GIS Technician

POSITION SUMMARY
Under general supervision of the Geospatial Services Manager, this position performs a variety of routine to moderately difficult technical duties in maintaining and supporting the Authority’s enterprise-wide Geographic Information System (GIS). This includes creating and maintaining a variety of GIS data and map layers using standard GIS tools. Other responsibilities include researching a variety of source documents to verify data accuracy and completeness as well as providing technical support for GIS related software and hardware.

ESSENTIAL DUTIES AND RESPONSIBILITIES
1. Creates and maintains a variety of GIS layers and databases including utility data for water and wastewater.

2. Plans, coordinates and participates in field data collection using GPS and other mobile devices.

3. Researches source documents such as cadastral maps, legal descriptions, permits, as-built drawings and other records to verify accuracy and completeness of data prior to conversion into GIS data format.

4. Interprets and converts information such as legal descriptions, plans and profiles from source documents including plats and record drawings into GIS data format.

5. Performs quality control checks of own work to ensure accuracy and completeness of data and adherence with established procedures and guidelines.

6. Installs, modifies, and makes repairs to GIS related hardware and software systems.

7. Provides technical support to Authority’s staff in the use of GIS related and integrated programs to accomplish and support inter-departmental projects and programs.

8. Prepares maps and reports in responds to information request.

9. Adheres to departmental, personnel, and safety policies and procedures.

10. Assists with special projects and studies as needed.

This position does not regularly provide work leadership or full personnel management to any employees.

QUALIFICATIONS

EDUCATION

A Bachelor’s degree from an accredited college university with a major in Geographic Information Science, Geography, Planning, Computer Science or a closely related field requiring equivalent coursework in Geographic Information Systems.

In lieu of Bachelor’s degree, must have an Associate’s Degree in a field requiring at least 18 units of equivalent coursework in Geographic Information Systems.

EXPERIENCE

At least two (2) years of progressive technical experience in the uses and operations of Geographic Information Systems.

Faculty, Environmental & Civil Engineering

The Mercer University School of Engineering (MUSE) invites applications for a tenure-track faculty position in Environmental & Civil Engineering, starting August 2023.

The ideal candidate would have the interest in and expertise to teach various courses within the environmental and civil engineering department. Climate Extension Field Specialist I

The Extension Climate Field Specialist I will provide climate resiliency programming for agricultural producers in both cropping and livestock production systems. The Field Specialist I is expected to collaborate with other Extension personnel to produce appropriate communications to help producers navigate seasonal weather-related events and long-term climate shifts; and develop and promote climate decision support tools for crop pest protection, livestock stress reduction, economic risk protection, and enhance sustainability of natural resources. This position will conduct producer meetings, workshops, and field tours; assist with on-farm research projects; and develop educational materials. Active interaction with local producers, agricultural grower groups, state and federal agencies, and other non-governmental organizations is expected. This position will travel extensively to build strong relationships with producer groups, agribusinesses, and governmental agencies to identify ongoing and emerging needs in regard to range and grassland management. This includes:

Implement statewide proactive, problem-solving approaches to identified stakeholder issues, needs, and topics.

A Day in the Life:

The essential functions of this role are as follows:

Project Management: You will perform project management duties to ensure effective and timely management of programs, attending meetings, and responding to telephone calls, e-mails, etc., as required. You will be a technical point-of-contact for assigned programs conducting environmental assessments including, but not limited to, environmental media sampling, data analysis, technical writing, work plan and report preparation, technical reviews, etc.
Permits: You will research state and federal guidance, laws, and regulations related to permits. As a permit writer, you will be required to contact applicants to request additional information to process applications, when necessary. You will be required to respond to comments from applicants, defend permit terms and conditions, and interact with permittees to resolve permitting issues. In this position, you will also attend and participate in public meetings and hearings regarding permit actions throughout Indiana and/or appear in legal appeals of permit actions.
Inspection: You will conduct surveys, inspections, and investigations of facilities and sites, review projects/situations, read plans, interpret findings, and cite appropriate violations of state and federal regulations. You will provide technical and regulatory guidance to the regulated community in their assigned geographic area.

Senior Stormwater Manager

The City of Fredericksburg is seeking a Senior Stormwater Manager to administer the City’s stormwater management and erosion and sedimentation control programs. The City is uniquely located along the Rappahannock River. It is committed to protecting and improving the environmental conditions of the River and its tributaries. This position will be the lead administrator for compliance with the conditions of the City’s Virginia Stormwater Management Program and National Flood Insurance Program. The successful candidate will also ensure compliance with applicable Erosion and Sedimentation Control regulations as well as the requirements of the Chesapeake Bay Preservation Act.

Under limited supervision of the Director of the Community Planning and Building Department, this position ensures that the City complies with all federal, state, and local environmental regulations to preclude pollution of the environment, particularly as a consequence of stormwater runoff. Directly responsible for ensuring that the City’s plans, policies, and facilities comply with all applicable pollution prevention requirements. Manages the Stormwater Specialist, who ensures that private development complies with all applicable pollution prevention requirements during construction.

Minimum Requirements to Perform Work:

Bachelor’s degree in civil/environmental engineering, environmental science, city and regional planning, or a related field, focusing on environmental issues (Professional Engineer License desired);
Five to seven years of experience developing and managing environmental protection programs or any equivalent combination of training and experience that provides the required knowledge, skills and abilities.
