Pennsylvania American Water has an opening for a Senior Water Quality & Environmental Compliance Specialist to join our operations in Norristown, PA. Based out of our surface water treatment plant, this position is integral in ensuring our water is meeting regulatory compliance standards. In this position, you will perform a variety of job tasks including running our micro lab, handling water quality complaints, and gathering and analyzing samples. Our ideal candidate will have lab experience and be familair with regulatory guidelines and lab testing methods.
Primary Role

Responsible for organizing advanced functions and activities related to environmental management and water quality for assigned facilities. Responsible for maintaining all applicable lab certifications, accreditations, or approvals to conduct compliance and process quality control work. Implements the day to day collection of water quality samples. Implements programs to ensure compliance with all water quality and environmental regulations. Assists in resolving treatment issues. Investigates water quality complaints and determines course of action needed.
Key Accountabilities

Manage monitoring and reporting programs to ensure compliance with federal and state water quality and environmental regulations and company standards for assigned facilities.
Conduct advanced sampling and/or analysis and special projects.
Obtain, prepare, file and maintain all regulatory reports and records.
Manage required permits and make any necessary modifications and renewals.
Participate in internal and external audits and represent American Water with regulators and customers.
Identify potential issues and problems and initiate responsive actions and mitigate environmental violations
Supervise, monitor, and calibrate analyzers/equipment, etc. to ensure established standards of performance and accuracy are maintained
Conduct advanced projects and prepare reports as needed
Investigate and respond to escalated water quality complaints or concerns.
Responsible for planning, preparing and controlling the portion of the financial plan relating to responsibilities ON_CALL

Knowledge/Skills

Knowledge of federal and state environmental standards and regulations and understanding of current environmental legislation and regulations.
Regulatory knowledge of proper lab analytical testing methods.
Must understand principles of water and/or wastewater treatment and be able to troubleshoot systems.

Experience/Education

A minimum of 5 years experience in water, wastewater, and laboratory operations is preferred

Environmental Scientist, Geologist, or Environmental Engineer

Technician III, Water Quality

SUMMARY:

Responsible for the day-to-day actual physical mechanics of the water quality programs. Collects samples, conducts water quality testing, communicates with customers and other DC Water staff regarding water quality, and conducts data entry and analyses. Participates in the chlorination process of water mains. Assists in responding to all water quality emergencies.

ESSENTIAL FUNCTIONS:

Follows AWWA Standard C651 guidelines for chlorinating drinking water infrastructure after repairs where potential for contamination was high, or risk of contaminated water entering the main was high.
Chlorinates water mains for operational and contractual activities to include emergency and planned work. Disinfecting includes the usage of such chemicals as calcium hypochlorite and sodium hypochlorite.
Visually checks valves prior to disinfection to ensure they are positioned so that the highly chlorinated water in the main being treated does not flow into water mains that are in active service.
After disinfection, collects samples from the mains for bacteriological testing as a means to confirm the effectiveness of the disinfection procedure.
Tracks and maintains inventory of all equipment necessary for chlorination projects and emergency connections.
Collects samples from hydrants and inside buildings throughout the District. Performs hydrant sampling using proper sampling methods and equipment.
Conducts field and bench analysis for water quality parameters such as pH, hardness, total chlorine, fluoride, conductivity, etc.
Compiles data for all water quality activities, enters data into Access and other databases, and writes reports.
Conducts customer complaint investigations in homes and commercial buildings. Communicates to customers following investigations about their water quality concerns and the testing and results.
Communicates with customers by phone or in person regarding water quality concerns and other DC Water related questions.
Communicates with other Water Services branches and departments regarding water quality and operations.
Evaluates operational activity in relation to water quality.
Visually conducts plumbing inspections inside customer homes and commercial buildings to identify pipe materials and possible cross connections.
Responds to water-related emergencies as directed by immediate supervisor.
Serves as a community liaison for various programs.
Provides assistance and guidance to lower graded and new employees.
Complies with applicable safety rules and regulations.
Operates DC Water vehicles as an essential function of the position. Maintains vehicles and/or equipment in a clean and orderly manner. Reports any operating deficiencies to the appropriate personnel.
Performs other related duties and projects as assigned at the discretion of the immediate supervisor.

Working with broad guidance, the employee will be responsible for developing and implementing plans for pesticide and lead-based paint outreach and education. Will coordinate and implement pesticide related outreach and education events or messaging activities with internal and external partners and organizations. Qualifications

Familiarity with Environmental Justice efforts at the state and local levels, and a commitment to incorporating equity into planning projects and meaningfully engaging community stakeholders;
Excellent communication skills (verbal and written);
Project management and budgeting skills;
Strong organizational skills and ability to work effectively with MAPC team members, community groups, and government officials;
Strong facilitation and collaboration skills; experience handling public involvement and agency coordination with diverse stakeholders and other professionals; and
Ability to work with people in a range of settings, including diverse urban neighborhoods, developing suburban centers, and/or small or rural communities.

Preferred:

Knowledge of best practices for design and implementation of Green Infrastructure and Low Impact Development; ability to use graphic design tools and/or hydrologic analysis for assessment or conceptual design of Best Management Practices; and
Strong research skills, including ability to interpret and synthesize data; ability to use Geographic Information Systems (GIS) tools.

Compensation and Benefits
The salary ranges from $75,000 to $85,000, depending on qualifications and experience. This is a full-time exempt position.
