Air Quality Project Manager

The City of Boston is committed to becoming carbon neutral by 2050. Transportation is the community’s second-largest source of emissions, largely due to the use of gas-powered vehicles and commuters driving to Boston for work.

The parking freezes, administered by the Air Pollution Control Commission (APCC), were created under state and federal law to cap the amount of off-street commercial parking available in Boston’s core and support the City’s transportation, carbon neutrality, and clean air goals. On September 19, 2020, the APCC amended the freeze regulations to strengthen program administration.

The Air Quality Project Manager will work with the APCC and other City agencies, residents, businesses, and institutions to administer programs, identify obstacles, and facilitate solutions leading to short-term and long-term air quality improvements in support of the Mayor’s goals of carbon neutrality and a healthy environment. Candidates should have a passion for clean air and low-carbon mobility, an affinity with maps and spreadsheets, and bring energy and creativity to pollution reduction across Boston’s communities.
Responsibilities:

Becomes thoroughly familiar with the City of Boston’s climate and sustainability goals and the City’s administrative structure, programs, and staff responsibilities for climate action and air pollution control.
Provides staff support for the APCC and the parking freeze, including support for program administration, communication with permit holders, invoicing, compliance, archive management, and regulatory hearings.
Supports the development and management of policies, regulations, programs, and projects to address current and historical disparities in air quality and achieve air quality improvements.
Collaborates with local and regional clean air and transportation agencies and operators.
Coordinates and mainstreams internal and external activities related to air quality within City Hall and works with City agencies to expand the awareness of air pollution reduction and carbon neutrality initiatives in their activities.
Leads innovative community outreach around air quality and pollution reduction.
Supports the development of resources for residents, small businesses, and other stakeholders to take action to reduce air pollution.
Provides assistance to the Environmental Compliance Officer in responding to constituent inquiries and complaints.
Conducts site visits and inspections to assess compliance with local, state, and federal laws and permit conditions and identify possible violations.
Performs related work as required.

Minimum Entrance Qualifications:

Four (4) years of full-time, or equivalent part-time, experience in environmental science or policy, atmospheric science, urban planning, or a related field. A bachelor’s degree in a related field is preferred and may be substituted for two (2) years of the required experience. A master’s degree in a related field may be substituted for three (3) years of the required experience.
Strong organizational skills with attention to detail, ability to handle multiple and diverse tasks, execute clerical assignments and independent fieldwork, and ability to meet deadlines.
Strong verbal, written, and presentation skills for communicating with a diverse audience, with the ability to clearly communicate planning and regulatory concepts.
Fluency in English and at least one of Boston’s major spoken languages (e.g., Spanish or Cantonese) is strongly preferred.
Proficient computer skills with prior experience using MS Suite, Adobe, and ArcGIS are strongly preferred.

Environmental Technician

Position Description

This posting will be used to fill a Full-Time, Environmental Technician, Safety Sensitive position in the Bureau of Waste Management Services in the Department of Public Works.

This is field operations work performing a variety of duties essential to the successful environmental monitoring and operation of a county landfill and other environmental control and remedial systems.

NATURE AND VARIETY OF WORK

Work includes landfill leachate collection and conveyance systems, landfill gas collection and flare systems “oversight”, groundwater remediation system operations, groundwater monitoring, stormwater monitoring, erosion and sediment controls, data entry, and other site duties as assigned. Work is performed under general supervision.

Biologist

JOB PURPOSE:

Conduct the collection of biological and water quality data for Conservation Agreements, Clean Rivers Program, water quality monitoring, pollution investigations, and other programs for the Sabine River Authority out of the Upper Basin Field Office.

REPORTS TO:

Natural Resource Management Director

DUTIES AND RESPONSIBILITIES:

The duties and responsibilities of the Biologist include, but are not limited to the following:

Assist in development, implementation, and scheduling of the Water Quality Monitoring Program for the Sabine River Basin streams and reservoirs including special studies and other water quality projects under the supervision of the Natural Resources Management Director.
Conduct the daily operations of the Upper Basin Field Office.
Conduct the collection of water quality data as required and submit those samples to the ESD laboratory for biological, physical, and chemical analyses.
Operate and maintain all regular and special field equipment and instruments.
Conduct biological surveys for mussels, fish, turtles, aquatic plants, and benthic macro-invertebrates.
Conduct aquatic resource relocation projects.
Be well versed in Endangered species issues.

A minimum of one-year prior experience in a water quality analyses, water quality monitoring field work, biological surveys, or a combination of all.

Must be familiar with general ecological field and laboratory procedures.

Must be able to make unbiased observations and interpretations of analytical data.

Must have good scientific writing skills.

Must be able to perform minor maintenance on field instruments and equipment.

Must be able to swim, walk long distances, and safely lift at least 75 pounds waist high.

Must be certified in SCUBA diving. Experience in low visibility and adverse conditions is a plus.

Must be able to operate a boat with a motor including launching, loading, and unloading the boat.

Title: Project Engineer

The Project Engineer will provide technical leadership, in the discipline of mechanical, electrical, civil, structural, systems, or controls engineering, through various phases of BESS and/or PV project design, procurement, and execution, leveraging internal or external subject matter experts as required. This role will support specific phases of major projects including business development support, site development, permitting support (air, water, state, local, etc.), scope development, RFP solicitations and evaluations, major contract negotiations (equipment, engineering, or EPC), construction and commissioning activities, and transition to commercial operation. Environmental Engineer

Keish Environmental is seeking a self-motivated, enthusiastic individual to join our team as an Environmental Engineer. This position works alongside our clients, both in government and the private industry, to oversee all aspects of regulatory environmental/stormwater compliance on projects.

In this role, the candidate will manage multiple concurrent projects in a fast-paced and rewarding environment. Coordinate and track sustainability requirements, documentation and certifications (LEED, Envision, etc.)
Provide on-site training in environmental and stormwater compliance measures to clients and their contractors, as well as project inspectors, as necessary.
Coordinating with other company-wide project teams to ensure regulatory compliance for stormwater management, when required.
Maintain expertise in existing and emerging software for tracking and analyzing stormwater data to improve the company’s stormwater programs. Identify, track, and communicate process improvements, wherever appropriate.

Minimum Qualifications:

Bachelor’s degree from an accredited four-year college or university in Environmental or Civil Engineering, and/or other related engineering field, showing an emphasis in water resources and/or construction.

Environmental Engineer

Help to safeguard public health and protect the environment in New York by joining NEIWPCC as an Environmental Engineer. We’re seeking a knowledgeable Environmental Engineer to oversee an administrative consent order to abate combined sewer overflows (CSO) within the New York City watershed.

What You’ll Do

As a NEIWPCC Environmental Engineer you will:

Provide high-level program management of all obligations under the CSO Consent Order, identify potential problems with implementation and facilitate timely resolution in coordination with internal and external partners.
Complete comprehensive technical reviews of and develop detailed comments on documents submitted under the CSO Order and prepare technical memoranda and presentations.
Conduct site visits of active construction projects, attend and construction progress meetings to identify potential problems associated with project implementation, and prepare construction site inspections reports to document status of project construction.

A New York State Professional Engineer’s license.
Knowledge of wastewater collection system, treatment plant, stormwater system, or CSO system engineering design, operation practices, and construction practices.
Knowledge of USEPA and NYSDEC wastewater, stormwater, and CSO rules and regulations and experience working with federal, state, or local water/wastewater agencies.
A degree in environmental, civil, chemical, or mechanical engineering, or in a related field with seven years of experience in wastewater treatment plants or wastewater collection facilities design and construction with at least three years as a professional engineer.

Position Logistics

This full-time NEIWPCC position will work 7.5 hours per day and is based in Albany, NY. Duties will be performed largely in an office setting with occasional travel to and from construction sites or meetings in New York City, for which a valid driver’s license and access to own transportation are required. After six months, this position may be eligible for a hybrid work schedule, subject to approval and program needs.

Manager, Science and Data

Position Summary

Reporting to the Senior Director, Climate Strategy and Director, Clean Energy Initiative the Manager, Science and Data is a key member of the Audubon Climate & Energy team. This position will contribute to the rapid deployment of responsibly sited and operated industrial-scale onshore and offshore wind, solar and transmission in data and science used for planning and projects that avoid and minimize conflicts with birds and other wildlife. The Manager will work closely with and support the Climate & Energy team.

Essential Functions

Support the Senior Manager, Science and Data and the Climate & Energy Team in analysis and engagement on planning processes and projects in N. America by managing and providing science, spatial data and cartography for internal and external uses.

Demonstrate in meetings and on request the latest avian ecology GIS mapping and interactions of birds with renewable energy in order to engage effectively with the latest science and analysis.

Participate with the Senior Manager in outreach opportunities to educate Audubon membership on the organization’s position and approach to renewable energy in the form of meetings and webinars and public comments.

Manage relationships with Audubon science, conservation, policy leadership and programs as directed.

Partner closely with the Climate Strategy team to advance Audubon’s climate and clean energy objectives

Qualifications and Experience

Bachelor’s degree in environmental studies, ecology, biology, geography, geospatial science, or a related field; Master’s degree preferred. An equivalent combination of education and experience will also be considered.

5+ years demonstrated experience in GIS mapping techniques and tools in the ESRI platform. Some knowledge of avian ecology, as well as siting and conservation policies that apply to energy projects or related infrastructure on public and private lands.

Experience with ESRI desktop software, specifically ArcGIS Pro 3.X and extensions.

Some experience with ESRI Model Builder, Python, R, and the use of scripts and command line programs to manipulate data.

Experience using ArcGIS Online to create and communicate using Experience Builder, Dashboards, Storymaps, and other ESRI frameworks for packaging content.

Demonstrated proficiency in cartography and effective map design.

Familiarity with geospatial modelling, statistical analysis, and how scientific results are translated into spatial data.

Knowledge of and experience with wildlife conservation issues and an appreciation for nature.

Demonstrated experience in managing multiple tasks, meeting deadlines, and operating in a dynamic, fast‐paced environment.

Strong project leadership skills, including the ability to collaborate with partners, and manage teams and projects ethically and in a timely manner. Demonstrated ability to resolve conflicts creatively.
