Stormwater Coordinator

Description :
The purpose of this classification is to oversee the storm water program to ensure all requirements are met for MS4 Permit. Duties and responsibilities include developing and coordinating the Storm Water Management program, reviewing, mapping, and addressing discharge investigations, providing education and other community awareness programs, develop new SWM ordinances, assists in the developing budgets, ensure the Town of Smyrna complies with all mandated SWM laws and regulations, and reviews drawings of all storm water facilities and roadways. Reports to Director of Public Works.

Essential Duties & Responsibilities

Coordinates Storm Water Management (SWM) Program by reviewing, mapping, illicit discharge investigations, public education and awareness programs, erosion control plans, storm water pollution prevention plans, and all components of the town storm water management program.

Directs staff under the direction of the Public Works Director.

Continually searches and implements means to more effectively manage all aspects of the MS4 program (a state permit), specifically grading permit issuance, site inspection, and computerized record-keeping.

Develops and introduces new SWM ordinances, policies, and programmatic issues to staff, town manager, Storm Water Advisory Committee (SWAC), Council, and general public.

Assists in establishing budgets and tracking expenses.

Writes annual report and facilitate SWAC and Council review and approval, submits to TDEC.

Writes Notice of Intent (NOI), facilitates SWAC and Council review and approval, and submits to TDEC.

Corresponds with and instructs businesses, industries, and institutions to implement best management practices to earn credits and improve water quality in accordance with the Storm Water Utility (SWU).

Maintains SWU credit records and tracks all maintenance.

Performs collection of required documents, inspects sediment control measures, conducts pre-construction meeting, and signs application to initiate every grading permit issuance.

Establishes and upholds the high US EPA and TDEC inspection standards for illicit discharge determination elimination (IDDE), construction site, post-construction site, and municipal activities.

Conducts and reports results of periodic drainage system outfall point and known possible IDDE source inspections as well as accidental discharges.

Notifies developers, contractors, property owners, or other individuals of IDDE, pre-construction, and post-construction activities violating Town of Smyrna SWM Ordinance and associated policies and reprimands as appropriate (requesting TDEC intervention whenever necessary).

In accordance with Town’s good housekeeping effort, follows the corresponding municipal pollution prevention plan for each of the ten major facilities, and enforcing the SWM Ordinance at all other town facilities.

Organizes, publicize, and facilitate all public education and participation efforts, including annual WaterFests, Boat Days, and stream and sinkhole cleanups, etc., and issues certificates of appreciation to all event participants.

Conducts internal training with town departments for erosion protection and spill prevention.

Promotes education and outreach opportunities to citizens, organizations, and groups to expand programs such as Adopt-A-Roadway and Adopt-A-Stream and gauges program effectiveness.

Using the SWM hotline, records and addresses storm water, drainage, right-of-way, and roadway construction related complaints of citizens.

Answers questions in office and field regarding SWM Ordinance and Subdivision Regulations to ensure compliance.

Continues to actively participate in the Rutherford County MS4 task force in developing effective education programs, such as Project WET, in schools as well as other education, outreach, and participation efforts.

Completes records in a timely manner of performed inspections.

Meets with property owners and investigates storm water complaints. Determines the cause and how to make necessary repairs.

Coordinates with consultants, sub-contractors, and Streets / Storm Water Department on needed infrastructure repairs and upgrades.

Promote alternative water quality treatment methods and encourage large developments to follow low impact development standards.

Establishes and participate in communication meetings as required.

Works safely, observing all OSHA, federal, state, and city regulations.

Reports any accidents immediately to the director.

Correctly wears appropriate personal protective equipment when required.

Performs any other duties as assigned by director.

Promote the teamwork environment.

Provides coverage in absence of other personnel.

Plans, leads, and documents all quarterly SWAC meetings, arranging for professionals to give relevant presentations for the Channel 3 televised Guest Speaker Forum.

Continues professional growth through outside seminars, professional organizations, and training classes.

Minimum Qualifications

Must be at least 18 years of age

Must possess a valid Tennessee Drivers License.

Must have either a Bachelor’s degree in Geology, Environmental Science, or related area; supplemented with four (4) years of experience performing duties related to MS4 program or Any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

Must have TDEC Level I Certification for Erosion Prevention-Sediment Control inspections.

Our NEPA Project Mangers work on a variety of projects, from simple Categorical Exclusions (CatExs) to large and complex Environmental Assessments (EAs), covering a multitude of service areas. Knowledge, Skills, and Abilities

Job Description:

Performs environmental engineering/managerial work in directing the County’s water/wastewater programs. This work involves the management of County’s public water systems and wastewater facilities. Includes updating and drafting policies, procedures, and ordinances to remain current with development and environmental concerns.

Environmental Specialist

Description

Performs a broad range of environmental duties, including the safe efficient operation of the Household Hazardous Waste Program, Random Waste Inspection Program, Special Waste Inspection Program, Used Oil Collection Program, groundwater monitoring, VPDES compliance sampling, Industrial Wastewater Compliance Sampling, landfill gas monitoring, emergency spill response and various recycling programs for unusual and / or hazardous materials.

Performs sampling in the following areas: ground water monitoring, methane gas surface emission monitoring, drinking water monitoring, storm water monitoring, methane gas probe testing and leachate water discharge monitoring. In addition, performs quarterly inspections at all the SPSA transfer stations and the Regional Landfill simulating a DEQ (Department of Environmental Quality) inspection to identify potential permit violations before they arise. Also assists with HHW (Household Hazardous Waste collection) events and investigate and prepare reports for unauthorized waste.

All operations will be completed with/without direct, on-site supervision of the Environmental Coordinator and or the Environmental Manager.

Examples of Duties

Conducts Household Hazardous Waste events in a safe and efficient manner.

Conducts Random Inspections of incoming commercial waste at all SPSA facilities in an effort to ensure materials to be disposed of are within acceptable permit limitations.

Performs on-site inspections of materials and generating process in support of the Special Waste program.

Oversees the work of a team engaged in providing specific services, completing specific projects, or assisting other units.

Promptly prepares written reports for both the Random Inspection and Special Waste Programs which relay findings in a clear and concise manner.

Typical Qualifications

Any combination equivalent to high school graduation and at least two years of technical training or experience in the areas of physical/life science, chemistry, or hazardous materials management are required. Ability to obtain a HAZWOPER, class 6 drinking water license, and a Type 1 refrigerant license within 1 year in the position.

Ecologist/Environmental Engineer

We are seeking an Entry to Mid-Level Scientist/Engineer to join our growing Environmental team in Atlanta, Georgia or Charlotte, North Carolina. The ideal candidate possesses 2-5 years of experience serving as an environmental consultant, regulatory specialist, ecologist, and/or ecological or water resources engineer preferably with experience in renewable energy, oil & gas, transportation, stream/wetland ecological restoration, mitigation or federal environmental projects. Assistant Professor, Biogeochemistry/Ecosystem Ecology

Summary of Duties and Responsibilities:

The Department of Ecology, Evolution, and Organismal Biology (EEOB) at Iowa State University (ISU) seeks applications for a Biogeochemist/Ecosystem Ecologist. This is a tenure-track, 9-month appointment in the College of Agriculture and Life Sciences at the rank of assistant professor. The position is part of a broader hiring initiative to expand established departmental and campus-wide expertise in environmental sustainability and global change biology. Development of Collateral Materials: Work with municipalities and community groups to develop briefing sheets, property sheets, resource roadmaps or other materials that document information about the site for diverse stakeholders.

EPA Multipurpose, Assessment, Cleanup (MARC) Grant Review: Review, edit and guide eligible applicants applying for MARC grants.

Grant Management: Support EPA grant awardees with grant management, including work plan modification, budgeting, ACRES reporting, etc.

Training: Develop content for and execute in-person and/or virtual workshops, webinars, and conferences in EPA regions 9 and 10. Event topics could include, but are not limited to: remediation strategies, sustainable redevelopment, affordable housing development, community engagement, reuse of infrastructure, environmental justice, reuse financing, and developer engagement.

Redevelopment Outcomes Data Collection and Analysis: Contact past technical assistance recipients to collect data on quantitative and qualitative redevelopment outcomes including, but not limited to, acres remediated, open space created, jobs created, public health improvements, economic development, buildings erected, etc. Assist communities in devising and/or considering next steps if appropriate and warranted.

Case Study Development: Work with CCLR’s communications team to develop and disseminate case studies (blogs, infographics, short videos, etc.) that spotlight redevelopment stories, successes, and reuse champions.

Qualifications

The successful candidate will have the following minimum qualifications:

Bachelor’s degree in urban design or planning, landscape architecture, or engineering field.
A minimum of five years of experience in working with public and private sector stakeholders in land reuse or environmental planning and/or brownfield redevelopment.
Experience with a broad set of software and web technologies including Microsoft Suite, Survey Monkey, Zoom and other video conferencing platforms. Experience with Salesforce and Arc GIS a plus.
Understanding of current policy trends related to land use, sustainability, community development, urban design, and climate change, including climate adaptation.
Experience in developing and delivering training and presentations.
Demonstrated ability to write content in the form of publications, papers, or blogs.
Exceptional organizational, written, and oral communications skills
Excellent interpersonal skills and ability to work both collaboratively and independently.
Willingness and ability to travel across the country as needed, some weekends and evenings required.
Candidate must be located in EPA Regions 9 or 10 – CA, WA, OR, ID, CA, NV, AZ, HI or AK
