Southwestern Energy is searching for an Air Quality Regulatory Specialist to join our HSE Regulatory Affairs team.

As a Staff Air Quality Specialist, you are responsible for the execution of state and federal permitting, compliance, and reporting activities. You will support all air quality and compliance efforts of including those associated with exploration and production, oilfield services, and midstream activities, with a primary focus on Pennsylvania. The Staff Air Quality Specialist will report directly to the Air Program Manager. This position will require travel to remote sites, sometimes overnight.

To be successful in this role you will:

Have expertise with air permitting, emissions inventories, federal and state recordkeeping and reporting, managing emissions testing, and interacting with regulatory agency personnel
Be a SME on all air-related issues, providing guidance on statutory/regulatory interpretation and program implementation, and assist in the creation and execution of educational and training efforts
Assist in the development, implementation and maintenance of policies, programs, processes, systems, and tools related to air quality permitting and compliance
Conduct internal compliance assessments and conduct gap analysis of SWN air quality programs and systems
Will conduct both voluntary and mandatory emissions related evaluations, recordkeeping, data gathering, and reporting activities
Be responsible for understanding current air regulations, both federal and state, and for tracking proposed regulations to identify potential impacts

Qualifications

Your Background Includes:

BachelorÔÇÖs Degree in Environmental Sciences, Engineering or related field of study
Seven or more years of experience directly related to air quality permitting and reporting. Air quality and compliance experience with domestic oil and gas production activities required, particularly in Pennsylvania.
Strong working knowledge of federal (e.g. NSPS JJJJ, NSPS OOOO, NESHAP ZZZZ, NESHAP HH, Subpart W) and relevant state air regulations and GP-5, GP-5A and Plan Approval processes is required.
Working knowledge of database management, Microsoft Office, ProMax, GRI-GlyCalc, and other relevant software applications.

Environmental Specialist 2

The Ohio Environmental Protection Agency wants you to be our newest team member inside the Division of Air Pollution Control at our central district office in beautiful downtown Columbus.

As our Environmental Specialist, you will, among other things, evaluate, prepare and process permit to install, as well as permit to operate applications while making sure to focus on both state and federal air pollution control regulations.

You will conduct inspections of existing and new air pollution emissions units from different aspects, including industrial, commercial and institutional. You will play a major role in helping to observe and evaluate compliance performance tests, while preparing inspection and site investigation reports and conducting air pollution complaint investigations.

As a leader, you will also perform special field investigation research studies and prepare legal documents and will testify at pre-hearing conferences, adjudication hearings and civil court proceedings, as needed.

Qualifications

Education:
BachelorÔÇÖs degree in Engineering, Finance, Sustainability, or another technical field, with demonstrated knowledge of energy systems, energy use metrics, and the deregulated energy market.

Experience:

Minimum of seven (7) years of progressively responsible experience with energy management (including demand side management) and project management with demonstrated knowledge of energy systems, energy use metrics, and the deregulated energy market.
Minimum of three (3) years of supervisory experience.
Prior experience with large data sets, energy use metrics or commodities purchasing.

Thorough knowledge and expertise with Demand Side Management programs.

Project Specialist, Green Infrastructure

The Project Specialist, Green Infrastructure, of the College of Agriculture, Urban Sustainability and Environmental Sciences (CAUSES) of the University of the District of Columbia (UDC) reports directly to the Director of the Center for Resilience, Innovation, and Infrastructure. Key areas of responsibility include creating, planning, developing, implementing, and monitoring projects and programs that lead to a quantifiable reduction in non-point sources of pollution and advancing the state of practice in building design and construction, promoting sustainable design and innovation, becoming a recognized knowledge-based node in the global network of infrastructure experts, and the assisting and leading with the integration of academic and community education programs within CAUSES. The incumbent understands green infrastructure practices and programs and building mechanical and ecological (ecosystems-based) systems. Work is oriented towards short-term and multi-year projects. The incumbent must be a team player, work effectively and efficiently with diverse internal and external constituencies, perform all duties with a high degree of independence and initiative, communicate effectively, work well under pressure of deadlines and be familiar (or familiarize themselves) with the rules, regulations, policies and procedures of the college, the university, and program sponsors.

Science Director

Riverkeeper is seeking an experienced scientist with vision to fill the role of Science Director, a new position that will redesign RiverkeeperÔÇÖs water quality monitoring programs, and oversee its Habitat Restoration Program. A member of RiverkeeperÔÇÖs management team, the Science Director will have a high-profile voice on water quality issues, including climate impacts, affecting the Hudson River and its tributaries, and associated drinking water supplies. In addition to demonstrated water quality science knowledge, the position requires strong strategic planning, stakeholder and partner collaboration, management, and data communications skills. The position requires a command of scientific issues related to recreational and drinking water quality, as well as fluency with related regulatory and policy issues. The position requires extensive and effective collaboration with RiverkeeperÔÇÖs Community Science Manager, its Habitat Restoration Team, its President, and with its legal, advocacy, communications and development teams.

Since 2006, Riverkeeper has monitored water quality in the Hudson River Estuary and its tributaries, focused on measuring fecal indicator bacteria (FIB) to answer questions about when and where the water is safe for recreation. This data has been gathered on the Estuary primarily from RiverkeeperÔÇÖs patrol boat and in partnership with Columbia UniversityÔÇÖs Lamont-Doherty Earth Observatory and for many years CUNY Queens College. In tributaries, data has been gathered with the partnership of dozens of community scientists who volunteer time to gather samples. Advocacy built on the program has had significant impact, including contributing to millions of dollars of wastewater infrastructure investments, and helping to establish new programs devoted to drinking water source protection. Riverkeeper maintains lab equipment for FIB in its own office space at the Hudson River Maritime Museum in Kingston, at the Sanctuary for Independent Media in Troy, and on our own or partner boats. Riverkeeper envisions building on pilot youth engagement efforts to support education and employment of youth centered on RiverkeeperÔÇÖs, and partner labs.

Riverkeeper envisions building on this foundational data collection effort by creating a new monitoring program that will gather broader datasets that are relevant to concerns such as climate impacts, ecological change, public health and environmental justice.

Duties & Responsibilities

Specific duties and responsibilities include:

Design, Implement and Direct Water Quality Monitoring Program

Design and implement a high-impact and fundable water quality monitoring program for Riverkeeper that gathers data key to understanding pressing issues related to drinking and recreational water quality, climate change and ecological health;
Convene experts and assemble a Technical Advisory Committee with scientific, regulatory and grassroots stakeholders to identify gaps in current water quality, water quantity and related data sets, with a particular focus on data that informs climate resilience and adaptation planning;
Convene annual events to explore threats to water quality and build our community of practice;
Draft and follow a Quality Assurance Project Plan for the project, with annual updates;
Collaborate with the Community Science Manager to implement community science aspects of the project, including training and data quality assurance, communications, community and volunteer engagement, youth mentorship, and collaboration with partner labs;
Serve as chief water quality data analyst and data communicator for the organization, and ensure that all data are managed responsibly;
Contribute to the redesign of Riverkeeper.orgÔÇÖs water quality portal, which will visualize data for public use;
Develop and implement plans for expanding RiverkeeperÔÇÖs lab capacity and lab partnerships, including ELAP certifications as needed;
Update protocols to address community concerns such as fish kills, sewage leaks, HABs, enlisting our own or partner lab capabilities to support community needs;
Collaborate with other Riverkeeper teams to develop and implement advocacy strategies to improve water quality in the Hudson River and its tributaries, including state and federal policy agendas;
Serve as a spokesperson for the organization, and as a representative on regional and statewide committees and task forces related to the job duties and expertise.

Organizational Leadership

Participate in decision-making for the organization, providing input and feedback as part of the senior management team;
Effectively track and regularly report program outputs and outcomes to the board and staff;
Identify challenges and emerging issues Riverkeeper faces and provide clear and constructive approaches to them;
Communicate management decisions effectively to team members, and ensure decision-making is appropriately inclusive of staff team perspectives;

Management and supervision of the Habitat Restoration Program

Supervisor of the water quality monitoring team members including the Community Science Manager who manages the network of volunteer water testers;
Supervisor of the seasonal water quality monitoring technical staff, including boat captain;
Support the Director of Habitat Restoration and the Habitat Restoration team which is dedicated to removing obsolete dams that block fish migrations, and advocacy on fisheries and habitat issues;
Report to the President.

Team Management

Create and implement annual work plans for each direct report, including the Community Science Manager and seasonal staff and interns working to support monitoring programs; and the Habitat Restoration Director;
Draft and manage an annual budget for the Water Quality Monitoring Program, in consultation with the program teams, the President and Chief Financial Officer;
In collaboration with the Director of Habitat Restoration, draft an annual budget for the Habitat Restoration Program, in consultation with the program teams, the President and Chief Financial Officer;
Create a positive and productive work environment, and identify professional development needs and opportunities for each team member;
Mentor and manage team members, including annual performance appraisal process, professional development, etc. ;
Lead recruitment, hiring and training of new staff as needed;

We are considering Coastal Engineer candidates who meet the following basic qualifications:

Bachelor’s degree in Civil or Environmental Engineering with formal or on the job coastal training.
Minimum of 5 years of experience completing design calculations for waterfront engineering projects such as seawall design, beach nourishment, coastal structures, environmental restoration, drainage and flood control and coastal impact assessments.
Professional registration as a PE.
Strong engineering technical skills.
Design experience with AutoCAD Civil 3D considered a plus.
Candidates with an interest in business development and project development processes, such as marketing activities, conference participation, client development, and proposal development, are encouraged to apply.
Good communication skills and a proven track record interacting with clients and internal team members is necessary.

Responsibilities include:

Work with the coastal experts across GRAEF offices in project oversight, including setting priorities and developing objectives, and project financial management as well as the ability to serve as a technical resource for a multi-disciplinary team.
Job duties include project engineering and management, client management, making presentations and client development activities.
Prepare contracts and technical documents.
Conduct field work including inspection and observations.
Professional society involvement and attendance at professional conferences and summits.

GIS Specialist

The Institute of Sustainable Agricultural, Food, and Environmental Science (SAFES) and its Agricultural and Environment Center (AEC) is seeking a qualified candidate to serve as a GIS Specialist to aid in the execution of the AECÔÇÖs collaborative and integrated research, Extension, outreach, and education programs throughout Pennsylvania and beyond, and specifically the new Center for Agricultural Conservation Assistance Training at Penn State Extension. The work involves application of geospatial software to develop, analyze, and maintain geospatial data and GIS tools and systems to identify, prioritize, facilitate, and track agricultural conservation and restoration efforts in watersheds throughout the Commonwealth of Pennsylvania. The GIS Specialist will collaborate with researchers, programmers and software developers, Extension Educators, and stakeholders (particularly county conservation districts, the State Conservation Commission, USDA NRCS, and other entities involved in agricultural conservation) in the development of geospatial data and systems to facilitate the AECÔÇÖs partner-based, solution-oriented work on land and water issues.

Primary duties include:

Conduct geospatial data analyses and provide management of GIS software to administer and implement the Agricultural Conservation Assistance Program in Pennsylvania.

Develop GIS tools to analyze, prioritize, and facilitate agricultural conservation and restoration efforts in watersheds throughout Pennsylvania.

Collect, analyze, and maintain field data relevant to agricultural conservation and watershed restoration efforts.

Collaborate with researchers, programmers, software developers, Extension Educators, AEC staff, and others in development of GIS tools and statistical analyses of data related to agricultural conservation and watershed restoration implementation efforts.

Communicate with critical stakeholders, including county conservation districts, State Conservation Commission, USDA NRCS, and other private and public entities involved in agricultural conservation efforts in Pennsylvania, to enhance data analyses and the delivery of GIS tools and systems and facilitate collaborative efforts related to the implementation of agricultural conservation and watershed restoration efforts.

Education and Experience:

This position typically requires a Bachelor’s degree or higher plus 2 years of related experience or an equivalent combination of education and experience. A degree in the field of geography and GIS systems or environmental sciences is preferred.
