About this Position
Our NEPA Project Mangers work on a variety of projects, from simple Categorical Exclusions (CatExs) to large and complex Environmental Assessments (EAs), covering a multitude of service areas. We are seeking a NEPA Project Manager to help manage and support the development of environmental review documents; manage and support CatExs, EAs, and pre-NEPA screenings; and support NEPA proposals. Pinyon has a strong background and reputation for conducting all aspects of NEPA projects in the transportation space, particularly with FHWA oversight. We also have a growing portfolio of projects with other agencies, such as the USACE, FAA, FTA, BLM, USFS, HUD, and WAPA. Pinyon employs technical experts across numerous disciplines, such as air quality & noise, biological resources/wetlands, hazardous materials, cultural resources, water resources/quality, and more. As a NEPA Project Manager, you will be providing management of these multidisciplinary teams to advance our clients’ project goals. Essential Responsibilities

Manage all aspects of Categorical Exclusions and Environmental Assessments, meeting requirements for various federal agencies.
Project/task management and technical analysis on Environmental Assessments and/or Environmental Impact Statements.
Project/task management and technical analysis for planning studies, Reevaluations, and other similar documents.
Complete technical analysis for one or more of the NEPA technical resource areas (e.g., biological resources, wetlands, cultural resources)
Complete technical scopes for proposals.
Client management.

Knowledge, Skills, and Abilities

Bachelor’s degree in environmental discipline (e.g., environmental science, biology, environmental planning, environmental engineering).
15+ years of National Environmental Policy Act (NEPA) experience.
Knowledge of Section 106, Section 7, and Section 404 clearance and permitting requirements.
Experience working on Environmental Impact Statements, Environmental Assessments, and Categorical Exclusions for projects under the jurisdiction of the FHWA or FTA is a plus, but not a requirement.
Experience working on projects for DoD, BLM, FEMA, USACE, and/or FHWA CFL is a plus, but not a requirement.
Experience managing/leading Environmental Assessments for land agencies such as BLM, USFS, DoD, USA CE, BOR, WAPA is highly desirable.
Strong technical writing skills and effective communication skills are required.
Candidate must have the ability to manage a NEPA project (Categorical Exclusion and Environmental Assessment) from the proposal phase to project completion.
Demonstrated ability to manage a multi-disciplined team of resource specialists (e.g., biologists, planners, historians) is required.
Analytical data review, interpretation, and report preparation.

Environmental Compliance Specialist

The Town of Natick is looking for a motivated drinking water professional to join the DPW Water & Sewer Division as the Environmental Compliance Specialist. The ideal candidate will be a self-motivated individual who has an enthusiasm for supplying clean drinking water to the public.

This position is responsible for assisting in monitoring and maintaining the drinking water quality from Natick’s water treatment facilities and distribution system. This role will help the Division maintain compliance with drinking water regulations and other requirements such as EPA’s Safe Drinking Water Act, MassDEP’s Drinking Water Regulations, and MWRA guidelines. Current compliance challenges include PFAS and Lead & Copper regulations.

The ideal candidate will have a minimum of a bachelor’s degree in environmental science, biology, chemistry, or a related field with one (1) to (3) years of related experience.

Geographic Information Systems (GIS) Program Director

Washington College’s Center for Environment and Society (CES) seeks applicants for a Geographic Information Systems (GIS) Program Director. This will be part of a series of four new research and management hires at CES this coming academic year. CES fosters innovative approaches to understand human-environment interactions and sustainable solutions to environmental problems through research, education and professional development of the next generation of citizens and leaders. Operating from the new Semans-Griswold Environmental Hall, a Living Building Challenge structure on the College’s waterfront campus, the Center provides an array of research and educational programs that combine civic engagement with experiential learning opportunities for students. These offerings include: the innovative and interdisciplinary Chesapeake Semester; a Watershed Innovation Lab, with remote sensing instruments, robotics, and water quality monitoring assets; the Past Is Present Initiative, which links natural and cultural resources with landscape history; a powerful Geospatial Lab; two research vessels; and the River & Field Campus with its restored habitats, venues for field research and teaching, and the Foreman’s Branch Bird Observatory.

Reporting directly to the CES Director, the GIS Director is responsible for the entrepreneurial management of the GIS Program. The GIS Program includes eight staff and 20 interns, with an operating budget of $1.1M spanning 14 active projects. The Program is currently housed in newly renovated office space in the historic downtown of Chestertown, a few minutes walking distance to Washington College’s waterfront campus and a 15-minute walk to the main campus. The Program actively delivers professional development to Washington College students through a robust internship program. The Program also supports campus-wide student, staff, and faculty activities related to the use of geospatial technologies in the academic and administrative arenas, including research and facilities management. The Director will contribute to the curriculum by teaching 1-2 geospatial-related academic courses per year and will develop relationships with faculty at Washington College and beyond to support geospatial research. The focus of CES is primarily on interdisciplinary approaches to understanding human-environmental relationships, however the GIS Program provides services across all disciplines at Washington College and with external partners.

Washington College’s new strategic plan includes sustainability as a key pillar for operations and academics. The GIS Director will have opportunities to initiate and lead new programs and fundraising efforts to meet the vision of engaging and better integrating Washington College faculty, students, staff and external partners with CES, and integrating GIS within CES-wide initiatives. CES strives to create an inclusive educational and research community and promote practices that honors diverse human experiences. A key growth area for the GIS program is to provide professional development through workshops and GIS services to more Washington College constituents, such as faculty, staff, and high school students. The GIS Director would be eligible for affiliate faculty status in environmental studies or anthropology. We welcome candidates with research interests in subfields relevant to environmental science and studies, particularly sustainability science, complex adaptive systems, food systems, pollution, climate change, critical cartography, and environmental justice.

ESSENTIAL FUNCTIONS:

Direct the GIS Program in an entrepreneurial fashion, developing new externally funded projects and maintaining current ones, to keep at the forefront the mission of preparing students for future careers through experiential learning opportunities.
Fiscal oversight of the GIS Program portfolio, including budget preparation, expenditures and compliance.
Oversight of all GIS grant and contract proposals, including scoping out grant opportunities, preparing proposals and reporting.
Work closely with the CES Director to set and achieve strategic goals of CES and Washington College.
Maintain excellent relationships with students, faculty and staff at Washington College and with external partners and sponsors.
Expand the GIS Programs ability to work with Washington College faculty, students and staff, as well as other partners, to facilitate and develop research projects that utilize GIS.
Expand the network of possible future partners through marketing efforts including social media, conference presentations, publications, and membership in professional organizations.
Develop and teach 1-2 undergraduate courses per year, such as, Introduction to GIS, Intermediate GIS, Remote Sensing, and/or Human Geography, depending on expertise, interest and curricular needs.
Compose workshops, educational programs and professional development opportunities for students, faculty, staff and other audiences as identified.
Work collaboratively with faculty and staff to create rich student experiences and learning opportunities, including the potential for certificates programs, microcredential, minor or other novel GIS curriculum.
Maintain active research projects, with interest in large, Center wide research projects.
Assure the quality of all products delivered to clients.

MANAGEMENT RESPONSIBILITIES:

The GIS Director directly oversees the GIS Program Coordinator and the GIS Program Manager, who has supervisory oversight over the GIS Senior Project Manager, 3 GIS Analysts (levels I and II), a GIS specialist and other technicians.

EDUCATION, SKILLS, ABILITIES AND EXPERIENCE:

A PhD in geography, geospatial science, GIS, sustainability science or related discipline inclusive of robust use of geospatial technologies is required.
Experience teaching at the college level.

At least 5 years of experience managing large geospatial technology operations.
Demonstrative supervisory skills and the ability to motivate, engage and related well to others.
Self-starting, innovative thinker with excellent organizational skills and high standard for success.
GISP Certification strongly desirable (alternative certifications such as USGIF GeoINT, ASPRS, etc. are also acceptable).
A successful track record of writing grant proposals and being awarded grants or contracts.
Demonstrated proficiency with geospatial software, including the Esri suite of products, QGIS, and the Harris Corp ENVI suite of products.
Geospatial experience across a broad range of applications, potentially including environmental analysis, crime mapping and analysis, 3d visualization and virtual world development, web management, data management, enterprise level applications with Esri ArcGIS Enterprise: Portal & Server, ArcGIS Online, Google Earth Engine, health, utility, Global Positioning Systems, and K-12 youth education.
Must be able to work effectively individually, with independence, and in a team environment.
Proficient in Microsoft Windows suite of software.
Ability to pass a Maryland and FBI criminal records background check within 30 days of employment to work with sensitive data.

Environmental Analyst

Seeking an Environmental Analyst to support the Headquarters of the Air Force, Civil Engineer Directorate. This position will coordinate, consolidate, develop, and maintain environmental governance and programmatic document, action plan recommendations, task and inquiry responses, and issue resolution action plans. Primary work location is at the Pentagon in Washington DC; however, some telework is approved.

Responsibilities:

Provide detailed updates to leadership and stakeholders by participating in meetings/forums and coordinating, consolidating, developing and delivering/presenting associated meeting materials (e.g. slides, after action reports, minutes).
Perform program analysis, support the planning, development, and sustainment of environmental programs, and collaborate across the AF and with other DOD agencies in support of AF program efforts and mission requirements.
Follow new regulatory and policy development on Emerging Contaminants and collaborate with AF/A4C, AFIMSC and stakeholders on developing and articulating appropriate positions and actions. Collaborate and coordinate with other organizations and support AF/A4C to develop guidance for the field and oversee implementation.

Requirements:

Bachelor’s Degree in Civil or Environmental Engineering or related technical field.
Minimum of ten (10) years’ experience in environmental program management and development of AF programs, policies, guidance, and regulations.

POSITION SUMMARY:

Call2Recycle is seeking an experienced, collaborative, and enthusiastic Environmental Compliance Manager to develop and implement programs and solutions that help the organization meet and maintain its safety and compliance objectives.

The Environmental Compliance Manager is responsible for actively monitoring, taking ownership of, and ensuring full organizational integration of both operational and regulatory changes. The role serves as a practical leader for battery safety throughout the full lifecycle of use, handling, transportation and recycling.

IDEAL QUALIFICATIONS:

WORKING CONDITIONS:

• This position is remote-based within the United States, with some travel (up to 25% per year) for conferences, audits, and key meetings. ENVIRONMENTAL TECHNICIAN SPECIALIST SITE SUMMARY –  The Environmental Technician Specialists are devoted to in-house, solid and/or liquid non-hazardous and hazardous waste and hazardous materials programs and on-site operational activities and are primarily devoted to regulatory compliance involving site characterizations, remediations and other environmental issues on vessels and other facility sites operated by MIDD. Liaison to project management providing oversite and guidance of asbestos and lead-based paint abatement, hazmat and non-hazmat materials transfers, and satellite accumulation to name a few.

Minimum Requirements

Education: Required: With 7 years’ experience, High School Degree or GED, Preferred: 4 year Degree in related field and/or EMR
Experience: A minimum of 3 years’ experience in marine environmental industry.
Skill, Knowledge and Abilities: Complex problem solving skills to identify and prioritize problem areas and review related information to develop and evaluate options and implement solutions. Microsoft Office program computer skills are required.

Assistant Professor, Environmental and Geosciences

The Department of Environmental and Geosciences at Sam Houston State University (SHSU) invites applications for a full-time, tenure-track position at the Assistant Professor level beginning Fall 2024. We seek a broadly trained scientist with the ability to contribute to our undergraduate and graduate programs in Geographic Information Science and Technology. The preferred candidate should have experience incorporating geospatial and remote sensing software into courses, including in an online environment. In addition, the ability to teach programming language skills (e.g., Python, R) and applications is advantageous. Ideally, the candidate should be committed to undergraduate and graduate student success and be innovative in teaching introductory to advanced spatial analysis to the student body. The current teaching load is three courses per semester.

Candidates that can teach geospatial skills should complement existing department strengths in the fields of Environmental Science, Geography, Geology and Applied GIS. Environmental Project Manager

Work Qualities: Excellent writing, spelling, computer and verbal communication skills are an absolute must. Applicant should be comfortable and knowledgeable within their areas of expertise. Education: This position requires a minimum of a Bachelor’s Degree in wetland science, environmental science, soil science, plant biology or wildlife biology or some other related degree.

Experience: Project management experience is required this includes the ability to manage a team focused on completing a project. Field experience in wetland delineation, vernal pool assessment, stream assessment, soil data collection and plant identification is absolutely necessary for this position. NH Certification as a Wetland Scientist is not required, but the right applicant should have the right qualifications to desire and obtain certification.

Environmental Programs Manager

Basic Purpose

This position manages the Air Quality Division Quality Assurance Section and oversees audits of the ambient air monitoring program, ensures quality of air data, and the implementation of Quality Assurance Plans. The manager works closely with the Monitoring Section managers and others in the division to ensure data meets strict standards. This position requires excellent oral and written communication skills.

This position will manage staff and projects of the Quality Assurance Section in accordance with DEQ procedures; complete Performance Reviews in a timely manner; maintain adequate staffing to perform duties assigned to the Section; conduct interviews to fill vacancies in the Section; hold regular staff meetings to assess progress of staff and work performed; and ensure staff maximize training opportunities. The Quality Assurance Manager reports to the Assistant Division Director.

Typical Functions

Ensure quality of ambient air monitoring data. Review, update, and oversee implementation of Monitoring Quality Assurance Project Plans (QAPPs). Manage and oversee quality assurance audit program, oversee and participate in tracking, management, and reporting of audit data. Manage and oversee review and validation of ambient air monitoring data. Oversee certification of standards used by Monitoring and Quality Assurance personnel. Participate in and observe laboratory activities on a regular basis. Review and advise Monitoring personnel on Standard Operating Procedures and field operations.
Ensure development, timely submittal and implementation of Quality Management Plans and Quality Assurance Project Plans for Division data. Provide quality assurance support to the AQD sections and designated workgroups. Work with the Agency QA officer as needed for the annual update of the QMP. Review and consider all recommendations on how the QA section can better follow the requirements of the various QAPPs.
Coordinate quality management training for the Air Quality Division, including the annual training Region 6 presents and if offered to division staff. Oversee the development and presentation of QA training and assist in training of new staff.
Work collaboratively with the Air Monitoring Section to improve communication between the sections and to improve data collection and quality, bringing critical issues and suggestions to the attention of senior management.
Represent, as directed, the Division at national and regional meetings and workgroups to participate in national policy development and ensure Oklahoma’s best interests are considered. Ensure that the QA Section is represented at all applicable NACCA and AAPCA monitoring and criteria pollutant calls and webinars. Attend all Region VI monitoring conference calls or send a delegate who will take notes.
Collaborate with Emissions Inventory, Lead Based Paint, Technical Resources & Projects, and other applicable sections to develop, review, revise and oversee implementation of QAPPs. Ensure QAPPs are revised and submitted to EPA according to established timelines.

Education and Experience

Level I – Bachelor’s degree with at least 24 semester hours in a physical, natural, biological, geological or hydrological science, engineering, environmental science, environmental health, geography, anthropology, archeology, sociology, or related field and five years of qualifying professional experience; OR a master’s degree in one of the above areas and three years of professional experience in one or more of the above areas.

Level II – Those identified in level I plus one additional year of qualifying professional experience plus one additional year of qualifying professional experience in a supervisory or administrative capacity; OR master’s degree in one of the above areas and one additional year of professional experience in one or more of the above areas plus one additional year of qualifying professional experience in a supervisory or administrative capacity.

Preference

Experience in writing SOPs and Quality Assurance of data is preferred.

Travel Requirements

Must be able to travel within the state to occasionally visit a monitoring site. May travel out of state 2-3 days per year for training or to attend a workshop or conference. Must have a valid driver’s license.
