Position Overview:

The Distance Education (DE) Assistant Dean of Environmental Graduate Studies assists the DE Dean of Graduate Studies in providing leadership in the Distance Education graduate curriculum. Distance Education Deans are expected to recruit students to programs, hire, train, and supervise faculty, assess programs, provide student support, career advice and mentoring, market programs, and develop new audiences/partnerships for programs. The Assistant Dean of Environmental Graduate Studies is a member of the DE Graduate Faculty. All Distance Education Faculty teach, oversee program viability and relevance, recruit for programs, advise students, mentor capstone projects, and provide other services as needed.

Faculty conduct all teaching through the institution’s Learning Management Software (LMS), implement appropriate pedagogical techniques for the online environment, and provide course materials in a professional, appropriate, clear, and rigorous manner. This position works closely with and reports to the Dean of Graduate Studies and is based in the Unity College Distance Education offices located in New Gloucester, Maine.

Responsibilities:

DE Instructional Unit: Curriculum Development, Implementation, and Management

Support the Dean of Graduate Studies in maintaining the integrity of the curriculum, including any accreditation requirements.
Oversee and support the transdisciplinary graduate capstone courses.
Oversee hiring and supervision of qualified instructors.
Serve as a Subject Matter Expert (SME) for course design as assigned.
Oversee hiring and supervision of SMEs for course design for courses within the graduate programs as assigned.
Demonstrate knowledge of learning models, appropriate online pedagogies, and effective use of technological tools to support adult and non-traditional learners.
Assess and evaluate graduate courses and programs.
Teach up to 120 student credit hours per calendar year as assigned.
Pro-actively communicate challenges, successes, and failures with the Dean of Graduate Studies.

Engineer – Conservation District

The Engineer – Conservation district position is responsible for providing professional engineering services related to conservation of soil and water resources, and the implementation of environmental regulatory and natural resource management programs in the County of Northampton. This is soil and water resource, watershed, and agriculture conservation work at the full performance level.

SUPERVISION RECEIVED

This position reports directly to the County Conservation Manager.

SUPERVISION EXERCISED

This position is not responsible for the supervision of other employees.

ESSENTIAL DUTIES OF THE POSITION

Conducts detailed engineering review, analysis, and preparation of reports and recommendations on Post Construction Stormwater Management plans submitted to the Conservation District. Review involves general to complex engineering problems in hydrology and hydraulic design of facilities to assure adequacy and conformance with Chapter 102 and Act 167 stormwater management regulations, policies, and guidelines.

Utilizes both conventional and recently developed methods in hydraulic and hydrologic analyses, synthetic and non-synthetic hydraulics, computer modeling, open channel and structural hydraulics.

Utilizes Department of Environmental Protection (DEP) review checklists and develops plan review letters for applicants and their consultants. Meets with applicants and their consultants to provide technical guidance, and assistance to resolve technical issues. Performs site visits as necessary to complete plan reviews.

Conducts engineering reviews of Erosion and Sediment Control Plans using current policies and procedures, including Pennsylvania Department of Environmental Protection (PADEP) Erosion and Sediment Pollution Control Program Manual. Review includes hydrological and hydraulic computations, design and installation of best management practices, stabilization measures, construction techniques, materials specifications, soils, and agronomic considerations. Provides technical assistance to District staff in erosion and sediment control and stormwater management for permitted and non-permitted sites.

Provides technical engineering services as required for the design and construction of agricultural best management practices using National Resource Conservation Service (NRCS) standards and specifications.

Operates a computer to enter, retrieve, review or modify data. Verifies accuracy of entered data and makes corrections as appropriate, utilizing word processing, spreadsheet, database, email and/or other software.

Performs inspections of agricultural, construction, and restoration sites for compliance with designed and/or approved documents and applicable regulations. Documents site conditions and prepares inspection reports. Takes photographs and/or video to document site conditions.

Performs site inspections of complaints, and prepares necessary reports, correspondence, and/or log entries as required as follow-up to inspections.

Interprets and enforces the provisions of applicable Federal, State, and local codes, laws, rules, and regulations. Initiates actions necessary to correct deviations or violations. Provides a deposition and/or testifies in Court on enforcement cases as needed.

Trains and informs the general public, government officials, engineering groups, and other interested parties on stormwater management principles, and erosion control procedures through workshops or other media.

Establishes and maintains a good working relationship with other local, State, and Federal agencies having regulatory and management programs that overlap the Conservation District.

Promotes stormwater management on a regional watershed basis, and develops new stormwater management initiatives. Provides technical assistance in developing Act 167 stormwater management plans, and reviewing municipal stormwater ordinances. Reviews applicable proposed regulations or legislation.

Designs and implements watershed restoration and agricultural conservation projects in coordination with other Conservation District staff.

Communicates via telephone or two-way radio. Provides information and assistance, takes and relays messages, and responds to requests for service or technical assistance.

Communicates with supervisor, Conservation District employees, other governmental departments, board members, officials, property owners, developers, complainants, students, biologists, geologists, consultants, plan designers, attorneys, cooperating agencies, community organizations, the public, the media, outside agencies, and other individuals as needed to coordinate work activities, review status of work, exchange information, and/or resolve problems.

Maintains a comprehensive and current knowledge and awareness of applicable laws and regulations. Maintains an awareness of new trends and advances in the profession. Reads professional literature, maintains professional affiliations, and attends workshops and training sessions as appropriate.

At least (3) years of full-time professional work experience in natural resource conservation and stormwater management, erosion and sediment control, best management practices and grading for the land development process; AND

Employee assigned to this title will be required to possess and maintain a valid and current motor vehicle operator’s license. Must have an acceptable driving record; AND

Employee assigned to this title possess a current Professional Engineer license in Pennsylvania.

Environmental Compliance Technician

The Environmental Compliance Technician a member of the Utilities, Energy, and Engineering (UEE) Department, part of Facilities Planning, Construction and Management (FPCM) at the George Washington University. Facilities Planning, Construction and Management (FPCM) is comprised of several units that operate and maintain university facilities, including but not limited to providing quality support services for the physical environment of the university, campus planning activities, construction projects, campus development projects, and oversight on building related regulatory matters. Reporting to the Environmental Compliance and Regulatory Specialist, the Environmental Compliance Technician is responsible for supporting the environmental compliance program that includes but not limited to fuel system & air quality compliance by performing weekly/monthly inspections, support fuel system preventive maintenance program and is capable of making repairs as a part of corrective actions.

Additional responsibilities will include, but not limited to:

Conducts weekly fuel system compliance inspection, track fuel inventory, Stormwater Management BMP inspections, Erosion and Sediment Control Inspections, air quality emissions monitoring, and HAZMAT surveys and inspections, among others
Performs SWPPP and various permit updates, revisions, and maintenance
Supports university wide fuel spill prevention and preparedness program
Ensures compliance with applicable regulations in environmental programs such as storm water, air pollution control, and hazardous materials reporting, among others

Prepares, reviews and submits required inspection reports for internal recordkeeping and to regulatory agencies

Collects data, manages documentation, processes report’s and prepares concise summaries
Recommends and implements changes to Standard Operating Procedures (SOPs) for fuel systems as a result of regulatory changes and University needs
Plans and organizes inspection schedules, preventative maintenance work, fuel deliveries
Manage equipment inventory for air compliance and fuel system compliance needs.

Air Quality Project Manager

The City of Boston is committed to becoming carbon neutral by 2050. Transportation is the community’s second largest source of emissions, largely due to the use of gas-powered vehicles and commuters driving to Boston for work.

The parking freezes, administered by the Air Pollution Control Commission (APCC), were created under state and federal law to cap the amount of off-street commercial parking available in Boston’s core, and support the City’s transportation, carbon neutrality and clean air goals. On September 19, 2020, the APCC amended the freeze regulations to strengthen program administration.

The Air Quality Project Manager will work with the APCC and other City agencies, residents, businesses, and institutions to administer programs, identify obstacles and facilitate solutions leading to short-term and long-term air quality improvements, in support of the Mayor’s goals of carbon neutrality and a healthy environment. Candidates should have a passion for clean air and low-carbon mobility, an affinity with maps and spreadsheets, and bring energy and creativity to pollution reduction across Boston’s communities.

Environmental Inspector I

General Statement of Job

Under general supervision, performs technical work inspecting local construction projects to ensure compliance with County and State codes and regulations regarding erosion control and storm water maintenance under direction of the Deputy of Environmental Code. Work includes inspecting construction projects to ensure that materials and methods meet County, State and Federal specifications; and investigating construction activities and recommending changes when necessary. Employee is also responsible for preparing a variety of reports on construction projects. Employee must exercise initiative and independent judgment in performing inspections. Employee must also exercise considerable tact, courtesy, firmness and professionalism in frequent contact with property owners, developers, contractors and the general public.

Special Duties & Responsibilities

Inspects construction projects to enforce County ordinances governing and the requirements of erosion control, stormwater management, Chesapeake Bay, and related minimum codes and regulations
