Job Summary

Assists in administering water protection, wastewater pretreatment, and pollution prevention programs related to storm drain and sewer systems.
Representative Duties

Inspects pretreatment systems, businesses, and other facilities for compliance with applicable federal, State, and local codes, ordinances, and regulations pertaining to wastewater, stormwater, sewer system, and pollution prevention program regulations and discharge permit requirements.

Collects, tests, and analyzes waste effluents; inspects and samples sewer, storm drain, and pretreatment devices, including sewer and storm drain discharge lines; tests atmospheric gases in sanitary sewer systems; reviews and verifies the efficacy of proposed pollution control systems; may oversee sampling activities conducted by contractors.

Gathers, organizes, and maintains data for the preparation of reports regarding environmental compliance inspections and wastewater pretreatment programs to local, State, and federal agencies.

Assists in evaluating and preparing local and federal compliance monitoring reports, such as solvent and spill management plans, pollution prevention plans, stormwater, and pretreatment reports, baseline monitoring reports, and sample results to ensure compliance with local and federal regulations.

Researches rules, regulations, and other information pertaining to the reduction of water pollution related to wastewater and urban runoff programs.

Assists in developing policies related to environmental compliance and water resources pollution prevention programs; assists in evaluating and monitoring the effectiveness of established programs.

Informs and distributes educational literature to local businesses, residents, City employees, and the general public regarding best practices to reduce urban runoff water pollution and support pollution prevention efforts.

Responds to and investigates illegal discharges to sewers, streets, and storm drains, including complaints regarding sewer stoppages, water pollution, and damage to public property by improper waste disposal practices.

Enters and certifies sanitary overflow reports into the California Integrated Water Quality System (CIWQs).

Participates in requests for proposal for construction services and bid processes; ensures contractor compliance with City specifications, policies, and procedures, and service quality.

Provides support for City construction projects, including monitoring progress and evaluating and approving invoices and payments.

Reports violations of regulations and City ordinances and assists in collecting samples as evidence for legal proceedings.

Serves as a witness in court cases involving industrial waste disposal practices, as required.

Provides information and assistance to City staff regarding waste disposal requirements and solutions in order to ensure the health and safety of the general public.

Duties/Responsibilities

Inspects plant, facilities, conveyance or treatment systems to determine efficiency of operations, maintenance requirements, compliance with appropriate standards or requirements and conducts necessary quality control reviews;

Responds to emergency situations, assigning and/or coordinating the work of maintenance crews, treatment operations staff, and communicating with appropriate units, departments and other agencies;

Participates in the development and implements staff safety and training programs, recommends long-and short-range goals, objectives and policies affecting personnel, operations, overall efficiency and compliance;

Ensures safety and quality of treatment processes and operations and monitors the activities of the field operations group, support and operations staff for compliance with local, state and federal safety standards, regulations and mandates with specific emphasis on National Pollutant Discharge Elimination System (NPDES) permits and requirements, including bio-solids and storm water;

Coordinates work, maintenance operations, maintenance of equipment, and other activities with other units, departments, agencies, public entities, vendors and contractors to minimize interruption of processes or service provided;

Participates in capital improvement planning, construction plans reviews, and makes recommendations for enhancements, improvements, or changes in service, processes or equipment to plant, facility, or systems;

Forecasts and monitors the facility or unit operating expenditures, prepares and submits facility or unit’s annual budget for approval;

Maintains records and prepares routine and special reports;

Reviews, evaluates, and analyzes data, operational records, interprets regulations and makes recommendations to changes in processes, policy, and procedures to remain compliant with standards and regulations and improve the efficiency of wastewater systems or treatment processes;

Oversees support and clerical staff involved in maintenance scheduling, data collection and recording and operational and regulatory reporting activities;

Works with Field Operations Manager in planning, coordinating and administering the implementation of a year round vector control program, the odor control program and other special projects and programs within the public sewage conveyance system;

Makes recommendations on hiring, promoting and disciplining employees;

Performs as a Field Operations Manager or WWTP Manager in their absence and may be required to sign or certify and be accountable for compliance reporting and notices of violations.

Minimum Qualifications

(1) A Bachelor’s degree from an accredited college or university with a major in civil or sanitary engineering, management, biological science, hydrology, chemistry, environmental technology, environmental science, environmental engineering, or closely related field as defined by the appointing authority at time of recruitment and two years of experience in management, administration, construction, installation or operation and maintenance of sewer collection, or treatment systems, or other wastewater facilities, plus one year of supervisory experience (which may be concurrent with general experience).

(Relevant experience and/or education from an accredited college or university may be substituted.)

OR:

(2) Three years of experience with Pima County as a Wastewater Operations & Maintenance Technician Supervisor, or as a Public Works Crew Supervisor.

OR:

(3) Five years of experience in the operation and maintenance of a large (in excess of five million gallons per day), secondary wastewater treatment facility, including two years in a supervisory or managerial capacity.

Environmental Inspector

The Virgin Islands Waste Management Authority is currently seeking qualified applicants to fill the position of Environmental Inspector.

DUTIES AND RESPONSIBILITIES:

Performs inspection at building sites, public facilities, private homes, landfill, and

Project Level Biologist

SWCA Environmental Consultants is seeking a Project Level Biologist with experience in natural resource management and biological studies for our Northern California Region. We are seeking a candidate who is looking to develop or continue a long-term consulting career that combines high-level technical expertise, business acumen and the potential for leadership. Candidates located in the Monterey Bay and San Francisco Bay areas are encouraged to apply to support the volume of infrastructure projects in those areas. Minimum of a bachelor’s degree in biology, ecology, environmental science, or a related field required, Master’s degree highly desired.
At least 5 years of progressively responsible experience in biological surveys and resource management in either the public or private sector.

Ability to promote SWCAs services internally and externally.
Must have a current and valid driver’s license, with the ability to drive multiple types of vehicles, trucks, and 4×4’s

Assistant Teaching Professor – Environmental Studies

The Department of Environmental Studies within the College of Natural and Health Sciences at The University of Tampa invites applications for a full-time, renewable, non-tenure track position at the Assistant Teaching Professor level beginning in August 2024.

This position will have primary teaching responsibilities in non-majors courses (e.g., Environmental Science, Biodiversity Conservation, Urban Sustainability) with the opportunity to contribute to introductory courses for Environmental Studies majors. Area of expertise for this position is open.

Sr. Environmental Planner

SUMMARY

Directs the preparation of environmental impact studies, assessments and statements, historical preservation studies, and appropriate documentation to ensure conformance with applicable federal, state and local laws, rules and regulations; oversees the proper implementation of same and, therefore, maintains MARTA’s eligibility for matching federal funding for construction, expansion, and modification of the transit system. Oversees consultant contracts and reviews work and deliverables. Interacts with federal, state, and local agencies and represents MARTA in meetings and public forums.

ESSENTIAL DUTIES AND RESPONSIBILITIES

1. Researches and determines appropriate environmental documentation required by federal and state regulations, related to the development, expansion, or modification of MARTA’s transit system.

2. As required by federal and state law, determines application of historic preservation rules and regulations for the development, expansion, or modification of MARTA’s transit system.

3. Administers contracts with consultants for environmental and historic studies. Oversees and reviews consultant work and deliverables.

4. Develops schedules for completion of environmental and historic preservation studies with other MARTA divisions and general consultants.

5. Solicits and compiles federal, state and local agency review comments of MARTA-prepared environmental documents.

6. Researches and prepares environmental planning documentation regarding future transit lines, services, and facilities to support efforts for inclusion in regional transportation planning processes such as the Regional Transportation Plan (RTP).

7. Coordinates the National Historic Preservation Act eligibility review process with the State of Georgia’s Historic Preservation Office and/or the Department of the Interior.

8. Participates in meetings and hearings and represents MARTA to stakeholder and community groups.

9. Prepares and processes correspondence with GDOT, FTA, and other agencies, including but not limited to assessments of effect and memoranda of agreement.

10. Performs other related duties as assigned

EDUCATION and/or EXPERIENCE

Bachelor’s degree in Urban Planning, Architecture, Engineering Management, Environmental Science, or related discipline. Thorough knowledge of federal, state, and local laws and regulations pertaining to environmental impact studies and historic preservation required. Minimum of six years progressive experience performing environmental analysis and historic preservation studies, including research, writing, and preparation of the various and many required documents. Well-developed and highly effective verbal, writing, analytical and problem-solving skills necessary. In lieu of a degree, directly related experience may substitute on a year-for-year basis.
