POWER Engineers’ Environmental Division provides planning, permitting, engineering, site assessment, and corrective action services to clients worldwide. Across multiple industries, our diverse staff specialize in the areas of air, water, waste, ecological and cultural resources throughout our 45 offices located across the country and internationally.

We seek a highly motivated Project Manager, Planner for full-time employment in support of our Midwest Project Management and Planning Department. The selected candidate would join a team of more than 230 environmental professionals across the U.S. This position will report to the Richmond, Virginia office with the ability to work remotely from Roanoke, Virginia area. The candidate selected for this position may work remotely full-time at a location other than a POWER Engineers designated office/job site. Employees may travel to a POWER office for periodic meetings.

Roles and Responsibilities

The primary focus for this Project Manager, Planner will be on electric transmission line and substation routing and siting in Virginia, West Virginia, and Kentucky. The ideal candidate will be a collaborative and responsive professional, with strong communication and organizational skills. Responsibilities include but may not be limited to:

Managing and directing routing/siting studies, analyses, and associated reports
Working collaboratively with multi-disciplinary teams which could include engineers, attorneys, planners, permitting and environmental specialists, and real estate experts
Preparing and monitoring project scope, schedule, and budget
Attending and participating in open houses and public meetings
Providing advice and direction on state filing requirements
Preparing PUC, SCC applications
Leading and supporting business development efforts
Developing and maintaining client relationships
Up to 25% of travel is expected

Required Education/Experience

B.S. or B.A. in Landscape Architecture, Environmental Planning, Geography, Environmental Science, Civil Engineering, or related degree
Two (2)+ years of project management experience or seven (7)+ years of planner experience with a preference for performing routing and siting studies and state applications for energy-related projects
Extensive knowledge and demonstrated expertise in federal and state environmental policy and regulation is required
Strong written and verbal communication skills, defining and understanding client requirements, managing expectations, communicating with clients and project staff

Preferred Education/Experience

Master’s degree in Landscape Architecture, Environmental Planning, Geography, Environmental Science, Civil Engineering
Project Management Professional certification; other professional certifications as applicable to technical expertise

Organizational Overview

The Environmental Compliance Group (ECG) is part of the BNL Environmental Protection Division (EPD). The group’s mission is to ensure that the Laboratory operates effectively while meeting regulatory requirements of numerous environmental laws including: National Environmental Policy Act (NEPA), multiple cultural resource laws, Clean Air Act (CAA), Clean Water Act (CWA), Safe Drinking Water Act (SDWA), Federal Insecticide, Fungicide, and Rodenticide Act, Resource Conservation and Recovery Act (RCRA), Site Sustainability requirements under DOE Order 436.1a, and Department of Energy monitoring and reporting requirements. The group interfaces with a broad spectrum of the Laboratory line organizations to collect, review, and report environmental data to DOE and regulatory agencies as well as promote sustainable business principles across the Laboratory. The group is responsible for preparing the annual Environmental Monitoring Plan, the annual Site Environmental Report, the annual Consumer Confidence Report, and supports the development and execution of the Lab’s Site Sustainability Plan (SSP).

Position Description

EPD has an opening for an Environmental Compliance/Environmental Engineer II in the ECG. The primary responsibilities for this position will be to work under the direction of the Environmental Compliance Manager to manage the Air Compliance program for the Laboratory in accordance with Clean Air Act regulatory requirements administered by the Environmental Protection Agency (EPA) and the New York State Department of Environmental Conservation (NYSDEC). BNL maintains a Title V permit issued by the NYSDEC that covers all aspects of the Clean Air Act requirements. This position also provides support in the development of the Lab’s Site Sustainability Plan (SSP), tracks progress on goals within the SSP associated with greenhouse gases, refrigerant management, purchase and use of electric and hybrid electric vehicles, travel and commuting impacts on climate, and purchase of products with associated air impacts. The Air Program is also responsible for updating the appropriate chapters of EPD’s Environmental Monitoring Plan, writing the Air Chapter of the annual Site Environmental Report, developing and submitting quarterly Air Emission Reports, Title V Semi-Annual and Annual Certifications, Mandatory GHG Emissions Report, NYS Annual Air Emissions Statement, and preparation of Title V permit renewals. This position will also have broad responsibilities to support development and review of environmental documents developed by the NEPA program.

Essential Duties and Responsibilities:

Under the direction of Environmental Compliance Manager:

Have primary responsibility for the Lab’s Air Compliance program:
Managing Title V permit
Completion of various regulatory reports/deliverables
Assessing impacts of new and/or amended Clean Air Act requirements
Technical report writing including writing applicable chapters in the annual Site Environmental Report and Environmental Monitoring Plan
Participate on the Site Sustainability Team assisting in the preparation and reporting on the annual SSP.
Participate in technical review of documents, e.g., technical plans, health and safety plans, engineering designs.
Participate in internal environmental assessments.
Participate on the EPD Spill Team as a responder.

Position Requirements

Required Knowledge, Skills, and Abilities:

A minimum of a bachelor’s degree in engineering, Environmental Sciences or related field.
A minimum of seven years with progressively responsible related work experience.
Primary experience with Clean Air Act compliance and some experience with one or more environmental compliance programs (e.g., CWA, NEPA, RCRA, pollution prevention or sustainability).

Water Quality Program Specialist

The Water Quality Program Specialist is responsible for tracking water quality from the watershed through the distribution system in accordance with all federal and state drinking water regulations. This position will report to the Water Quality Program Administrator. The candidate will serve as technical resource to the Water Treatment Plants (WTPs), the Distribution System, and the Environmental Services Facility, ensuring best management practices are used for compliance with all drinking water regulations.

DUTIES:
• Maintains compliance with the Safe Drinking Water Act and other Federal, State, and local regulations pertaining to water treatment and distribution systems.

Summary

The Environmental Scientist supports Authority/Canal Corporation staff to ensure that the Authority/Canal Corporation meets its environmental regulatory and stewardship obligations and licensing commitments related to fisheries , and aquatic and terrestrial invasive species in a sound and cost-efficient manner. The incumbent ensures environmental compliance associated with Authority/Canal Corporation projects and program areas including, but is not limited to, fisheries, stream and wetland protection, threatened and endangered species, SEQR and FERC licensing. Ensure that work conducted on Authority property is conducted in an environmentally sound manner, meeting all regulatory requirements in a cost-efficient manner. The intent of this responsibility is to create value for the Authority through compliance with regulatory requirements while minimizing the adverse effect on Authority operations.
Document regulatory requirements and manage the process of informing outside audiences (including agency personnel, landowners, government officials) of the Authority’s work and the conclusions drawn therefrom.
Develop scopes of services, review bid proposals, evaluate the suitability of proposed vendors and participate in contract negotiations for a broad suite of environmental services; maintain current Trustee approvals; provide quality assurance oversight of vendor services through feedback from other departments.
Review and interpret State and Federal Regulations in the areas of responsibility that may affect Authority operations including the preparation of applications to attain/maintain the permits for compliant operation under all applicable regulations and statutes.

Knowledge, Skills and Abilities

Substantial knowledge of other disciplines; capable of representing technical issues associated with the Authority’s interests at senior-level meetings and outside groups.
Knowledge of state and federal agency regulations regarding environmental issues, hydropower plants, and fossil fuel plants is required.
Ability to write concise analyses of alternatives, present the results of deliberation in a concise fashion, and develop consensus within a group of varying disciplines.
Ability to make independent decisions through the extension of a highest technical understanding of one or more specific facets of environmental management.
Strong project management and planning skills; ability to manage contractual matters and consultant work efforts, develop and implement work plans, coordinate the activities of all persons involved in projects to ensure on-time products that meet goals.
Ability to work with colleagues to coordinate environmental compliance efforts related to issues from Authority Operating Facilities, Business Units, the regulatory community (including but not limited to NYSDEC, NYCDEP, EPA, and DOT) and Authority customers as required.
Ability to influence decision-making by other disciplines through technical understanding and interpersonal skills. Leadership is exercised through depth of knowledge and recognition as discipline expert.

Education, Experience and Certifications

Bachelor’s degree with more than 10 years of service in Geosciences, Biological Science, Environmental Science or comparable field.
An advanced degree and/or Professional Certification in a related field, is preferred.
Experience in a variety of utility industry issues, FERC licensing, transmission line siting, utility ROW vegetation management and environmental permitting with particular expertise in one or more specific environmental area.

Environmental Analyst – Water Quality Division

NEIWPCC is seeking a full-time Environmental Analyst to support the implementation of various water-related initiatives in support of our mission to help the states of the Northeast preserve and advance water quality.

What You’ll Do

As a NEIWPCC Environmental Analyst, you will manage a variety of projects related to Water Quality Standards (WQS), nutrient and numeric water quality standards, mercury, Total Maximum Daily Load (TMDLs), Clean Water Act 303(d) national listing, and other related topics, and will organize and provide leadership for NEIWPCC’s workgroups on these topics. You will develop and administer work plans, budgets, and contract/grant amendments, and you will serve as project manager for the Long Island Nitrogen Action Plan (LINAP), which includes the supervision of regional staff. You will also collaborate with internal and external partners on cross-cutting issues, develop and review Quality Assurance Project Plans as needed, maintain appropriate webpages on NEIWPCC’s website, and assist with the development of water quality-related education and outreach materials.

What You Bring / Preferred Qualifications

The successful candidate will have a passion and interest in preserving and advancing water quality. Ideally the candidate will have a degree in environmental studies, public policy, public health, biology, chemistry, or related field, and have technical or professional related experience. Experience working with a broad range of stakeholders in implementing environmental programs, as well as knowledge and experience with aspects of water quality, watershed management, and federal environmental laws and regulations is required. Excellent interpersonal and organizational skills, strong computer skills and the ability to perform basic statistical analysis is desired.

Logistics

This full-time NEIWPCC position will work 7.5 hours per day and is based out of NEIWPCC’s Headquarters office in Lowell, MA. Duties will be performed largely in an office setting with occasional travel, for which a valid driver’s license and private means of transportation is required. After six months of employment, this position may be eligible for a partial telework schedule for office-based duties, subject to approval and determined by program and office needs. Proof of COVID-19 vaccination required.
