WHAT YOU’LL DO

Ventura Water

When assigned to Ventura Water, the Environmental Services Assistant will support water conservation efforts by providing administrative support for outreach and public engagement. This position will assist with scheduling educational field trips, processing rebates and incentives, engaging with the community at outreach events, conducting water audits, and assisting with water waste administration and other tasks as assigned by the department.

Public Works

When assigned to Public Works, the Environmental Services Assistant will assist the Environmental Sustainability Division in implementing the City’s organic waste recycling program, ensuring compliance with SB 1383. This position will collaborate with residents, businesses, and organizations to reduce food waste, encourage edible food donations, promote on-site organic waste composting, and encourage participation in the curbside organic waste hauler collection program. Additionally, the position will assist with outreach efforts, educational initiatives, site visits, route audits, enforcement support, and other tasks as assigned by the department.

POSITION QUALIFICATIONS

A combination of education, training, and experience equivalent to two years of college coursework in business administration, environmental sciences, or a related field and six months of experience in data collection or clerical record keeping are required.

Bilingual (Spanish) is highly desirable. 

License: Depending on assignment, possession of a valid California Class C driver’s license may be required.

When assigned to K-12 classroom presentations, the incumbent must undergo live scan fingerprinting and provide proof of a negative tuberculosis test result within the last two years.

Assistant Professor – Environmental Systems

The Department of Crop, Soil, and Environmental Sciences in the College of Agriculture at Auburn University is seeking applications for the position of Assistant Professor – Environmental Systems. This position will be a nine-month, tenure-track position with 60% research and a 40% teaching appointment. The projected start date is August 2024.

Responsibilities: The successful candidate will be expected to develop a dynamic, impactful, and innovative research program focused on understanding and managing problems arising from land management practices that affect surface waters, particularly reservoirs. The successful candidate will work with federal, regional, and state agencies that address aquatic issues. The candidate will use innovative technologies in any of a variety of disciplines, including but not limited to biogeochemistry, ecohydrology, ecology, or remote sensing, to study the impact of land use on water quality.

Teaching responsibilities are 9-10 hours of course credit per academic year, including an introductory level course in environmental science, an upper-level course ‘Reservoirs and Land Use’ or ‘Biogeochemical Processes’, and a graduate-level course related to their expertise. The successful candidate will have the opportunity to train graduate students in environmental science. As a member of the College of Agriculture and the Alabama Agricultural Experiment Station, this person in this position will also participate in service and outreach activities.

Minimum qualifications include a Ph.D. from an accredited institution in biogeochemistry, earth systems, environmental sciences, aquatic sciences, ecohydrology, or similar related fields at the time employment begins. Documented evidence of individual and/or collaborative research in environmental systems resulting in peer-reviewed publications is required. Candidates should be able to demonstrate the ability to work cooperatively with colleagues across disciplines and develop a nationally and internationally recognized research program. The successful candidate must possess excellent written and interpersonal skills to effectively interact with diverse audiences and connect with students. The successful candidate must meet eligibility requirements to work in the United States at the time the appointment is scheduled to begin and to continue working legally for the term of employment.

Desired candidate would have experience related to water quality dynamics in reservoirs and other surfaces waters receiving runoff from agricultural and urban landscapes.

Field Scientist

General Responsibilities:
Conduct environmental site investigations, assessments, and surveys to sample, evaluate, and analyze terrestrial ecosystems including, but not limited to, riverine, wetland, and upland. Identify, evaluate, and recommend risk, remediation, and liability management strategies/designs to ensure compliance with federal, state and local regulations. Prepare applicable permit applications, risk assessments and technical documents including proposals, reports, and regulatory agency correspondence and filings. Coordinate and development environmental protection plans. Projects may include ecological and natural resource field surveys, construction monitoring and oversight, storm water management inspections, and site planning and permitting.

Essential Roles and Responsibilities:

Follow safety rules, guidelines and standards for all projects. Participate in pre-task planning. Report any safety issues or concerns to management.
Be responsible for maintaining quality standards on all projects.
Entry-to-Mid-level scientific professional responsible for gathering data and information to be evaluated and analyzed independently and by other team members.

Assist with report preparation by summarizing data and information within report.

Tabulate and prepare data for written reports.
Operates field monitoring equipment.
Maintains, calibrates, and provides responsible care and routine inspection of all field equipment.

Requirements:

Bachelor’s degree in Environmental Science or related science field and a minimum 1 year related experience. Or, in lieu of a degree, a minimum of 5 years’ related experience.
Valid driver’s license with acceptable violation history.

Preferred Certification:

Certification in field of expertise.
U.S. Fish and Wildlife Service/Pennsylvania Fish and Boat Commission Qualified Bog Turtle Surveyor (QBTS).

Geologist

The Geologist performs field, lab, and office assignments under the supervision of the Area Manager. The Geologist is responsible for performing field, laboratory and office procedures, tests and analyses and supports project managers for successful completion of projects. This position is responsible for several field aspects of our geotechnical projects and services. The Geologist provides field coordination and liaison between different disciplines and between office staff, job site field technicians and the client. This Geologist position involves hands-on field work involving geotechnical logging, soil and CMT testing, data analysis and report preparation. Perform assignments requiring application of standard techniques (i.e., ASTM and AASHTO test methods), procedures, and criteria in carrying out a sequence of related geological tasks. The job often requires extended periods of time working in the lab or outdoors in varying degrees of hot and cold weather conditions with moderate to heavy (40lbs+) lifting. Candidate must be able to stand, walk and balance in often irregular and uneven surface terrains such as pavements, concrete, grass, dirt, and gravel continuously throughout the day.

Stormwater Capital Program Manager

The City of Asheville is seeking qualified professionals with experience in Stormwater management for the position of Capital Program Manager, in the Stormwater Division of the Public Works Department. The purpose of this position is to ensure compliance with local, state, and federal stormwater management, water quality, floodplain management, and related construction standards, to assist in planning, coordinating, and managing the Stormwater Capital Improvement Program. Essential Duties & Responsibilities:
Serves as the Stormwater Division’s Capital Program Manager: provides technical expertise and guidance regarding stormwater management, water quality, floodplain management, and related construction standards and practices on capital projects, as well as legal issues of liability; monitors changes and updates to regulatory rules and requirements; reviews, analyzes and presents staff reports regarding capital projects including additions and changes to policies that impact future project design and construction of stormwater infrastructure; and develops, updates, and implements procedures, guidelines, practices, and program manuals to ensure compliance with local, state, and federal rules, regulations, laws and ordinances.

Develops and manages the Stormwater Capital Improvement Program by evaluating stormwater needs across the City and operating within the annual budget for the program; prepares long-range plans, preliminary engineering assessments and cost estimates, project scopes of work and schedules, budget documents related to the projects, project presentations and other strategic documents.

Manages, coordinates and monitors stormwater capital projects by performing or reviewing project designs; preparing or reviewing construction drawings and specifications; preparing and/or coordinating permits, right-of-way or easement acquisitions, agreements, contract documents, bid packages and the bidding process, closing out projects, and other activities as necessary to ensure that projects are completed on schedule and within budget.

Supervises, directs, and evaluates assigned staff: plans, directs and reviews work of individuals and the Stormwater Capital Program team; processes employee concerns and problems and counsels as appropriate; recommends corrective actions, participates in hiring and performance reviews, and trains staff in operations, policies, and procedures.

Oversees, coordinates, and/or reviews work of consultants and contractors, regulatory agencies, funding partners; approves and oversees payments. Monitors progress of projects both in design and under construction and resolves conflicts with contractor performance.

Plans stormwater projects: identifies and plans projects; reviews project designs and plans prepared by consultants for compliance; makes recommendations regarding corrections and deviations to designs and plans; identifies and coordinates project scope, critical path tasks, and project timelines for multiple projects and designs; assists other departments in preparing project scopes and making decisions on field adjustments related to stormwater on other City capital projects.

Provides engineering design services for smaller operational stormwater projects: designs and redesigns stormwater systems and other special projects, as assigned; reviews and analyzes hydrology studies and incorporates results into designs; manages files; manages risks; and develops standards for implementation of projects.

Develops and monitors the annual budget for the Stormwater Capital team and assists other departments in preparing project budgets related to stormwater project needs; researches and prepares grant applications and administers grants as required; ensures compliance with grant requirements.

Coordinates stormwater construction and maintenance contracts and projects: monitors contract compliance and project progress, such as budget, schedules, work quality, professional standards etc.; analyzes and adjusts project priorities as needed; coordinates work activities with consultants, contractors, public interests, community groups and users, and City staff; and coordinates and ensures acquiring of and compliance with easements, standards and practices of design, engineering rules and regulations, and environmental permits; and determines acceptance of final project.

Communicates with City officials, supervisors, subordinates, other City employees, consultants, the public, outside agencies and organizations, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems; solicits input and feedback; coordinates public relations and education activities; responds to inquiries; makes presentations to neighborhood and civic groups; and assists in developing press releases, as needed.

Processes a variety of documentation associated with department/division operations, within designated timeframes and per established procedures.

Education & Experience

Bachelor’s Degree in Civil Engineering or a related field required

Five (5) years of experience in stormwater management and infrastructure design and project management, to include lead or supervisory experience for a minimum of three years.

Applicants with any equivalent combination of education, training, and experience that provides the requisite knowledge, skills, and abilities for this job are encouraged to apply and may be considered.

Experience with the floodplain management related to the National Flood Insurance Program is preferred.

Specific License or Certification Required:

Must possess and maintain a valid North Carolina driver’s license.

Valid North Carolina Professional Engineer’s license is preferred.
