Clean Energy Sr. Attorney

The Clean Energy Sr. Attorney will handle critical litigation of utility regulatory cases in support of ELPC’s clean energy program in Midwest states. This is an excellent opportunity in an area of growing strategic importance at the local, regional and national level: fighting climate change by equitably decarbonizing the energy sector through rapid deployment of distributed solar, battery storage, electric vehicles and other distributed energy resources.

The Clean Energy Attorney will engage in a range of venues in our region, including state utility commissions, state and federal courts, legislative bodies, Midwest regional transmission organizations (Midcontinent Independent Systems Operator-MISO, and PJM), and Federal Energy Regulatory Commission-FERC. The role will require both litigation skills and strategic leadership working with coalitions to advance clean energy solutions in an equitable manner, reduce greenhouse gas emissions from the power sector, and accelerate the deployment of distributed energy resources.

ESSENTIAL JOB FUNCTIONS:

Litigate a range of cases focused on electric and gas industry planning, distributed energy resource deployment, and equitable access to clean energy. Responsibilities will routinely include identifying key cases, developing and managing clients and client coalitions, working with experts to develop testimony, managing and coordinating discovery, cross examining witnesses, drafting briefs and making oral arguments, and managing associate attorney(s), among other litigation responsibilities.

Work to execute multi-faceted clean energy policy campaigns, with assistance from other ELPC attorneys, communications experts, policy advocates, legislative advocates, and in coordination with colleagues from other regional and national advocacy organizations and industry representatives.

Develop and refine strategic direction for ELPC’s clean energy program, including assisting in fundraising to help the program grow.

Education & Experience (years):

Juris Doctor degree from a reputed law school

7 -12 years of relevant legal experience, with a strong background and demonstrated interest in clean energy policy and electric/gas utility regulation.
2+ years of administrative litigation experience before state utility commissions or similar regulatory bodies preferred.

Salary Range:

ELPC offer a competitive salary and benefits package. Salary range for this position is $100,000 – $150,000, commensurate with experience. Additional compensation may be considered for candidates with significantly more litigation experience in the energy field.

Sustainability and Energy Policy Program Manager

The Sustainability and Energy Policy Program Manager will be responsible for providing program management and support for the Corporate External and Legal Affairs (CELA) Environmental Sustainability (ES) policy team and cross-company sustainability policy work-streams. This includes project management for the Electricity Policy Workgroup, corporate sustainability reporting initiatives, and Microsoft’s engagement in global climate fora including the United Nations Framework for the Convention of Climate Change (UNFCCC) Conference of the Parties (COP). The Program Manager will also be responsible for preparing reports and presentations on sustainability policy initiatives and advocacy efforts, meeting and event preparation and planning, and building relationships and coordinating with internal and external stakeholders for sustainability program execution.

Policy Analyst/Senior Policy Analyst, Conservation Policy

American Progress has an immediate opening in its Energy and Environment department for a Policy Analyst or Senior Policy Analyst on the Conservation Policy team. This position will focus on conservation, natural climate solutions, responsible siting of the renewable energy infrastructure necessary for a clean energy future, analysis of fossil fuel markets, advocating for pollution-free public lands and ocean, and ensuring a just transition for communities.

Expert Environmental Policy Specialist

The Environmental Policy Specialist – Expert position will be part of PG&E’s Climate Resilience Team, which challenges and supports the company to integrate climate science into the company’s core functions. This role will support ongoing team efforts to incorporate climate adaptation measures into key strategic initiatives and be a critical part in shaping a more climate resilient energy system in California.

The role will be primarily responsible for developing and implementing a Climate Change Data Strategy. This work will entail creating and maintaining a repository of climate projection datasets for PG&E to utilize, including the creation of data visualization tools to make climate data readily available across investment planning, engineering & design, system planning, and risk assessment functions. This work us foundational to the development and execution of a comprehensive climate adaptation strategy for PG&E as the company prepares for more frequent and extreme weather due to climate change.

In this Expert role, your work will require you to:

Utilize data management and statistical analysis to inform and advance practical solutions to problems caused to utility infrastructure, assets, and our customers from the growing impacts of climate change.
Help design, organize, and conduct applied climate research in collaboration with groups at PG&E (engineering, asset management, enterprise risk). This will include participation with industry groups, research efforts and other stakeholders related to ongoing climate change research.

Prepare work products based on geospatial aggregations and other data transformations of climate variables to support climate-informed decision making for investment planning and risk assessment purposes.
Support the development and use of USGS’ Coastal Storm Modeling System (CoSMoS), a system of accurate and credible flood exposure information readily accessible to jurisdictions for integration into planning and decision-making, to develop a comprehensive Sea Level Rise strategy for PG&E.

Senior Policy Manager, Water

Audubon seeks a motivated, dynamic individual to develop and lead conservation projects and policies related to California water supplies for people, birds, and the environment. The Senior Program Manager reports to Audubon California’s Director of Policy and closely coordinates with staff from Audubon California’s Conservation and Working Lands Programs. They will plan, implement, and achieve Audubon’s goals and objectives for California water, including implementation of the Sustainable Groundwater Management Act (SGMA), water supplies for Central Valley wetlands, and improving resilience to climate change through effective water policy for communities and the environment. The Senior Manager will oversee several projects related to California water supply challenges, identify, and engage in strategic policy efforts, and build and maintain Audubon’s presence in diverse coalitions and with external partners. In coordination with the Policy Director, the Senior Manager will serve as Audubon California’s lead on water issues when interacting with external partners, governmental agencies, and elected officials. The Senior Manager will also provide expertise to senior leadership staff, and Audubon chapter leaders on California water challenges, and opportunities and assist in effective external communications regarding water.

Essential Functions

Manage implementation of the priority water work laid out by Audubon California’s Policy and Conservation Programs in California, including goals, strategy, targets, tactics, establishing messaging and media needs, work plans and timelines.
Manage existing projects and grant deliverables related to California’s Multi-benefit Land Repurposing Program (MLRP) and implementation of the Sustainable Groundwater Management Act (SGMA).

Qualifications and Experience

Bachelor’s degree in policy, political science, biology or related field preferred. Graduate degree is strongly preferred.

Environmental Specialist

As an Environmental Specialist you will plan, prepare, conduct, coordinate, monitor, and lead complex environmental studies and projects in accordance with federal and state environmental laws and regulations, including: California Environmental Quality Act, California Fish and Game Code, Clean Water Act, Porter Cologne Water Quality Control Act, and federal and state endangered species acts.

Your responsibilities will include: preparing and reviewing environmental documents, including initial studies, negative declarations, mitigated negative declarations, environmental impact reports, and associated technical reports; developing and implementing mitigation monitoring plans for capital projects and operations and maintenance activities; preparing environmental specifications and reviewing construction drawings; preparing and reviewing permit applications; providing technical and interdisciplinary team oversight of staff for quality control of work product and budget and schedule management; preparing environmental project scopes, budgets, and schedules for consultants, and providing consultant oversight, including monitoring work product quality; negotiating with regulatory agencies; establishing and maintaining a high and effective level of communication with managers, staff and consultants; and developing and presenting environmental planning training protocols.
