EJ groups, and academic institutions

Represent ELM and NE4OSW in public forums, coalition meetings, and policymaker briefings

Develop tactical advocacy campaigns, policy recommendations, and legislative strategies to advance offshore wind and transmission efforts

Policy & Advocacy

Design and refine policy proposals for offshore wind permitting, transmission, energy storage, and markets

Advise and drive regulatory strategies, in collaboration with ELM’s Clean Grid Director and other key regulatory advocates and stakeholders

Monitor regulatory and legislative activity; respond rapidly to emerging opportunities and challenges

Draft compelling and persuasive advocacy, including sign-on letters and public comments

Leadership & Staff Management

Lead a team of 2+ staff (including Coalition Manager and a to-be-hired Community Engagement Manager) and consultants

Division Director

The mission of the Kentucky Energy and Environment Cabinet (EEC) is to improve the quality of life for all Kentuckians by protecting our land, air, and water resources by utilizing our natural resources in an environmentally conscientious manner. The Director of the Division of Water within the Energy and Environment Cabinet serves the Cabinet Secretary as the agency representative for the administration, policy development, and strategic leadership of the federal and environmental protection programs related to water.

This position manages sustainable water programs including drinking water, wastewater, surface water, and groundwater. The Director will be responsible for effectively managing these programs to meet the goals of safeguarding public health, the environment, and economic sustainability in the Commonwealth.

The Director will collaborate with federal, state and local stakeholders to coordinate water infrastructure investment, promote regulatory compliance, address emerging issues, and challenges.

Key Responsibilities:

Management of day-to-day operations of the Division to ensure efficient and effective regulatory compliance, permitting, and assistance to utilities, industries, and local governments.
Identify and propose solutions related to statewide water policy and advise the Cabinet Secretary regarding changes and developments.

Environmental Compliance Manager

Definition

Under general direction, plans, organizes, oversees, coordinates, and manages the staff and operations of the Environmental Compliance Division; coordinates and acts as a liaison regionally in matters concerning wastewater, pretreatment, recycled water, stormwater, and groundwater; administers environmental compliance, inspection, and monitoring programs of the Public Works/Engineering Department, which includes water quality monitoring, industrial waste, wastewater, and hazardous materials management programs; oversees database records management processes; provides lead direction to environmental technical personnel; manages the effective use of division resources to improve organizational productivity and customer service; provides complex and responsible support to the Director of Public Works/City Engineer in areas of expertise; and performs related work as required.

DISTINGUISHING CHARACTERISTICS: This is an advanced journey level classification responsible for performing the most complex environmental compliance work. Incumbents regularly work on tasks which are varied and complex, requiring considerable discretion and independent judgment. Positions in the classification rely on experience and judgment to ensure efficient and effective servicing function of the assigned program area. Assignments are given with general guidelines and incumbents are responsible for establishing objectives, timelines, and methods to deliver services. Work is typically reviewed upon completion for soundness, appropriateness, and conformity to policy and requirements.

POSITION SNAPSHOT: The Environmental Compliance Manager will lead the Environmental Compliance Division within the Public Works & Engineering Department under the direction of the Director of Public Works/City Engineer. This position is responsible for planning, organizing, and managing the daily operations of the Division, while also supervising staff and ensuring regulatory compliance across multiple environmental programs, including wastewater, pretreatment, stormwater, recycled water, Household Hazardous Waste, SB 1383, Used Oil Program, and other related environmental issues.

A typical day for the Environmental Compliance Manager includes coordinating with internal departments such as Finance, Planning, Police, and Building & Safety, as well as working closely with external agencies such as the Inland Empire Utilities Agency (IEUA), utility providers, regional cities and counties, and various state and federal regulatory bodies. The role involves frequent meetings, both internal and regional, to align on environmental compliance strategies and collaborative infrastructure planning.

Daily responsibilities also include monitoring changes in environmental laws and regulations, developing strategies to maintain the City’s compliance, overseeing inspection and reporting activities, managing permit and enforcement processes, and ensuring timely submission of regulatory reports. The Manager provides leadership to technical staff, evaluates operational performance, and facilitates training to maintain high standards of regulatory awareness and safety.

Strong written and verbal communication skills, a thorough understanding of environmental compliance programs, and the ability to work independently and collaboratively are essential. The role requires both technical expertise and sound judgment to navigate complex regulatory frameworks and ensure the City’s environmental programs are efficient, compliant, and aligned with long-term sustainability goals.

Education: Equivalent to a bachelor’s degree from an accredited college or university with major course work in civil engineering, environmental engineering, sanitary engineering, or a closely related field. Senior Manager, Government Affairs

Founded in 2002, the Theodore Roosevelt Conservation Partnership (TRCP) is a national 501(c)(3) non-profit organization that works with 60+ partner groups, its Corporate Council, and its 140,000 members and supporters to guarantee all Americans quality places to hunt and fish. We unite and amplify our partners’ voices by strengthening federal policy and funding around conservation, habitat, and access.

The TRCP is looking for an experienced government affairs professional to join its advocacy team as the Senior Manager of Government Affairs In this position, you will be responsible for lobbying in support of a wide range of natural resource policy issues. This is not an entry level position, and prior experience working on Capitol Hill or advocating before Congress is required.

The Senior Manager will be responsible for developing and participating in campaigns to support the TRCP’s legislative agenda, lobbying Congress and the Administration on conservation priorities and funding and working in a variety of issue-oriented coalitions.

The Senior Manager will report to the Vice President of Government Affairs, coordinate regularly with TRCP’s policy center directors and field staff, and may supervise the work of interns and fellows as appropriate. This position is based out of the TRCP’s Washington, D.C. office; candidates must be able to work in person.

Legal Coordinator

The Legal Coordinator to the Office of General Counsel will assist the members of the National Audubon Society’s general counsel’s office (OGC). The OGC currently consists of three attorneys and the Senior Director, Ethics and Compliance. The candidate will assist and support the management of the OGC’s office and will interact widely with Audubon staff throughout the Americas and with external parties. This position requires strong organizational skills, attention to detail, the ability to work on several matters simultaneously, expertise with various computer software platforms, and the ability to maintain discretion and confidentiality. An interest in environmental conservation and birds, while not required, is encouraged. The candidate must be able to work calmly, meet deadlines, and be courteous and prompt. Position Overview

The Mountaineers is seeking a dynamic and dedicated Associate Manager of Policy & Planning to support public land planning and policy efforts to improve sustainable and equitable outdoor access. You’ll join our collaborative Conservation and Advocacy team to help advance The Mountaineers conservation goals of protecting public lands and the outdoor experience. Key Responsibilities

Permits and Access Planning

This position will work closely with the Conservation & Advocacy Director and Mountaineers programs staff to develop strategy for navigating complicated federal and state recreation permit systems. The goal is to improve access to outdoor teaching spaces on public lands. This position will:

Build trusted relationships and coordinate meetings with federal and state land managers and partners. Collaborate to build creative, practical, and long-term solutions to permitting challenges.
Analyze, research, and develop comment letters and communications on legislation, policy directives, and land management planning processes that directly impact The Mountaineers ability to obtain permits and/or access critical outdoor teaching spaces.
Manage volunteer engagement around permits and access work through facilitation of a new Permits and Access Workgroup.
Apply for new recreation permits for our courses and programs and expand use in key areas.

Permit Management: This position is one of three staff positions at The Mountaineers that supports our annual recreational permitting processes with federal, state, and local land managers. This position will:

Manage annual recreational permitting processes, including completing and submitting permit applications and reporting.
Support communication and collaboration with volunteers on permitting.

Land Management Planning: In partnership with the Conservation & Advocacy Director, the Associate Manager of Policy & Planning significantly contributes to The Mountaineers’ involvement in federal and state public land planning and regulatory processes and public land collaboratives. This position will:

Analyze and research federal and state public land and recreation plans and strategies, including environmental assessment and environmental impact statements and proposed regulations related to public land planning, conservation, and sustainable and equitable recreation access.
In partnership with the Advocacy & Engagement Manager, develop comment letters and advocacy communications strategies like blog posts and action alerts related to these issues.
Together with the Conservation & Advocacy Director and Mountaineers programs staff, build trusted relationships with decision makers, including land management agency staff, tribal governments, partner organizations, and others.
Attend and represent The Mountaineers at coalition and agency meetings regarding land planning processes.

Public Lands Policy and Advocacy: This position supports the Conservation & Advocacy Director in advancing federal legislation related to conservation, public lands policy, and sustainable and equitable outdoor access. This position will:

Research and analyze federal public lands and outdoor access legislation.
In partnership with the Advocacy & Engagement Manager, develop a wide range of materials to support policy and advocacy efforts, including comment letters, memos, reports, factsheets, blog posts, and action alerts.
Attend and represent The Mountaineers at a variety of coalition meetings regarding federal public lands policy and advocacy.

Position Summary:

The Manager-Market Development and Public Policy will lead EVgo’s policy engagement in California with the public utilities commission, state legislature, and various state agencies, as well as work closely with local governments on issues related to permitting and zoning. The Manager of Market Development and Public Policy must be a self-starter, and have skills , experience preparing written and oral testimony or public comments, interacting with California state agencies and the legislature, and a track record of interventions in rate cases in front of public utilities commissions and state agencies. This position is remote, with ideal candidates located in Sacramento or the San Francisco Bay Area.

Responsibilities:

Lead EVgo’s policy efforts in California
Develop EVgo’s policy positions and strategy in relation to regulatory and legislative engagement, with a stronger focus on regulatory and state agency engagement
Draft written testimony and public comments in EV dockets and utility rate cases and regulatory proceedings related to EV charging and rate design and serve as an expert witness as needed.
Guide internal teams on strategies for obtaining public funding and grant opportunities and engage with government officials and other stakeholders through public processes regarding the implementation of respective state and local public funding programs
Provide and contribute to shaping thought leadership on policies that will increase transportation electrification
Manage outside regulatory counsel, rate design consultants, and lobbyists
Work collaboratively with internal cross-functional teams and external coalitions of stakeholders, including trade associations, consumer advocates, and NGOs to advance transportation electrification.
Work at the state and municipal levels to identify and craft solutions to alleviate barriers and accelerate the deployment of charging infrastructure

Qualifications

Bachelor’s degree in Economics, Finance, Business, Engineering, Public Policy, Political Science, or related field or equivalent experience in regulatory and policy engagement.
At least 5 years of relevant work experience on issues related to transportation electrification, clean energy, or energy efficiency.
