Senior Regulatory and Natural Resources Consultant

McMillen, Inc is currently seeking a Senior Regulatory and Natural Resources Consultant to join our Hydropower Licensing and Natural Resources team. Primary responsibilities will be to provide support to a team of regulatory experts, scientists, and engineers to prepare hydropower licensing, permitting and compliance documents, perform consultation with agency and stakeholder groups, and support project management activities in accordance with Federal Energy Regulatory Commission (FERC) requirements. Other key responsibilities include providing project support for hydropower licensing activities, organization and coordination of complex documents, management of deliverables, and collaboration with clients, in-house project staff and sub-contractors.

The preferred location for this position is in Seattle, Boise, or Portland, but will consider remote or hybrid arrangements depending on experience.

Duties and Responsibilities:

Work effectively as part of a team of regulatory experts, environmental scientists, and engineers on water resources projects.

Qualifications:

10+ years of experience in FERC hydropower licensing, permitting, and/or other NEPA related work; consulting experience preferred.
A Bachelor’s degree is required in Natural Resource Management, Environmental Science, Hydrology, Public/Environmental Policy or other Natural Science.
Background with a natural resource focus (fisheries, water resources, terrestrial, etc.) preferred.
Experience managing natural resource study programs.
Technical writing, document management, and administrative experience are required.
Experience with MS Office Suite is required, experience with GIS software is a plus.

Policy Specialist

The N.C. Policy Specialist is a full-time, salaried position (40 hour/week) with Carolina Farm Stewardship Association (CFSA). The N.C. Policy Specialist works as part of the Policy Team to advocate for policies that better support local food, organic farming, and resilient food systems.

JOB SUMMARY:

The N.C. Policy Specialist works in collaboration with the Policy Director, other CFSA staff, and partner organizations to influence the N.C. General Assembly, state-level administrative agencies, land-grant universities, federal policymakers, and others on issues of importance to local and organic food and farming in North Carolina. Specific responsibilities include assisting in the development of state-level advocacy goals, organizing and leading campaigns in support of specific policy solutions to achieve these goals, educating state and federal policymakers on issues of importance to the local food and organic farming community, and organizing and overseeing grassroots communications in support of CFSA’s policy goals.

This position is remote and will be based within a reasonable commuting distance to Raleigh, NC. Travel within NC and to SC is required, including regular attendance at the NC General Assembly during legislative sessions.

The N.C. Policy Specialist reports to the Policy Director.

JOB RESPONSIBILITIES:

State Policy (90%):

â— Engage CFSA members and stakeholder communities in developing policy priorities and grassroots campaigns for North Carolina.

â— Develop legislative and regulatory proposals and strategies to advance CFSA’s advocacy priorities, and implement strategies to influence legislative and regulatory processes.

Administrative
Performs a range of administrative and clerical duties which include scheduling, invoice processing, reimbursements, travel logistics, copying, collating, faxing, supply ordering, filing, event planning and organizing for ELP, mail pickup, and managing various spreadsheets for general program information.

COAST Science Policy Specialist

California State University, Monterey Bay is a mid-sized university in California’s Central Coast that grants undergraduate and graduate degrees.

The CSU Council on Ocean Affairs, Science & Technology (COAST) is the CSU’s systemwide consortium for ocean and coastal research, education, and workforce development. COAST integrates systemwide expertise and resources to advance our knowledge of ocean and coastal systems, train students, and inform decision-making. It is a dynamic and robust community of hundreds of CSU faculty members, researchers, and students from diverse disciplines actively working to answer questions about our oceans and coasts and address our most pressing challenges. The scope of COAST includes the open and coastal ocean, coastal zones, and coastal watersheds. At its core, COAST provides several critical functions that serve the CSU, the state of California, and national and international communities:

Support ocean and coastal research.
Provides a community for researchers with ocean and coastal interests from across the CSU.
Develops current and future ocean and coastal scientists, scholars, and leaders.
Communicates the best available science to stakeholders to promote evidence-based decision-making and policy development.

Of specific importance to this position is the State Science Information Needs Program (SSINP), which COAST established in 2019. SSINP directly and exclusively supports the state of California’s highest priority needs for ocean and coastal scientific information in a timely and actionable manner. To date, SSINP is funded by state of California appropriations to the CSU totaling $8M and awards have supported research on climate change, microplastics, mitigation and restoration, ocean acidification, sea-level rise, and sustainable aquaculture and fisheries.

As a member of the COAST staff, the incumbent must be committed to COAST’s overarching priorities of advancing our knowledge of ocean and coastal systems, supporting faculty and student research and success, and creating a more inclusive and diverse marine science community.

PURPOSE:

Under the general supervision of COAST Director, the Science Policy Specialist will lead COAST’s efforts at local, state and national levels to engage policy and decision-makers including resource management agency staff, legislative members and staff, nonprofit organizations, philanthropy, and industry. The incumbent will advance COAST’s parallel, complementary goals of 1) securing external funding to support solution-oriented scientific research and 2) serving as a primary resource for guidance and expertise to promote evidence-based decision-making and policy development. The incumbent will communicate the activities, successes and impact of COAST and its members to stakeholders and the public; work to position COAST and its members to leverage state, federal, and private funding opportunities; and secure additional resources to support COAST programmatic activities.

ESSENTIAL DUTIES AND RESPONSIBILITIES include, but are not limited to, the following:

1. Strategic engagement

In collaboration with the Director, develop a strategy and lead efforts to increase recognition of COAST as a primary resource for informed decision-making and workforce development and increase public awareness of the research capacity of the CSU.
Develop and maintain relationships with government officials and staff through meetings, events, and outreach materials.
Independently or in collaboration with other organizations, convene scientific panels to brief government officials on relevant topics.
Develop public-facing content for the COAST website and social media.
Coordinate with the CSU Office of Advocacy and State Relations in Sacramento, CSUMB government relations staff, and government relations staff at other CSU campuses.
Analyze policies and actions relevant to COAST and develop appropriate response strategies as needed.

2. Solution-oriented scientific research

Interface with local, state, and federal government to identify their highest priority needs for ocean and coastal scientific information to support evidence-based decision-making and policy development.
Lead the State Science Information Needs Program, including developing Requests for Proposals in collaboration with agency representatives, other executive branch staff, and legislative members and staff; overseeing competitions for funding, including a rigorous review process; and managing awards. Report as needed to COAST leadership, the CSU Chancellor’s Office and the state.

3. Diverse funding streams

In consultation with the Director, develop a strategy and lead efforts to diversify COAST’s funding portfolio.
Position COAST members for funding and advocate for involvement of CSU faculty members and students in initiatives that provide opportunities for cutting-edge research, education, and workforce development, particularly at the state level.
Represent COAST’s interests and goals at state and national levels and interface with policy makers and resource managers.
Analyze and distill relevant policies and opportunities for distribution to members.
Write proposals and coordinate with state agencies and others in support of COAST’s mission, goals, and activities. Oversee development of CSU ocean- and coastal-related faculty member database.

4. Programmatic support and project management

Participate in monthly COAST Executive Committee calls and semi-annual retreats, COAST Annual Meeting, and other virtual or in-person meetings as needed.
Assist in meeting and event planning with emphasis on overall goals and strategy. Develop content for the COAST Annual Report.

Policy Analyst, Climate

PRB is seeking a policy analyst committed to data-driven, equitable approaches to climate change adaptation who will provide technical support to activities in the International Programs (IP) department. For nearly 100 years, PRB has focused on improving people’s health and well-being through evidence-based policies and practices, with a focus on population data. As the impacts of climate change worsen, we are expanding our longstanding work on population and the environment to research and advance integrated climate adaptation and demographic strategies that build resilience, are informed by community priorities, and elevate women as leaders in climate responses. This position will play a key role in shaping and growing PRB’s climate portfolio.

This position is an ideal opportunity for a candidate who has experience in international climate adaptation and resilience and is committed to connecting these issues to population, gender, development, and equity. Primary Responsibilities:

Be a key contributor to development, implementation, and growth of IP’s climate portfolio, which focuses on the connections between population data, climate adaptation programming, community resilience, and gender. Tasks may include conducting assessments of climate policy frameworks and actors at global, regional, and national levels; proposing and rationalizing new directions for PRB’s climate portfolio; building connections with new and existing organizational partners; organizing and generating content for events and published resources related to PRB’s climate work; and assessing alignment between PRB’s climate portfolio and related business development opportunities.
Author and provide technical input on diverse PRB materials related to climate, population, health, gender, and other topics. Ensure PRB’s technical insights on climate topics are reaching and being used by intended audiences, including developing innovative ways for PRB to communicate this information. Vice President of Conservation and Government Relations

The Appalachian Trail Conservancy is seeking a Vice President of Conservation and Government Relations (VP of CGR) to envision and support ATC’s work in landscape conservation, land protection, natural resource management, public funding government relations, and policy activities. This is a senior management position that reports to the Chief Executive Officer and is a member of the Executive Team which also includes the Chief Growth Officer, the Chief Financial and Administrative Officer and the Vice President of Regional and Trail Management.

The VP of CGR is responsible for establishing and articulating the conservation vision for the Conservancy as well as effectively managing the department in its efforts to achieve measurable results towards that vision. This is to be done in concert with the Appalachian Trail Landscape Partnership (ATLP), various land protection and conservation NGO’s and national and regional land trusts as well as with ATC’s agency partners, in particular the National Park Service Appalachian Trail Park Office (APPA) and Regional USFS Service offices.

Leading the development and implementation of conservation and natural resource management strategies for all of ATC’s programs. These include trail and corridor lands as well as broader conservation landscape.
Managing all ATC specific land trust activities.
Crafting and guiding the organizations overall government relations, federal policy and legislative initiatives including public funding opportunities, overseeing direct lobbying, and work with the Congressional A.T. Caucus.
Developing a vision and strategy for building and advancing community-led coalitions, partnerships, relationships, and movements that advance ATC’s conservation objectives and provide maximum value to the Appalachian Trail Experience, habitat connectivity, and climate resiliency.
Providing oversight of ATC’s government relations activities at the federal and state levels; set strategy and manage staff responsible for ATC’s land trust activities including pre- and post- acquisition efforts, monitoring and stewardship responsibilities and adherence to Land Trust Alliance standards.
Partnering with the Engagement team to raise funds for and elevate awareness of the department’s programs specifically in the realm of public funding opportunities; ensure optimum performance for individuals and group function and recommend and implement techniques to improve productivity, increase efficiencies, and maintain state-of-the-art practices for the department.

Leadership, Management, and Administration Responsibilities

Establishing land conservation programmatic priorities, reconcile regional differences, and integrate into organizational priorities. Establish conservation vision and clearly articulate same to constituent groups.
Supervising the Director of Landscape Protection, Director of Science and Stewardship and Director of Federal Policy.
Serving as the primary staff liaison for the Board Conservation Committee and oversee ATC coordination for the A.T. Landscape Partnership. Provide support to other board committees as required.
Developing effective relationships with APPA, clubs and organizations, communities, businesses, and other federal and state agencies to fulfill stewardship and conservation goals, making full use of the cooperative management system.
Overseeing land protection efforts including, though not limited to, AT land trust, alliances with land conservation groups, as well as local, state, and federal acquisitions.
Coordinating efforts to develop and fund trail-wide programs in land protection, resource monitoring and management.

Qualifications

BA/BS degree (advanced degree in a relevant field preferred) and at least 10 years progressively responsible experience in environmental policy, land conservation, and/or resource or land management or equivalent combination of education and experience.
Exhibited excellence in supervising experienced, professional staff and volunteers in multiple locations to focus on a wide range of program and policy challenges.
Experience working on major initiatives with multiple groups of people who are committed to and invested in the organization’s mission and direction; ability to build partnerships and move various constituencies toward a common goal; demonstrated ability to make quality decisions without perfect information.
Proven success developing and articulating a landscape conservation vision as well as defining strategies and measurable objectives to achieve that vision. Well versed in natural resource management, and climate science.
Experience working with volunteer-based organizations. Willingness to travel throughout the A.T. region.
Outstanding communication skills: demonstrated proficiency in writing, oral presentation, active listening, and conflict management.
Demonstrated success in strategic planning, project management, and budgetary responsibility.

Assistant or Associate Professor, Environmental Law and Policy

Virginia Tech’s Urban Affairs and Planning Program in the School of Public and International Affairs, in the College of Liberal Arts and Human Sciences invites applicants for a 9-month research, teaching, and service tenure-track faculty position at the Assistant or Associate Professor rank in the area of environmental law and policy as part of a campus wide Invasive Species Destination Area cluster hire located on the Blacksburg, Virginia, campus. We seek candidates whose research focuses on environmental policy or law and whose scholarship is in a domain that does or could include invasive species. The ideal candidate’s work may draw on a range of disciplinary and methodological approaches.

Teaching responsibilities may include undergraduate and graduate courses in environmental law; environmental policy; science-policy interactions; planning law; and invasive species law, policy, and management. It is anticipated that courses delivered by the successful candidate will be of interest to students across Virginia Tech. The candidate will have the opportunity to develop new elective courses at the intersections of invasive species, law, policy, management, the environment and sustainability, and social justice and equity.

The individual will be a core member of Virginia Tech’s Invasive Species Destination Area. This is a university-wide initiative to foster growth in transdisciplinary research to develop solutions to a complex global problem of invasive species that directly or indirectly impacts the lives or livelihoods of people, costing the global economy in excess of $1 trillion annually. This position is part of a cluster hire that includes faculty in environmental law and public policy, technology development, predictive modeling, and research and extension. Environmental Engagement Officer

The Port of Long Beach, one of the world’s busiest seaports, is an international gateway for the reliable, efficient, and sustainable movement of goods and is a leader in environmental stewardship. Credited with moving approximately $200 billion in trade, the Port serves as a critical hub for international commerce and is a major transportation center. East Asian trade accounts for the bulk of Long Beach shipments. Port-related international trade has a wide-ranging economic impact, supporting millions of jobs that benefit the region and the entire country.

THE TEAM

The Environmental Planning Division is a dynamic entity entrusted with the creation and management of programs focused on reducing environmental impacts form Port development and operations and advancing sustainable practices at the Port. Aligned with our esteemed Green Port Policy, the Division is fervently committed to reducing harmful air emissions, improving water quality in the harbor, safeguarding marine wildlife, and championing environmentally sustainable practices throughout the Port. Our work is structured across five specialized sections: Air Quality, Water Quality, Remediation, Sustainability, and CEQA/NEPA.

Under limited oversight and reporting to A Manager of Environmental Practices, the Environmental Engagement Officer’s role involves overseeing and directing a team focused on active engagement with stakeholders, both internal and external to the Port, on environmental matters. The Environmental Engagement Officer plays a crucial role in communicating the Port’s Environmental policies, projects and achievements to the broader community as well as bringing community input back into the organization, essentially acting as the Green Port ambassador. This position will further refine, shape and evolve the Port’s environmental messaging and interaction with the community and build on the strong foundation of the Port’s Green Port Policy.

The position is also responsible for executing and administering the Port’s Community Grant’s Program which invests in community projects outside the Harbor District to minimize port impacts related to air, noise, water and traffic. Launched in 2009, the Grants Program funds projects such as air filters in schools, asthma education programs, solar installations and new parks. There are three programs: Community Health, Community Infrastructure, and Facility Improvements. The Port has set aside more than $65 million, making it the largest voluntary port mitigation program in the country.

Additional responsibilities extend to providing robust support for the implementation of diverse projects, programs, and initiatives within the purview of the Environmental Planning Division. A vital facet of this role involves acting as a representative of the Port in various public settings, fostering relationships with regulatory agencies, port industry entities, and community partners and environmental justice groups.
