POSITION SUMMARY
The City of Portland Bureau of Environmental Services (BES) is seeking an experienced and dedicated Environmental Manager to lead the Green Stormwater Infrastructure Operations and Maintenance (GSI O&M) section in our Watershed Operations and Maintenance (WOM) division.

The Environmental Manager leads a dynamic team of knowledgeable and skilled environmental and natural resource professionals that manages and maintains BES’s large and growing portfolio of green stormwater assets, including approximately 2,600 green streets (planters and swales in the roadway right-of-way) and 150 larger water quality facilities (including wet ponds, dry ponds, constructed wetland, and large biorientation facilities located on tax lots). GSI O&M collaborates with bureau staff in Stormwater Maintenance Engineering, Design Engineering, Construction, Community Engagement (Stewardship), Regulatory Strategy, and other programs to ensure effective stormwater management and compliance with applicable local, state, and federal regulations and permits.

Recruit, hire, lead, and supervise a staff of environmental professionals; assign projects and duties, establish performance objectives and priorities; provide training, professional development, coaching, and/or mentoring.
Develop business case analyses, financial plans, and annual budgets to secure adequate staff and financial resources to support ongoing operations and proposed program improvements.
Authorize expenditures and monitor status of $2.7M materials & services budget.
Apply principles of infrastructure asset management to ensure effective management of a large portfolio of municipal stormwater assets.
Balance maintenance levels of service with available staff and budget resources to deliver cost-effective and responsive service to the community.
Apply technical knowledge and experience to work with staff to develop creative solutions to ongoing and emerging challenges of maintaining the condition and function of public green stormwater facilities in an urban environment.
Cultivate and implement new workforce development initiatives in collaboration with internal stakeholders and external partners, with an emphasis on promoting equity and workforce diversity.
Collaborate with other managers and subject matter experts in operations and maintenance, regulatory strategy, planning, design, construction, communications, and community engagement, and other work groups to promote effective feedback loops and strategic alignment of BES policies, programs, and processes.
Develop, improve, and implement policies and processes, including new technological applications, to increase the efficiency and effectiveness of program operations.
Prepare and submit reports or data for regulatory permit compliance and performance monitoring.
Negotiate and execute agreements with interagency, intergovernmental, vendors, and private sector partners.
Ensure responsive customer service and promote effective community engagement related to stewardship of public green stormwater infrastructure facilities.
Represent BES as member of Green Infrastructure Leadership Exchange and in other formal and informal professional networks.

Additional Requirements
Education/Training: Bachelor’s degree from an accredited college or university with major course work in natural resource or utility management, environmental science, biological or physical science, engineering, planning, or related field;

AND
Experience: Five (5) years of progressively responsible experience developing, implementing, and managing water and environmental programs, projects and/or functions, including at least one (1) year of experience in a supervisory role;

OR
Equivalent combination of training and experience.

Environmental Specialist I

Work generally involves a combination of office work and site visits in support of Facilities and projects throughout Florida service territory. Knowledge in subjects such as waste management, SPCC, Florida regulated aboveground storage tanks, RICE, and stormwater management systems is preferred. Serves as Environmental support for Business Units such as IT/Telecom, Distributed Energy, Power Grid Operations and Real Estate. Environmental support is also provided to the Energy Control Center, Florida Regional Headquarters and Northpoint Office Building. Assists project managers with completing Environmental review to identify potential environmental requirements when planning projects for new or existing facilities, process modifications, or making other changes at the companys facilities.

Ideally, the position will be located in the St. Petersburg/Clearwater area.

This position provides comprehensive environmental support to assigned geographic and or organizational sections. Responsible for moderately complex technical work in a wide range of environmental, disciplines to achieve compliance with the organizations Environmental standards and with federal, state and local regulatory requirements. Works under very general direction. Independently determines and develops approaches to solutions. Work is reviewed upon completion for adequacy in meeting objectives. Applies specialized technical expertise to develop, implement and maintain programs, systems and procedures. Uses experience to anticipate and prevent Environmental incidents and hazards. Conducts investigation of incidents. Recommends improvements in moderately complex processes, design, procedures, and operating equipment to minimize the environmental hazard potential. Provides regulatory interpretation and technical advice. Maintains current knowledge of specific requirements imposed by government agencies and a working knowledge of the scientific and technical aspects of regulatory requirements and how they may impact company operations.

RESPONSIBILITIES AND DUTIES: Serve as single-points-of-contact or coordinators to implement environmental activities that require broad knowledge and experience in order to provide compliance solutions to Environmental issues. Provides direction for moderately complex work activities in order to comply with environmental regulations and corporate requirements. Interacts with subject matter experts and customers to ensure consistent and thorough implementation of moderately complex Environmental programs, policies, and procedures. Greenhouse Gas Assessment Program Coordinator

The Greenhouse Gas Assessment Program Coordinator leads statewide planning activities for the implementation of the state Greenhouse Gas and Vehicle Miles Traveled Impact Assessment Program. The goal of the GHG assessment is to evaluate emissions impacts from project and program decisions then develop a method for mitigating the impact in Minnesota through multimodal transportation invests and voluntary land use decisions. This position will develop an assessment process for program and project evaluation. It will also provide professional planning and management for state greenhouse gas reduction requirements as required by law and vehicle miles traveled in the transportation sector. Responsibilities include:

· Leading the development of a legislatively identified requirement for all capacity expansion projects to be assessed for their emissions impacts.

· Leading, facilitating and coordinating the Transportation Impact Assessment Technical Advisory Committee and MnDOT staff to develop an emissions offset process

· Leading the implementation of the stakeholder engagement process, and convening state agencies, external partners, industries, and stakeholders

Occasional in-state travel to meetings is required.

Minimum Qualifications

Three years of advanced professional (MAPE 10L or higher) transportation planning experience that demonstrates the following:

· Experience applying performance-based transportation planning practices and/or energy planning practices

· Experience leading and facilitating internal and external stakeholder groups.

Senior Environmental Program Specialist

About the Role

This position is based in Port Newark but occasional travel to other Port facilities in Newark, Elizabeth, Bayonne, Jersey City and Staten Island will be required. The successful candidate must be able to respond to any facility for all emergencies including those that are weather-related, and any other declared agency or facility emergency.

Responsibilities

Reporting to the Manager, Port Physical Plant, the incumbent is responsible for administering environmental programs and projects necessary to protect the interests of the Port Department and assuring compliance with federal, state, and local environmental regulations. This includes providing technical and regulatory information to facility management staff and tenants on all environmental issues, ensuring proper notification is made to regulatory authorities in the event of environmental incidents and/or discharges, and providing technical assistance and regulatory information to emergency responders and facility management during incidents and/or discharges. The incumbent will be responsible for managing the following environmental program areas: under- and above-ground storage tanks compliance, environmental permit compliance and administration, materials/waste management, surface and ground water pollution control management, air emissions, hazardous materials management, sustainability measures, utility monitoring, and environmental occupational health issues. In addition, the incumbent will assist in preparation of operations reports, work with staff to identify industry best practices for initial, refresher and on-going training for maintenance trades, management analyses that promote efficiencies and productivity at the facility level, oversee environmental components of tenant leases throughout Port Facilities, coordinate activities related to hydrographic surveys necessary for maintenance dredging activities and fender repairs in conjunction with the Capital & Port Planning Group and the Resident Engineer’s Office. The incumbent will serve as facility representative/coordinator for the Environmental Management Program for the Port Facilities.

Minimum Qualifications

Bachelor’s degree in environmental or natural sciences, maritime transportation, business or other related field from an accredited college or university.
A minimum of three (3) years of progressively responsible experience in environmental management or related discipline.
Must have a valid driver’s license.
Selected candidate will be required to pass a Federal Security Background check and obtain a Transportation Workers Identification Credential (TWIC) to work in a maritime environment as required by Department of Homeland Security.
Selected candidate will be required to obtain Certification as a Facility Security Officer within one year of appointment to position.
Selected candidate will be required to complete HAZWOPPER training within 6 months of appointment to position.

Environmental Scientist II

Environmental Scientist with 2-5 years of experience in environmental restoration projects, preferably for United States Army Corps of Engineers (USACE) or other federal and state government agencies. Prospective candidates must have experience with site investigation, characterization, and remediation projects regulated by ADEC and/or EPA. The work schedule will be a combination of office, urban and field work, including locations such as Unalaska and/or other areas of rural Alaska.

Roles and Responsibilities:

Collaborates with the Project Manager and Lead Scientist in developing work plans and schedules.
Collaborates with the site Superintendent to execute approved work plans.
Serves as the field environmental scientist in data collection, site investigation, evaluation of data collected, and remediation activities to support project objectives.
Must take detailed field notes.
Conducts site reconnaissance, including sampling activities.
Conduct Phase I and II Environmental Site Assessments.
Review and prepare technical reports and proposals and recommends revisions or changes in approach, scope, or format.
Participates in the development of scope of work, budget, and proposals.
Willingness to perform other duties to ensure success of the project.
Travel to Unalaska, AK for 2-6 weeks at a time during field season, working approximately 72 hours per week.

Environmental Biologist

The Ventura Water team is accepting applications for the position of Environmental Biologist.

WHAT YOU’LL DO
The Environmental Biologist who works under the general direction of the City’s Wastewater Utility Manager, is responsible to plan, coordinate, develop, evaluate, and implement environmental mitigation projects and efforts to comply with environmental laws, policies and regulations that apply to Ventura Water. This position also is responsible for coordinating mitigation issues on behalf of the City. Additionally, the Environmental Biologist coordinates and conducts field monitoring studies, data collection, surveys, statistical analysis, prepares technical reports and when required, coordinates environmental analysis. This position is also responsible for managing a team of environmental consultants for estuary monitoring, budget development, and budget oversight.

Note: This position may be required to work weekends and holidays and perform other related work as assigned.

Environmental Engineering Designer A

ESSENTIAL JOB FUNCTIONS: Works under the general direction of the Plant Manager of the Wastewater Treatment Plants. Reviews sewer plans and related data. Applies engineering principles to locate and recommend action to be taken to correct problems in the sewer system and at the Treatment Plant that may be detrimental to the Treatment Plant and Collection System. Analyzes and evaluates operation and maintenance procedures and recommends new or improved practices. Reviews, interprets and maintains documentation, operating records, and reports in order to ensure compliance with Federal Wastewater Treatment requirements and stays abreast on updated regulations. Prepares reports including but is not limited to Departmental, Division, and Compliance reports for Federal and State agencies. Drives City vehicle while inspecting the plant to ensure the building and grounds are in compliance with EPA and State guidelines. Inspects plant equipment for defects or malfunctions. Performs administrative duties such as: procurement procedures for materials and equipment, enforcement of personnel policies, and budget calculations. Communicates and trains employees, as well as the general public, regarding Wastewater Treatment and environmental issues. Drives to various areas within the Wastewater Treatment Plant or to other Plants within the City to inspecting the plant, equipment or collecting data.

TYPICAL PHYSICAL DEMANDS: Must be able to communicate clearly both verbally and in writing. Requires the ability to inspect plant site and areas within the collection system which may involve traversing uneven ground. Requires ability to read engineering documents and drawings, and use office equipment including personal computers. Ability to drive to various areas within the wastewater treatment plant and to various City government offices when required.

TYPICAL WORKING CONDITIONS: Majority of work is performed in an office environment with some plant site inspections or other problem areas, which will require being outdoors. Will require operating a vehicle and being outdoors. May be exposed to various weather conditions, fumes, odors, dust and noise.

Program Coordinator I

Rutgers University-Newark (RU-N), an urban public research university and anchor institution, located in Newark, New Jersey, a city of promise is seeking a Program Coordinator I for the Geophysics for Environmental Management Students (GEMS) project in the Department of Earth and Environmental Sciences, School of Arts and Sciences-Newark (SASN). Recycled Water Project Engineer

Woodard & Curran is offering a unique opportunity to join our Water Infrastructure team to provide high-quality recycled water services to municipal clients across the firm’s geographies and core markets. The successful candidate will have technical expertise in the field of civil and environmental engineering and have an understanding of the engineering concepts associated with water, recycled water, and/or wastewater treatment. Direct experience with solids removal and handling, nutrient removal technologies, extended aeration facilities, membrane treatment equipment, pump selection and sizing, and process piping is highly valued. A working knowledge of wastewater and/or water operational methods is a plus. Water/Wastewater Collection and/or Distribution experience is also a plus.
