The purpose of this position is to implement and monitor the City’s stormwater management programs to ensure alignment with NPDES (National Pollutant Discharge Elimination System) Phase II and industrial permits and Nutrient Sensitive Waters (NSW) program requirements. This is accomplished by performing administrative and supervisory duties associated with violation investigation and enforcement, public education and outreach, stormwater control measure inspections, and required reporting to ensure compliance.

Administers NPDES Phase II and industrial permits and Tar Pamlico / Neuse stormwater rule requirements.
Manages the Stormwater Utility fund.

Coordinates final inspections of Stormwater Control Measures for issuance of Certificate of Occupancy or street acceptance.
Reviews sureties and manages one year warranty inspections for Stormwater Control Measures.

Develops projects for bank stabilization and stream restoration.
Develop and manage water quality Public Education & Outreach program
Investigates and responds to requests and complaints from the general public.

Assists in the administration of overall stormwater program.

Minimum Qualifications

Education and Experience:

Associate’s degree in engineering technology, environmental science or closely related field; and
At least 7 years of experience in construction, engineering, or a related field.

Preferred Certification:

Stormwater BMP Inspection and Maintenance Certification or ability to obtain within 6 months.

The Director of Environmental Projects is responsible for performing and overseeing environmental permitting activities for a wide variety of railroad projects from culvert replacements to full bridge replacements spanning over federally regulated Waters of the US (WOTUS). Responsibilities:

Climate, Community, and Economic Resilience Professor

Environmental Social Science (Tenure Track Faculty, MES)

Evergreen’s Graduate Program on the Environment seeks a faculty colleague to help students understand the social dimensions of environmental issues. We anticipate that successful candidates will come from disciplines such as sociology, geography, anthropology, economics, political ecology, public policy, or interdisciplinary environmental studies. We are especially interested in candidates with expertise in the economic, social, cultural, health, or policy dimensions of environmental studies. The ability to teach social science methodologies (qualitative and/or quantitative) to students with diverse backgrounds in both the natural and social sciences is more important than the specific area of expertise. The ideal candidate will have the ability to help students develop an empirically grounded and/or systemic analysis of historical causes, current patterns, and policy solutions to environmental problems. Expertise tribal community responses to environmental issues and indigenous ecological knowledge systems would be especially helpful. The Evergreen Master of Environmental Studies program organizes its curriculum through interdisciplinary courses, with faculty teams collaborating across disciplines to design and teach an integrated graduate-level curriculum. Director of Environmental Services

The purpose of this position is to manage, direct and supervise all operations of the Department which include Administration, Engineering, Water Distribution and Sewer Collection, Water Plant Operations, Stormwater, Roads and Bridges, and Capital Projects. This key leadership role oversees the planning, design, construction, and maintenance of the City’s public infrastructure.
This class formulates long-range goals for the organization, develop policy and position papers and negotiates with the City Manager and/or elected officials.

Director – Massachusetts Bays National Estuary Partnership

The Massachusetts Bays National Estuary Partnership (MassBays) is one of 28 National Estuary Programs identified as Estuaries of National Significance under Section 320 of the Clean Water Act. Our area stretches more than 1100 miles from Newburyport to Provincetown; with assistance from Regional Service Providers we work with coastal municipalities, local and regional nonprofit organizations, state agencies, regional planning agencies, and the scientific community to protect and restore coastal habitats.

We seek an inspired and inspiring leader who can continue MassBays’ growth, by: taking advantage of our setting in the UMass system; continuing productive partnerships with Massachusetts’ Department of Environmental Protection, Division of Marine Fisheries, Division of Ecological Restoration, and Office of Coastal Zone Management, EPA, and NOAA Sea Grant programs while forming new agency collaborations; establishing MassBays as a voice for sound state-wide and local policies focused on coastal habitats; and expanding MassBays’ funding base.

The Director of the MassBays oversees and manages all aspects of the program’s operations including overall fiscal management, short- and long-range planning, funds development and communications, and development of specific, annual budgets and work plans. The position supervises three direct staff positions and manages the contracts for five Regional Service Providers (RSPs). The RSPs hire Regional Coordinators, who are staff to the MassBays program and work in close collaboration with each other and MassBays Central staff under the guidance of the MassBays Director. The Director is the lead for developing and implementing initiatives and policies that support the implementation of the Comprehensive Conservation and Management Plan (CCMP), the guiding document for MassBays, including initiatives related to water quality improvement, habitat protection and restoration, extreme weather, coastal resilience, and community engagement. The Director coordinates with the host entity (UMass Boston School for the Environment) and works closely with an EPA Region 1 Program Officer. The Director also serves as staff to the MassBays Management Committee and develops quarterly agendas for Committee meetings.

This is a full-time, 37.5-hour-per-week, grant-funded position with the possibility of a hybrid work schedule. A salary range of $100,000 to $120,000 is anticipated, contingent upon qualifications and experience, and subject to available grant funding.

Qualifications:

At least eight to ten years of technical and organizational experience are required.

Technical: Bachelor’s degree required, Master’s degree preferred, in aquatic or marine sciences, coastal zone management, or environmental science or policy. Experience or coursework in physical oceanography, hydrology, botany, marine and estuarine ecology, aquatic chemistry, and/or laboratory analysis. Knowledge of water quality assessments, marine monitoring, and habitat assessment.

Organizational management: Evidence of successful fundraising and organizational development, especially experience in leading organizations, agencies, and other entities tied to implementation of MassBays’ mission and CCMP. Evidence of ability to build and maintain strong partnerships and collaborations of multiple partners to meet common goals. Strong strategic and analytical, and communication skills. Ability to work independently and as part of a team. Experience with budget development, federal grants management, and a record of successful grant writing.

Water Resources Analyst

Chester County Water Resources Authority (CCWRA) is seeking a skilled and motivated Water Resources Planner / Analyst for a temporary, two-year position, with the potential for extension based on grant funding availability. This role supports the planning, analysis, and implementation of projects focused on stormwater management, watershed health, climate resiliency, and environmental compliance.
