Program Officer, Sustainable Environments

The Surdna Foundation is seeking nominations and applications for the role of Program Officer, Sustainable Environments. This new PO will join the Sustainable Environments (SE) team to maintain an annual $9.2 million grantmaking portfolio of partnerships that drive a nuanced investment in environmental, climate, and land justice, recognizing that these intersecting issues disproportionately impact communities of color and low-wealth communities at crisis levels.

Reporting to the Program Director and working alongside the Senior Program Associate, the new Program Officer (PO) will, first and foremost, listen to and learn from frontline and grassroots leaders who are advancing solutions that address the environmental, climate, and land crises at the intersection of racial, economic, and gender justice. The PO will nurture relationships with grantee partners in a way that builds trust and is rooted in respect, transparency, accountability, and consent. They will also join the ongoing work of building out an ecosystem of people, movements, and organizations that the SE team can consider for funding in the future.

The Sustainable Environments team is committed to long-term partnerships, and as such, much of the work of the new Program Officer will emphasize nurturing existing grantee partner relationships. Internally, the new PO will also identify program goals and develop processes, actions, and timelines to meet those goals, as well as practices to evaluate the effectiveness of those processes. They will join the SE team to build robust, high trust, transparent relationships inside the organization to drive collaboration and mission alignment. The Environmental Science and Public Policy (ESPP) concentration seeks qualified candidates for the position of Assistant Director of Undergraduate Studies (ADUS) in the ESPP program, housed administratively at the Harvard University Center for the Environment (HUCE). The ADUS will report to the ESPP Head Tutor and an interdisciplinary faculty ESPP Board of Tutors.

 

Job-Specific Responsibilities

Provide academic advising and mentorship to admitted Harvard students, pre-concentrators, and concentrators, and monitor student progress toward degree. Match student thesis writers with faculty advisors; identify potential problems in the thesis-writing process; help keep students on track to complete the thesis. Manage the senior capstone and thesis courses; meet regularly with students to identify issues with progress and advising. Advise ESPP and Energy & Environment secondary field students and lead discussions for their colloquium requirement.

In coordination with the Office of Career Services and other relevant offices at Harvard College, support current students in their pursuit of undergraduate research opportunities, internships, and full-time post-graduate positions after graduation. Act as a conduit to faculty to help students engage in meaningful research experiences at Harvard. Engage with students in settings outside of the classroom related to ESPP content: informal discussions after talks, field trips, journal clubs, etc. Help identify speakers for events. Represent ESPP at information/student recruiting events.

Assist with curriculum and course development, course planning, and curriculum assessment. May teach or co-teach in ESPP depending on the needs of the concentration in a given academic year.

 

Basic Qualifications

A Ph.D. in an environmental field (science or social sciences) with significant involvement in the policy realm.

Additional Qualifications and Skills

Documented ability to teach effectively and engage with undergraduate students; a strong commitment to education and mentoring; experience with advising and course/program development and commitment and enthusiasm for research and pedagogy in research methods; excellent communication skills.

Canvass Coordinator, LA Bucket Brigade

The Louisiana Bucket Brigade is a 501(c)(3) environmental health and justice organization working with communities that neighbor the state’s oil refineries and chemical plants. We use grassroots action to create an informed, healthy society that holds the petrochemical industry and government accountable for the true costs of pollution to hasten the transition from fossil fuels. Our vision is a Louisiana that is a healthy, prosperous, pollution-free, and just state where people and the environment are valued over profit.

Purpose of Position: The Canvass Coordinator will lead the summer “Louisiana to Rehoboth Beach” canvass. This is not a fundraising canvass or a door-to-door canvass but an information-sharing canvass among visitors to Rehoboth.

Louisiana in Rehoboth                                                              

The Louisiana Bucket Brigade is engaged in a campaign to prevent the construction of a dozen gas export terminals in Louisiana. Because our state and local governments support this construction, our advocacy is focused on the federal government, including regulatory agencies like the Federal Energy Regulatory Commission (FERC).

As part of this advocacy, we will bring Louisiana to Rehoboth Beach in the summer of 2022. We are targeting Rehoboth because President Biden has a vacation home there and because of the large number of D.C. residents – including government employees – who vacation there. Via events (gumbo cook-offs, Mardi Gras in Rehoboth) and participation in local initiatives like beach clean-ups, we will deliver a clear message: nobody’s coastline and culture should be destroyed by export gas terminals.

We will station a team in Rehoboth Beach from the end of June through Labor Day and will hold events in Washington, D.C. throughout the summer to complement the work in Rehoboth.

Job Title: Canvass Coordinator

Reports to: Director

Job Status: Full-time, three-month temporary contract, from June 20 – September 15, 2022. Some nights and weekends will be required.

Compensation: $17,000 (based on the pay scale of $50,000 annually), paid every two weeks

Housing and per diem provided.

Location: Rehoboth Beach, Delaware 

Essential Duties and Responsibilities

  1. Manage outreach team of 5 – 10 people, including daily, weekly and monthly schedules
  2. Establish training and onboarding program for canvassers
  3. Supervise canvassing team, provide ongoing training as necessary
  4. Scout and identify most promising places to engage beachgoers
  5. Participate in canvassing
  6. Lead team in achieving numerical goals, including conversations held, letters sent, and people engaged via events
  7. Maintain database of contacts and tally of engagement numbers
  8. Follow up with strategic contacts as necessary
  9. Assure that materials –reports, handouts – are up to date and plentiful
  10. Collaborate with Event Producer on events, canvasser travel and other matters that arise

Experience and Qualifications

  • Two-three years of experience with community outreach and engagement experience (i.e. canvassing, tabling, liaising with government officials, etc.)
  • Experience leading a team
  • Self-motivated and energetic
  • Detail-oriented with the ability to execute on time in a fast-paced environment
  • Good with managing people

Requirements 

  • Must be fully vaccinated against COVID-19 and able to provide proof of vaccination status
  • Must have a valid driver’s license
  • Must be willing to live in Rehoboth Beach for the duration of the contract

Purpose of Job 
The purpose of this position is to plan, develop and implement management strategies, conservation programs, and policies associated with energy use, conservation, education, and renewable energy programs by the Athens-Clarke County Unified Government (ACCUG). The work requires contact with ACCUG staff, engineering consultants, architects, contractors, developers, utilities, and the public to exchange technical information concerning energy, conservation, and financial matters. Duties and responsibilities include, but are not limited to, administrating, planning, organizing, coordinating, and implementing all related essential duties and responsibilities as assigned.

WORK SCHEDULE:  Generally Monday – Friday from 8:00am – 5:00pm with routine evening, weekend, and occasional holiday activities as needed to meet the needs of the unit

Clean Energy Planning
Develop, implement, monitor and revise clean and renewable energy planning; coordinates and serves as liaison with outside Boards, committees, agencies, business/industry groups, and organizations.

Coordinates with ands serves as a liaison with outside support groups, such as the Citizen Advisory Committee, and periodically updates plans to maintain relevance.
Develops policies and coordinates implementation of standards related to energy conservation and efficiencies for the built environment, including policies and efficiencies related to such areas as High Performance Building standards, energy efficient systems, use of “greenscaping”, and active and passive solar design.

Supports ACCGov in its transition to 100% Clean and Renewable Energy
Provides support and expertise to community initiatives during ACCGov and the Community’s transition to clean and renewable energy sources.
Develops, compiles, synthesizes, analyzes, and tracks initiatives, projects, and programs to determine effectiveness, efficiency, and savings generated through clean energy practices.
Reduces local energy consumption and helps mitigate ecological impacts of energy use by coordinating service delivery across government entities, utilities, and non-profits.

  • Supports building engineering design by working with staff, engineers, architects, developers, construction industry representatives, and contractors to establish prioritized lists of proposed upgrades and technologies that can be applied during the construction process.
  • Reviews building plans and provides technical advice/recommendations to improve energy efficiency and the capacity for on-site renewable energy installations.
  • Assists Transportation and Public Works with the management of street lights by maintaining an inventory of existing assets, evaluating opportunities to change light deployment to improve efficiency, monitoring opportunities for equipment upgrades, and managing time of use billing regimes as they become available.
  • Works with the Building Inspections, Planning, and other Departments to track the deployment of renewable energy throughout the community; researches and recommends policies to improve renewable energy adoption in the community.
  • Collaborates with the Transit, Transportation and Public Works Finance, and other Departments to monitor fleet efficiency and management in order to identify opportunities for fuel conservation through the deployment of alternative fuel vehicles or electric-powered, changing driver behavior, altering fleet service methods and schedules, and evaluating vehicle makes and models of a similar class to identify which vehicles efficiently meet their operational needs.
  • Works with and coordinates with the Ecological Resources Coordinator to develop, promote, and implement greens infrastructure standards and initiatives to conserve energy and water resources.

Develops and applies policies for the implementation of energy projects, cross-department plans and initiatives, and community-wide plans and initiatives.

Energy Inequity in the Community
Collaborates with ACCGov, NGOs, and community groups and individuals to address energy equity in the community.
Work with the ACCUG Inclusion Office and Economic Development Department to develop plans, processes, and opportunities to identify and address the needs of marginalized communities, businesses, organizations, and people and address energy burden, conservation, and needs.

Energy Conservation and Accountability 
Continually updates utility billing data and facility metrics into the Energy Star Portfolio Manager Program for the purpose of understanding how energy is utilized based upon building type, age, and usage patterns.
Works with department staff to facilitate energy conservation and facility energy saving programs, projects, and initiatives.

Reconvenes and chairs the ACCUG Energy Conservation Committee (composed of the larger ACCUG energy consumers) for the purposes of reporting recent energy consumption trends, potential behavioral modifications to improve conservation, updates on new technology, and other topics related to energy conservation.

Generates quarterly energy consumption reports for ACCUG departments that detail their recent energy use, long term energy use trends, document conservation successes, and detail possible areas for improvement; provides annual reports of ACCUG facility and fleet energy use and renewable energy generation for use in a sustainability report.
Periodically meets with utility representatives to review account billing plans, efficiency rebates, and opportunities for jointly-supported pilot projects related to conservation.

Coordinates building and other asset audits, working with all levels of staff, consultants, and vendors to obtain information, make recommendations and adjustments that will result in reduced energy usage.

Coordinates periodic behavioral audits to determine how building/fleet users can improve conservation efforts; develops an educational program to promote energy conservation awareness within the ACCUG.

Works with ACCUG departments to develop energy conservation work orders and to track conservation efforts in the Portfolio Manager or similar program.

Provides triple bottom line analysis (financial, social, and environmental benefits) for projects to prioritize implementation and track performance.

Assists with the development and implementation of an ACCUG renewable energy portfolio standard by evaluating and prioritizing opportunities for deployment, identifying funding sources, and tracking the ongoing benefits of renewable energy use.

Tracks energy savings and progress toward clean energy implementation generated through Sustainability Office efforts and provides this information to the public, ACCGUG, elected officials, business /industry, and others through publications, web-based dashboards, reports, and other methods.

Assists departments with the management of electric vehicle service equipment on ACCUG properties by monitoring usage, ensuring equipment remains operational and setting usage rate policies as needed; researches and recommend policies to promote electric vehicle use within the community.

Works closely with the ACCUG staff to determine how budgets (including operating, capital, special purpose local option sales tax, and community development block grants) are best used to support conservation efforts and renewable energy deployment; assists with preparing budget proposals for continued conservation.

Monitors state and federal legislation, policies, and industry trends associated with energy use and informs ACCUG as to how these items might affect operations.

Serves as an ACCUG representative for appropriate energy and sustainability related regional, state, and national associations; attends conferences, seminars, and classes to remain abreast of current developments in energy management.

Clean Energy Economy
Collaborates on initiatives to grow the Clean Energy Economy

Clean Energy Fund
Develops/periodically revises Clean Energy Fund policy for distribution to the community; routinely analyze and synthesize data to determine effectiveness of program.

Researches, develops, revises, coordinates and initiates efforts to generate additional funding opportunities.

Work with the Finance Department to analyze, monitor, and project annual contributions.

Coordinate a Regular Solicitation, securing Implementation Partners within the community; analyze and synthesize data to determine effectiveness, track success, and report savings.

Education and Programming
Develops materials and programs needed to provide education for the general public about the energy ecosystem, energy use, and opportunities to conserve energy.

Develops and works with other government, businesses, and agencies to develop educational materials, programs, and other learning tools to promote learning, conservation, and a transition to clean energy.

Program Funding
Oversees the implementation of grant, donor, TSPLOST, SPLOST or other ACC funded projects.

Develop strategies, opportunities, and partnerships to generate and secure funding to meet energy goals.

Identifies and obtains rebates, grants, financing and donations associated with conservation efforts; evaluates opportunities for private investment, including those associated with energy performance contracts, community solar, and power purchase agreements.

Develops and manages a funding mechanism whereby a portion of financial savings associated with conservation efforts and renewable energy deployment are reinvested in these programs.

Administration
Supervises and evaluates assigned staff, including interns, contract labor, or other assigned positions; handles concerns, directs work assignments, councils and disciplines when necessary, and provides periodic performance appraisals.

Develops and manages requests for proposals and purchase orders for contract labor and equipment needed to support conservation efforts and renewable energy deployment.

Participates in the development of annual and capital budgets, monitoring revenues/expenses, purchasing, and reconciling accounts in areas of responsibility.

Works with ACCUG staff and the community to develop recommendations for energy conservation components within any ordinances or policies associated with energy use or sustainable building design.

Promotes ACCUG energy management efforts through the use of the ACCUG website, sustainability reports, media releases, public events, and other engagement tools.

Responds to routine requests for information from officials, employees, or the public.
