Water Protection Specialist I

Definition

Under general supervision, is responsible for performing source water protection activities and monitoring/securing City watershed properties; performs related duties as required.

Examples of Work

Identifies hazardous, unlawful, and unauthorized use of City watershed properties by patrolling land and water areas with City vehicles and boats, walking property boundaries, and securing facilities and equipment;
Responds to public inquiries concerning the utilization of City watershed properties, the location of City property boundaries and easements, and applicable laws and regulations;
Monitors public utilization of City reservoirs, park land, and associated facilities to ensure water protection, public safety, health, and welfare;
Provides field and technical support with natural resources and land stewardship management activities;
Investigates and documents pollution sources and collects evidence and samples as necessary;
Meets with landowners adjacent to the City’s watershed properties in order to assist with the resolution of encroachment issues and to secure land stewardship agreements;
May perform light preventative and corrective maintenance on City vehicles, boats, and water-analysis instruments to ensure safe and efficient operation;
Compiles reports of investigations, issues warnings, records statements, and collects findings for action taken and/or recommended;
Notifies local law enforcement agencies as necessary for compliance assistance;

Assists with the creation, development, and implementation of public education and outreach programs;
May facilitate activities conducted on watershed properties with emergency medical services, law enforcement, or other regulatory agencies;

Minimum Qualifications

Significant college coursework (eighteen (18) quarter or twelve (12) semester hours) in natural resources, environmental science, forestry, park management, wildlife management, or a closely related field. Substitution(s): One (1) year of field experience in natural resource conservation, protection, or restoration; wildlife management; or providing security within a park or facility may be substituted for the required education.

Possession of a valid motor vehicle operator’s license.

By the completion of the probationary period, must possess a valid Ohio Boaters Education Certificate.

Conservation Policy Manager

The Manager of Conservation Policy is an integral member of NEAq’s Conservation Policy team. Under the supervision of the Associate Vice President of Conservation Policy, the role supports ongoing efforts to advance NEAq’s federal and state legislative, political, and grassroots/grasstops advocacy strategy.

This is a full-time regular position offering a comprehensive benefits package. The schedule will be Monday-Friday 9:00 am – 5:00 pm with the option for a hybrid schedule, working some days on-site and some days remotely. Remote days are only available for residents of MA, RI, NH, ME, NY and VT. The position will require occasional work on nights and weekends.

ESSENTIAL FUNCTIONS

In conjunction with the Conservation Policy team, manage and execute the Aquarium’s federal and state legislative and political advocacy efforts by identifying opportunities to influence policy, and developing and implementing policy and advocacy strategies.
Identify, analyze, and track relevant public policies to stay informed about key advocacy issues and trends with the goal of further positioning NEAq as a thought leader and to take effective action on ocean conservation, marine animal protection and climate science.
Manage and coordinate cross-organizational public policy efforts by drafting written communications, participating in internal working groups, and assisting in the management of the Public Policy and Advocacy Working Group.
Develop a wide range of materials in support of the Aquarium’s Conservation Policy agenda such as talking points, testimonies, letters, factsheets, blogs, and social media content in conjunction with Marketing/Communications, Conservation Learning, Anderson Cabot Center for Ocean Life (ACCOL), and Community Engagement colleagues.
Represent NEAq at relevant public and government meetings, Capitol Hill and State House legislative hearings and other forums to promote the Aquarium’s mission and institutional policy agenda.
Represent NEAq with relevant external organizations and coalitions and engage with other non-governmental stakeholders to develop and advance shared priorities and campaigns.
Lead and manage strategic advocacy engagements and events that support the Aquarium’s Conservation Policy goals, including press conferences, legislative briefings, and meetings, coordinating with Marketing/Communications and other departments as needed.
Develop and manage relationships between the Aquarium and policymakers at the state and federal level.
Work in partnership with the Conservation Learning, Community Engagement, and other colleagues to identify and execute grassroots advocacy opportunities for physical and digital visitors, supporters, community partners, and staff to advance conservation priorities.
Assist the Conservation Policy team in other duties or projects and contribute to organization-wide activities and initiatives, including team building, fundraising, and professional development.

QUALIFICATIONS

Minimum Training and Experience

At least two years of direct experience working on local, state, or federal legislation, policy, and programs, including recent direct experience working with state and/or federal policymakers, legislative staff, agencies, or other officials.
Direct experience participating in and managing cross-organizational coalitions and coalition dynamics.
A bachelor’s degree preferred.

Knowledge, Skills, and Abilities

Policy and Advocacy Associate Manager

The Policy and Advocacy Associate Manager will focus primarily on Green Foothills’ work on the San Mateo County coast advancing climate resilience, protecting biodiversity and local farmland, advocating for smart land use planning, and engaging with coastal communities, organizations and agencies. Experience with environmental and land use policy and planning as it relates to the coastal zone (California Coastal Act, zoning and general plans, CEQA) is required for this position, as well as a fundamental understanding of coastal issues. Experience with both local and state-level legislative policy and/or advocacy is highly desirable. Other relevant skills include an understanding of climate resilience issues, ecology and conservation science, farmland preservation, and experience with community organizing. Responsibilities

Support strategies and programs for climate adaptation on the San Mateo County coast. Engage on land use plans and policy initiatives such as Local Coastal Program updates, transportation planning efforts, General Plan and specific plan updates, and policy proposals within the city and county governments that affect the coast.
Review and monitor development proposals to identify potential development threats to critical coastal resources. Advocate with decision-making bodies to ensure that harmful projects are mitigated, revised or rejected, and that development is planned wisely to avoid areas vulnerable to sea level rise and bluff erosion and to protect sensitive habitats and farmland.
Support climate-smart planning and policies that provide for affordable housing (especially farmworker housing), equitable transportation solutions including improved bike and pedestrian access, and protection of farmland and open space.
Support community leaders in marginalized communities in their leadership work to advocate on behalf of their communities, as well as to educate and inform their communities about climate issues such as heat risks, local resources, and emergency response.
Build relationships with coastal community leaders, nonprofits, Indigenous tribes, and agencies that focus on the San Mateo County coast.
Advocate on state legislation that benefits or impacts coastal climate resilience and protection of the coastal zone. Monitor state bills relevant to Green Foothills’ work and partner with organizations and agencies on state and regional policy efforts.
Write articles and action alerts in support of Green Foothills’ environmental and land use policy positions. Deliver oral public comment at city and county meetings. Assist in drafting comment letters on Environmental Impact Reports and other public documents and land use issues.
On an ongoing basis, build a thorough knowledge of land use regulation and policy, conservation science, and the local political landscape through research, participation in meetings, and self-education.
Support recruitment of applicants for the Green Foothills Leadership Program from the San Mateo County coast.
Support Green Foothills events on the San Mateo County coast.
As needed, support Green Foothills’ fundraising, marketing, and community engagement activities.

About you

3+ years of relevant work experience. Experience with environmental and land use planning and policy related to the coastal zone in San Mateo County.
Experience with both local and state-level legislative policy and/or advocacy (the California Coastal Act, zoning and general plans, and CEQA).
Understanding of climate resilience issues, ecology and conservation science, farmland preservation, and/or experience with community organizing.

Environmental Program Manager

The Environmental Program Manager will aid in the delivery of state and federal aid-funded construction projects. The successful applicant will assist in balancing project and program deliverability, scope, cost, and schedules; be part of a five-member team of technical project delivery managers with expertise in project design, environmental requirements, scheduling construction, and funding. The team will work with all representatives assigned to assist with project delivery, coordinate between central complex and district staff, and help to create a culture of increased accountability and streamlined processes.

• Technical Environmental Coordination: Coordinate with environmental project delivery team responsible for initiating, planning, and delivering NEPA documentation and technical resource approvals such as water resources, historic properties, noise and air, hazardous materials, and endangered species. • Environmental Risk Assessment & Mitigation: Identify NDOT program and project delivery risks and develop solutions to avoid project delays.
• Technical Project Management: Participate in and ensure continuous coordination and communication with Super Team (Technical Project Managers) to efficiently deliver construction program, reduce waste, and improve productivity and schedule reliability.

Requirements / Qualifications:

Minimum Qualifications: Bachelor’s degree in the physical sciences, natural sciences, environmental science, geology, biology, agronomy, civil engineering, environmental engineering, landscape architecture, or related field, AND three (3) years’ experience working with environmental documentation and/or compliance, specifically in the fields of NEPA, wetlands and waterways delineation and permitting, stormwater permitting, Historic Properties or other environmental technical support subject matter disciplines. Additional years of experience in the above work areas may substitute for the bachelor’s degree requirement on a year-for-year basis. Provides subject matter technical environmental planning support and leadership to minimize the environmental impacts of commercial, industrial, utility, transmission, development, infrastructure, construction, pipeline, and/or transportation related projects. Provides guidance for multi-site/phase environmental planning, site and impact assessment, restoration, land use management plans, public involvement, and ensuring environmental regulatory compliance and environmental permitting projects. Your Impact

Provide oversight with data collection efforts for identifying and compiling observational, spatial, and environmental data concerning a variety of matrices for projects, investigations, and surveys.
Ensure the appropriate use of topographic maps, aerial photographs, GPS data, and other visualization tools to determine exact locations of project areas, associated physical and wildlife sensitivities, and to uncover primary, secondary, and tertiary environmental impacts.

Who You Are

Required Qualifications

Bachelor’s Degree in Environmental Planning, Urban Planning, Geography, Environmental Science, Engineering, or a related field (or equivalent experience.)
10+ years of experience working in the environmental planning field, completing environmental surveys, fieldwork, habitat and construction support, impact assessments, and permitting.
Highly proficient expertise with environmental planning skills for a specific ecosystem(s), habitat(s), and/or applicable regulatory zone.

Government Relations Manager

Conservation Law Foundation (CLF) is seeking a Government Relations Manager (MA) to join our team working for a healthy and thriving New England for all. The Government Relations Manager is responsible for leading and coordinating CLF’s Massachusetts state legislative advocacy and relationships with state agencies including the Executive Office of Energy and Environmental Affairs and the Department of Environmental Protection. The successful candidate will be a key contributor to cultivating CLF’s long-term ability to influence public policy in Massachusetts, serving as an important strategic partner for shaping and implementing CLF’s advocacy priorities in the state legislature and with state agencies, and working in close collaboration with CLF’s VP for Massachusetts and CLF’s Program VPs. What you’ll need:

At least 5 years of relevant environmental policy, advocacy, government or lobbying experience, including drafting legislation, preparing written comments on legislation, testifying before legislative committees, and working directly with legislators;
Proven record of experience working in government relations or government service;
Extensive knowledge of legislative and agency processes and dynamics;
Ability to collaborate internally across programs and staff, and externally with partners, and earn trust as a strategic thought partner;
Knowledge of environmental policy and ability to quickly become proficient in new issue areas;

Senior Sustainability Paralegal

Under supervision of the Deputy Director, attorneys, and Supervising Paralegal from Sustainability Legal Affairs, but with considerable latitude for independent action or decision, the Senior Sustainability Paralegal will help lead a team of paralegals, and work on enforcement cases and projects with Sustainability Bureau staff. In the temporary absence of the Supervising Paralegal, the Senior Sustainability Paralegal may assume the duties of that position.

Duties include but are not limited to:
– Performing all areas of case management, including initial and continuing document preparation, scheduling and sharing information between the parties and the Court, and managing a case tracking system.
– Preparing reports and related analyses on cases and/or enforcement processes.
– Supporting collection of penalties and fines assessed.
– Working with Sustainability Bureau staff to promote effective enforcement and compliance.
– Assisting with the supervision and training of an enforcement team of paralegals.
– Completing special projects and assignments.
– Executing any other duties involving clerical or administrative tasks, as assigned.

Minimum Qualifications

1. A baccalaureate degree from an accredited college and three years of satisfactory full-time progressively responsible clerical/administrative experience, one year of which must have been in an administrative capacity or supervising staff performing clerical/administrative work of more than moderate difficulty; or
2. An associate degree or 60 semester credits from an accredited college and four years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience described in “1” above; or
3. A four-year high school diploma or its educational equivalent approved by a State’s department of education or a recognized accrediting organization and five years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience as described in “1” above;
4. Education and/or experience equivalent to “1”, “2”, or “3” above. However, all candidates must possess the one year of administrative or supervisory experience as described in “1” above. Education above the high school level may be substituted for the general clerical/administrative experience (but not for the one year of administrative or supervisory experience described in “1” above) at a rate of 30 semester credits from an accredited college for 6 months of experience up to a maximum of 3½ years.
