Special Assistant to the Commissioner

The Special Assistant provides logistic and programmatic support to each of the four teams (Admin, Climate Planning, Energy, and Historic Preservation) in the Environment Department. Sample projects include mapping and data visualization in QGIS; analyzing the intersection between historic preservation and building energy efficiency; assisting with budget preparation; analyzing state policy and its impact on Boston’s policy priorities; and maintaining the parking freeze invoicing and permit issuance.

In addition, the Special Assistant serves as the Commissioner’s scheduler and undertakes certain recurring administrative tasks, as well as completing special assignments from the Commissioner. Administratively, the Special Assistant will schedule meetings with internal and external stakeholders; compose the weekly cabinet report; draft policy memos; and coordinate off-site department meetings.

Responsibilities:

Provides written, analytic, and logistical support to the various department teams to facilitate their short and long term project success.
Provide GIS visual mapping ability for the department and its programs.
Draft internal memos on department policy and external facing content for department stakeholders.
Analyze and summarize existing state and federal regulations that impact department projects.
Write summaries and comparisons of Massachusetts state house bills on legislation that could impact department policies, projects, or programs.
Coordinates appointments and activities of the Commissioner.
Composes letters, memos, and other written communications for the department and the Commissioner.
Write the weekly cabinet report.
Maintain the Air Pollution Control Commission invoicing process, including monitoring when invoices are ready, documenting and sending, answering questions and adjusting invoicing information, and issuing permits.
Provide programmatic coverage during staffing transitions as needed.

Minimum Entrance Qualifications:

1-2 years of government or private sector administrative work, preferably with an environmental or historic preservation field.
A bachelor’s degree can be substituted for all years of experience. Degree in history, environmental science/studies, political science, or related field preferred.
Experience with Google Office Suite, Microsoft Office Suite, and Windows required. Experience with QGIS prefered.
Ability to exercise good judgement and focus on detail as required by the job.

Environmental Analyst

Job Summary:

Responsibilities include overseeing, communicating, and assisting with the implementation of remediation, emergency response, and waste related environmental programs, guidelines, and compliance strategies for company business units and facilities. This position has direct responsibility and oversight for manifesting, shipping and disposal of all waste generated through the spill response and substation remediation process. This position also provides feedback to contractor foreman on effectiveness of the implementation of contractual obligations. Position expected to interface with regulatory inspectors and the public as encountered during field activities.

Specifically, this position has direct oversight for contractors responsible for sample media collection affiliated with emergency spill response and substation remediation. Additional responsibilities include contract reviews, prepares reports, and communicates findings with clients, as well as training for applicable business units and assistance with Storm Emergency Restoration Preparation (SERP).

This position may be filled as an analyst I, II or Sr. depending on educational background, experience, and qualifications. The position can be located in either Atlanta, GA or Forest Park, Ga.

Job Duties and Responsibilities

Research Technician

SUMMARY: Perform research activities that support the RSENR mission and ongoing research on hydrology and geomorphology by conducting research and coordinating the Jefferson laboratories. Perform hydrology and geomorphology fieldwork in streams, on lakes and shorelines, and in forested and urban environments. Drive a University vehicle to offsite locations to collect data and install and maintain sensors. Coordinate and maintain the Jefferson lab space and laboratory/field equipment. Environmental Compliance Coordinator

Job Summary

This position ensures company compliance with air, water, oil, chemical, and waste permits as well as federal, state, and local environmental regulations. The successful candidate will:

Energy Manager

Job Summary:

The Energy Manager is responsible for promoting and facilitating energy conservation by identifying and implementing various options for saving energy, leading awareness programs, and monitoring energy usage and utility rates. They focus on energy conservation and energy efficiency of campus systems and are the leader of the university energy programs. The Energy Manager works hand in hand with the leadership of HVAC, Electrical, and Plumbing groups under the direction of the Director of Utilities.
Duties & Essential Job Functions:

1. Promotes energy efficiency by developing and implementing university energy efficiency measures.
2. Calculates/determines energy efficiency and savings, develops energy efficiency program strategies, and makes recommendations to the university staff and leadership by evaluating energy audit and inspection information.
3. Obtains important information pertaining to energy efficiency on campus and in campus facilities by conducting energy audits, inspections, and studies.
4. Provides monthly and annual electric, gas, and water utility reports for Facilities staff, track utility budgets, and track the Energy Utilization index (EUI) for the campus. Manages energy tracking, performs statistical analysis for strategic planning and forecasting, establishes utility benchmarks, and outlines cost savings targets and objectives.
5. Provides technical expertise in the identification of operational performance improvements and implementation strategies.
6. Analyzes and provides technical expertise in electrical, mechanical, HVAC, controls, water, wastewater, irrigation, building envelope, and lighting systems, to recommend improvement measures for equipment and components to minimize utility costs.
7. Identifies opportunities for energy efficiency improvements in existing facilities and develops implementing projects by applying knowledge of energy engineering principles and building systems.
8. Promotes and creates a university awareness of energy efficiency and conservation programs and initiatives by preparing and delivering presentations and marketing energy efficiency programs on campus.

Environmental Scientist – Air Quality/Environmental Health

Job Description:

The Division of Air Quality of the Unified Government Health Department is seeking to hire an Environmental Scientist. Duties include reviewing air permit applications; emission calculations; writing and issuing both construction and operating permits; conducting compliance inspections of air pollution sources; responding to citizen complaints and other related duties as required.

Qualifications:

A bachelor’s degree in the sciences, engineering, or closely related field is required; or, any equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above. Desired skills include ability to learn the highly technical aspects of air permitting; good written and oral communication skills; managing multiple priorities. Staff Geologist

General Responsibilities:
Evaluate and interpret subsurface field and sampling data including soil and groundwater to develop conclusions concerning the environmental and geologic site conditions. Generate subsurface maps and cross-sections and collaborate with engineering and environmental scientist staff on projects. Oversee field monitoring and testing of soils including boring investigations and soil type classification. Interpret soil, bedrock and groundwater elevation and quality data. Prepare written plans and reports related to site investigations, assessments and remediation activities. Projects may include construction projects focusing on earthwork and structural foundations; well design and sampling; environmental assessments including Phase I/II site assessments; seismic risk assessments.

Essential Roles and Responsibilities:

Follow safety rules, guidelines and standards for all projects. Participate in pre-task planning. Report any safety issues or concerns to management.
Be responsible for maintaining quality standards on all projects.
Proficient Geologist/ Hydrogeologist responsible for conducting site testing and making recommendations for systems design on smaller projects of minimal complexity.
May assist more senior Geologists on large, more complex projects.
Performs site visits, field observations and field data collection or assignments.
Implements technical requirements to complete client projects by directing and supervising field staff to sample, test and collect data and/or document site activities.
Responsible for developing written proposals to clients for approval by senior level professionals.
Evaluates moderately complex laboratory and field data and assembles in written reports.
May serve as team member or participate in meetings and communications with client pertaining to specific projects/tasks.
