Essential Duties & Responsibilities:
Employees at this level are required to be fully trained in all procedures related to their assigned area of responsibility as enumerated below.
Perform duties in support of infrastructure planning and rehabilitation programs.
Develop and maintain Castle Rock Water’s computer models. The position will provide modeling support for operational planning and efficiency improvements, future growth planning, water supply and groundwater operations, and development support.
Develop and maintain an infrastructure rehabilitation planning model.
Develop and maintain standards for water infrastructure. This will include standard details, technical criteria manuals, and technical specifications.
Serves as the primary contact for technical utilities development review issues and status updates.
Work with Castle Rock Water’s Operations Division for operational data collection. This data will be used to support and develop operational reporting systems.
Schedules, tracks, and prepares progress reports. Provides reports to immediate supervisor, department director and/or others as needed.
Recommends and develops standards, criteria and details related to area of discipline.
Ensures compliance with Municipal Code, Town regulations, master plans, policy and criteria, state and federal requirements, and good engineering practices.
Responds to inquiries. Performs general administrative duties.
Supervises utility development staff and construction inspectors. Supervisory duties include instructing, assigning, reviewing, and planning the work of others; monitoring standards; coordinating activities; allocating personnel; recommending employees transfers, promotions, and salary increases as appropriate.
Manages the utility development review process within established schedules and timeframes. Establishes methods for providing effective and timely plan review and approval. Monitors and evaluates the quality, efficiency and effectiveness of the plan review and approval process.
This position will conduct on-site project evaluations and attend out of office meetings
May prepare cost estimates.
May assist in the development or updating of Town ordinances, design criteria and standards.
May perform basic engineering design and project management for department projects.
Performs other duties as assigned or as necessary
Minimum Qualifications:
An equivalent combination of education, training, and experience that demonstrates required knowledge, skills, and abilities may be considered.
Education: Bachelor’s degree in Civil Engineering or related discipline
Experience: Four (4) years’ of related technical engineering experience, including a minimum of two (2) years’ of supervisory experience; or any equivalent combination of education, training, and experience
Licenses and/or Certifications Required:
Valid Driver’s License
Preferred Qualifications:
Registration as a Professional Engineer
Master’s degree in Water Resource Engineering
Knowledge, Skills, and Abilities:
Thorough knowledge of the principles and practices of municipal construction of water, sanitary sewer, and drainage infrastructure, and development projects.
Knowledge of Town, state and federal engineering and environmental standards and regulations related to development.
Advanced knowledge of hydraulic modeling software and engineering principals related to water.
Ability to communicate effectively with others orally and in writing.
Ability to effectively read, interpret and analyze complex data and information including construction plans for compliance with Town standards and policies.
Ability to apply Town standards and polices to the CIP process.
Ability to provide guidance, assistance, and interpretation to others on application of regulations, procedures and standards.
Ability to use mathematical skills to generate reports, answer inquiries, read maps, verify hydrologic and hydraulic calculations and cost analysis.
Working knowledge of Microsoft Word, Excel and Power Point, including advanced knowledge of Excel including Pivot Tables.
Ability to establish and maintain effective work relationships with others.
Ability to work independently in the absence of supervision.
Skill in supervising and directing the work of others.
