Summer 2025 Legal Intern

NRDC is seeking to hire a cohort of Summer Legal Interns to work on cases and projects with attorneys on our Litigation Team and within core issue areas (Human Health, Equity & Justice, Climate & Energy, and Wildlife). Intern positions are available in our New York, D.C., Chicago, Santa Monica, and San Francisco offices.

This posting is specifically for:

· full-time law students in their 2L year and

· part-time law students who have completed at least one year of coursework and who will not graduate before summer 2025.

There will be a separate posting for 1L positions later this fall, details below.
Responsibilities

NRDC’s summer legal interns support a broad range of our legal and policy advocacy. In past summers, intern projects have included researching and preparing legal memos in support of litigation and rulemaking proceedings; interviewing NRDC members and preparing standing declarations; helping draft and review portions of pleadings and briefs; helping prepare comments to submit to administrative agencies or legislative bodies; and helping craft proposed legislation to address environmental and public health problems. Our interns play an active role on the frontlines to protect our planet and the communities that depend upon it.
Qualifications

This internship is designed for current law school students. Prior experience in environmental law or with environmental issues is not required. When assessing candidates for the summer internship, we look for:

Political & Civic Engagement Coordinator

The Political & Civic Engagement Coordinator position is an exciting opportunity to assist and help implement Washington Conservation Action’s (WCA) candidate collaboration and civic engagement programs to increase the number of advocates for environmental justice who run for office and increase voter participation. This position partners with the Political & Civic Engagement Senior Manager and Director on the implementation and direction of the Political Program and projects. They will be assisting and implementing internal campaigns and external research projects and campaigns. The position will collaborate on work and campaign plans, partner with coalitions, and build external relationships with community members, potential candidates, and partners. This position will play a critical role in assisting with strengthening the organization’s commitment to racial equity and environmental justice through implementation of new areas of work and analysis of where the political and civic engagement programs need to bring a stronger equity lens to the work.

Responsibilities
Political & Civic Engagement

Collaborate with, and research potential candidates to run for office

This is a full time, non-exempt position with a salary of $59,000. Job Description

DVRPC seeks an Associate Director of Climate Strategy to coordinate the integration of climate action, including mitigation and adaptation, across multiple divisions of DVRPC. This new position will report to the Director of Community Planning. This high-level position requires advanced professional work with management, supervisory, and administrative responsibilities for several technical planning offices; a progressive approach and vision for integrating climate data, research, planning and programs into DVRPC’s work; and leadership in instilling collaboration across the agency. In addition, this position is charged with assisting upper management with administrative and compliance duties and commission-wide tasks.

Candidates should demonstrate deep knowledge and experience with issues around climate change, climate mitigation, and climate adaptation and resilience. As this is a growth area for DVRPC, the candidate should possess a vision of what role DVRPC can play in this space, how climate priorities can be integrated into metropolitan planning processes, how current processes can be evaluated or organized through a climate lens, and how best to integrate the work across functional units, including transportation and regional planning. The ideal candidate should also bring an understanding of the key partners working on climate in the region, including their needs and challenges. The candidate should also bring ideas and experience in best practices around community engagement and messaging about climate action.

Candidates will oversee the majority of work in the Offices of Climate and Environment and Sustainable Energy. Most staff currently working in those Offices are expected to report either directly or indirectly (whether Manager level or other) to this new Associate Director (AD), though some staff may remain reporting to the Livable Communities AD. Final organizational structure will be determined based on the candidate’s experience and expertise.

Beyond overseeing specific offices, additional responsibilities include managing consultant contracts for climate-related work, including DVRPC’s Clean Energy Transition Plan and Regional Resilience Landscape Assessment, working closely with the relevant DVRPC project managers; providing oversight and guidance on the MSA-wide Comprehensive Climate Action Plan, working closely with staff and stakeholders; providing guidance on DVRPC’s NREL Clean Energy to Communities Technical Partnership; and researching peer regions’ best practices in climate action. The candidate will support their staff by giving direction and oversight to a wide variety of climate planning and programming activities.

Other assignments include direct involvement in the development of DVRPC’s annual Unified Planning Work Program (Work Program), monthly progress report review, product review, participation in monthly Directors’ meetings, and outside partner coordination and relationship management. The candidate should be forward thinking and enthusiastic about coordinating with staff on the progression and integration of climate action into DVRPC’s planning work.

Assignments are performed in accordance with overall agency policies and professional standards. Work will be reviewed by the Director of Community Planning, with input from the Executive Director, and possibly other Directors, as appropriate, through meetings, coordination activities, and the evaluate of results.
Responsibilities

Directs the work of the Office of Sustainable Energy and the Office of Climate and Environment, acknowledging that there is flexibility in how these Office are currently arranged, and that new Offices could be created.
Provides direct input into the development of the annual Work Program, prepares budgets; works with Office managers to define projects and studies, determines work assignments and priorities, and undertakes related administrative actions.
Identifies and pursues new opportunities for funding in this rapidly evolving field, coordinating amongst staff and partners to prepare grant applications for government and philanthropic funds, pursues funding, and oversees administration of grants and consulting contracts.
Explores opportunities generated from new federal or state policies and programs, and advises on appropriate Commission responses, as well as ensures county and local governments are aware of these opportunities, and develops DVRPC might assist local governments in participating.
Establishes and maintains positive relationships across DVRPC to assure climate priorities are integrated into the agency’s work across all divisions and offices, including work related to transportation planning, community and economic development, and natural resource protection.
Develops and maintains constructive federal, state, county, municipal, nonprofit and institutional relationships, along with relationship building with peer regions, augmenting relationships held by existing staff.
Represents DVRPC at public and private meetings, conferences, and other events.
Develops and communicates annual performance expectations, prepares interim reviews, and year-end evaluations for supervised staff.
Develops methods of communication, mentoring, and encouraging professional development for direct reports and their staff.
Performs related work as required.

Qualifications

Extensive knowledge of the principles, practice, and objectives of climate action planning and programming, including both mitigation and adaptation, and the ability to relate this knowledge to metropolitan planning.
Knowledge of metropolitan planning organization (MPO) core functions, governing structure, and processes.
Experience with public policy and governmental affairs, and familiarity in cultivating grant opportunities is a bonus.
Demonstrated supervisory experience in a variety of projects, with proven ability to manage, motivate, mentor, plan, and direct professional staff.
Ability to exercise sound judgment to come up with appropriate, right-sized solutions for a regional approach to climate action.
Considerable knowledge of demographic and economic data sources, standard statistical techniques, and research methodology.

Minimum Experience & Training

A minimum of ten years of progressively responsible professional experience in climate planning, including at least three years in a supervisory or similar administrative capacity. A Master’s degree in city or regional planning, policy, public administration, design, or a related field is preferred.

Director, Public Policy Analysis

Opportunity to impact emerging regulatory and policy issues by performing analysis, as well as research on various issues important for the trade association for U.S. manufacturers of pulp, paper, packaging, tissue and wood products. This position serves as the primary resource to prepare quantitative and economic assessments of policy issues facing the industry.

Location:

This is a hybrid position with in-office and remote work. The selected person will be expected to regularly work two days in the DC office at 11th and K Street, NW. In-office workdays may increase based on business needs.

Qualifications:

DUTIES AND RESPONSIBILITIES:

The Senior Legal Director oversees Surfrider Foundation’s legal endeavors, including over 20 active and potential litigation efforts throughout the nation, and leads the legal strategy development for the organization. The Senior Legal Director also oversees and advises closely on legislative advocacy campaign strategy at the federal and state levels.

The Senior Legal Director liaisons with the Board of Directors regarding premier legal campaigns and assists with general counsel duties. The Senior Legal Director coordinates and oversees legal advocacy through the combined efforts of volunteer attorneys, legal interns, the Legal Issues Committee to the Board of Directors, Chapters and staff. Overall, the Senior Legal Director is charged with development and communication of litigation strategy and legal policy analysis for the organization to successfully focus on furthering Surfrider’s mission of protection and enjoyment of the world’s ocean, waves and beaches for all people.

The successful candidate will lead the advancement of organizational priorities and strategic plan goals, with primary responsibility for some matters, while also working collaboratively with outside counsel, staff, and Chapter members of the Surfrider Foundation.

DUTIES AND RESPONSIBILITIES:

Assist in creation and execution of legal strategies to advance the Surfrider mission and strategic plan goals;
Lead litigation efforts, assessing the viability of potential cases, formulating legal strategies, and representing the organization’s interests in court.

QUALIFICATIONS & EXPERIENCE

A Juris Doctorate from a U.S. law school and current bar admission in a state where Surfrider conducts mission-related work is required.
5 years’ experience with environmental litigation and advocacy, with a focus on coastal issues is preferred.
Litigation experience, including assessing case viability, crafting legal strategies, and courtroom representation
An effective team leader with strong written and oral advocacy, research, analysis, and campaign and leadership skills, including a track record of demonstrated success and a commitment to environmental protection.

Environmental Enforcement Specialist I

Examples of Duties

Conducts inspections of routine air pollution sources and control equipment that includes boilers, smoke stacks, manufacturing facilities, foundries, etc. Also, identifies and investigates sources at facilities operating without permits and inspecting facilities with permits to ensure continued compliance. Witnesses performance tests. Researches environmental regulations and concepts. Investigates complaints and issues enforcement documents, including Notices of Violation, to entities. Prepares Enforcement Action Referrals for submittal to Ohio EPA. Performs other job?related duties as required. Follows all operations and safety policies and safe work practices. Attends and participates in operations and safety training classes and demonstrates competence (demonstration of competence may be determined by exam.) Wears and properly utilizes safety equipment in accordance with Divisional policy at all times.

Minimum Qualifications

A Bachelor’s Degree from an accredited four-year college or university in Environmental Science, Chemistry, Physics, Biology, Geology, Engineering, Mathematics, or any other science-related field is required. A valid State of Ohio Driver’s License is required. Must be able to research environmental regulations and concepts. Must possess computer skills that include using Excel and Access. Must be fluent in English with strong oral and written communication skills in order to develop effective correspondence documents. An environmental background and regulatory compliance knowledge is preferred. Must have extensive knowledge of federal, state, and local air regulations and the expertise to apply and convey this knowledge to the public.

Conservation Project Manager

We are seeking a full-time Conservation Project Manager to join the Department of Conservation and Policy. The Department of Conservation and Policy team conducts applied research on the species and habitats of Long Island Sound and supports the development of policy that will improve the health and resiliency of marine and coastal systems. Current projects underway by the department include salt marsh ecology research, marine debris retrieval, and building partnerships to support regional environmental monitoring.
PRIMARY RESPONSIBILITIES

Manage new and ongoing conservation science projects
Coordinate logistics and scheduling for field research
Lead staff, volunteers, and/or interns during field research activities
Maintain organized inventory of research supplies
Conduct field research across multiple regional habitats
Assist with data entry and quality control, data analysis, statistics, and data visualization
Manage datasets and ensure all data are appropriately stored, backed up, and shared
Assist with writing of reports, grants, and publications
Assist with public presentations at local community events and scientific conferences
Supervise undergraduate interns
Support Director and other staff on overall program implementation as needed

We are especially interested in candidates with experience working in salt marshes who can be ready to hit the ground running and manage a new research project for the 2025 field season. The typical work schedule will be Monday through Friday from 9 am – 5 pm, but weekend, early morning, and evening work will be required periodically. Salary: $50,000 per year plus benefits. This position will be a term position with an expected end date of December 31, 2025, with possible opportunity for renewal thereafter.

Public Policy Researcher

Our Regulatory, Policy, and Economics portfolio has over 30 years of experience supporting the design, implementation, and improvement of Federal programs and is seeking a policy researcher to support clients like the Environmental Protection Agency and the U.S. Nuclear Regulatory Commission.

Join our multidisciplinary team of policy analysts, economists, attorneys, business analysts, scientists, and engineers. We combine legal, economic, engineering, and scientific research and analysis to solve unique public policy challenges through innovative, accurate, timely, and high-quality products and services. Our dynamic work environment involves working on multiple projects simultaneously, supporting a wide range of clients, and providing a wide range of support services. The position will be located in Reston, VA (with flexibility for telework considered), and is available immediately.

Ideal candidates will combine a detail-oriented approach and effective organizational capabilities, excellent verbal and interpersonal skills, and equally strong research, writing, and editing skills to work with our Federal clients to support their development and implementation of policies and programs.

What you’ll do…

Interact directly with clients within the EPA and NRC, among other agencies
Assist in compiling, drafting, formatting, and editing documents related to Federal agency rulemakings
Synthesize information from rulemaking documents, literature, and other technical reports
Analyze and summarize public comments on proposed rules
Attend intra-agency meetings and working groups and support document clearance processes
Assess the costs and benefits of proposed regulations
Draft reports, manuals, guidance, and regulatory language
Immerse oneself rapidly in varied projects for multiple clients
Provide other technical and administrative support to clients, as requested

What you’ll need…

Bachelor’s degree in environmental science, environmental policy, natural or physical science, public policy, government, or related subjects, plus 0-2 years of relevant work experience
U.S. Citizenship is required per Federal contracts
Ability to obtain and maintain a moderate-level government security clearance

WHAT YOU’LL DO

As the Director of Policy and External Affairs, you will play a pivotal role in advancing Good Energy Collective’s mission through strategic policy development, external engagements, and congressional outreach. You will lead our policy research efforts, manage relationships with key stakeholders, and serve as a primary voice for our organization’s policy positions.

Policy Development:

Strategize and Execute: Develop, refine, and implement a policy agenda that aligns with our mission and vision. You’ll lead efforts to craft and advocate for progressive nuclear policies.
Legislative Engagement: Field and delegate congressional requests for input on political and policy issues. Oversee the development and placement of legislation that supports our objectives.
Stakeholder Engagement: Inform and shape our policy agenda through regular interactions with external stakeholders, including governmental agencies, coalitional partners, academic institutions, and business interests.

Policy Dissemination:

Impact Tracking: Assist in the qualitative and quantitative tracking of our policy impact, ensuring our strategies are effective and aligned with our goals.
Public Communications: Develop public statements on policy matters, speak with the press, and represent Good Energy Collective at external events, conferences, and workshops.

External Partnerships:

Relationship Building: Strengthen and expand our network of external partners to further our mission. Engage with governmental, union, academic, and Tribal organizations to build broad coalitions of support.
Coalition Participation: Oversee our involvement in external coalitions and working groups, ensuring our policy priorities are well-represented and advanced.

WHAT YOU’LL BRING:

We are looking for a dynamic leader with a strong energy or environmental policy background and a passion for advancing social and environmental justice.

Experience: At least 6 years in energy or climate policy, with significant congressional engagement and advocacy expertise. Familiarity with the federal legislative process and nuclear energy is highly desirable.
Leadership: Proven ability to lead and mentor a team of policy analysts, fostering a collaborative and high-performing work environment.
Communication Skills: Exceptional written and verbal communication skills, with the ability to articulate complex policy issues clearly and persuasively to diverse audiences.
Analytical Expertise: Strong analytical skills to develop data-driven policy recommendations and assess the impact of legislative initiatives.
