Position Summary:
Supports the Chief Scientist as the Community Energy lead by:
Developing programs for Low, Moderate Income (LMI) communities’ energy delivery with emphasis on resilience planning with sustainability, affordability, and equity.
Suggesting and pursuing federal projects which implement this strategy and supporting development of plans for federal proposals such as Infrastructure Investment and Jobs Act (IIJA) and Energy Improvements in Rural or Remote Areas (ERA).
Supporting development, and demonstration opportunities with federal funders, industry, academia, and national laboratories as well as generating new national partnerships with not for profit and workforce development organizations.
Convening working groups, member advisory groups, and other organizations with which to partner and collaborate to advance energy in rural communities served by cooperatives and the cooperative business model.
Essential Duties and Responsibilities:
Develops advanced, LMI strategies for cooperatives serving persistent poverty counties in the areas of system planning and technology integration to the maximum long-term benefit of NRECA members.
Uses a broad understanding of the opportunities, the community landscape in a wide array of programmatic development field (finance and technical), and the array of challenges for NRECA members to develop this strategy.
Weighs improvements in resilience, sustainability, affordability, and equity and advances the ability to consider tradeoffs between these goals.
Utilizes a systematic approach to consider the role of NRECA and our members within the global energy system and provides insight into LMI Program Activities that will best improve the performance of energy systems for members over a long-time horizon.
Builds and advances strong, successful relationships with federal agencies, industry, academia, non-profits, philanthropic organizations, and the network of national laboratories.
Identifies compelling, unique project ideas that align to the R&D strategy and have high potential for success. Identifies grant opportunities that have strong potential to support these project ideas.
Builds and supports strong project teams including external partners; rallies large teams for proposals; and oversees, produces technical portions, and structures components of large, multi-million-dollar grant proposals.
Creates partnerships and working groups internally, nationally, while convening and leading dialogue with these partners to further the collective understanding of the most pressing community challenges as well as novel approaches to solving these problems. This shall include generating opportunities for NRECA and partners to participate in technical briefings and presentations with key stakeholders.
Represents NRECA and electric cooperatives at national conferences, meetings, working groups and in interviews as the subject matter expert on the convergence of energy resilience, equity, sustainability, and affordability. Leads member engagements and outreach to inform and encourage participation in various energy related programs and projects.
Manages multiple projects from idea generation through completion, including needs assessments, technology surveillance, scoping research projects and deliverables, and developing project and work plans.

Qualifications
Formal Education Required:
Bachelor’s Degree in Engineering, Business or related field.
Experience Required and Certifications:
10+ years of project management, energy systems analysis or program development for LMI communities experience required, including relevant experience in planning, coordinating, administering, and/or executing federal projects and programs.
10-15+ years of experience in responding to Request for Information (RFI) and Funding Opportunity Announcements (FOAs) and winning federal work. Experience in managing projects in rural and remote areas.
