Water Conservation Manager

The Washington County Water Conservancy District is seeking a highly qualified individual to help a dynamic and growing community become a world-class conservation leader. The district’s Water Conservation Manager will research, develop, implement, promote, and evaluate the district’s water conservation programs. PURPOSE

The Water Conservation Manager will provide leadership and management of the district’s water conservation initiatives and team.

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES
– Oversee, develop, and implement water conservation programs and policies, consistent with the district’s long-term water conservation strategies.
– Research, develop, and evaluate water conservation policies and practices.
– Participate in formulating the district’s long-term water conservation goals.
– Generate, maintain, and update the district’s conservation plan with editorial assistance from the Communications and Government Affairs manager.
– Collaborate broadly with other district leaders.
– Supervise conservation team employees and volunteers.
– Coordinate water conservation programs with local, regional, State and Federal entities.
– Develop and execute budgets and manage contracts.
– Quantify and track water savings from conservation programs using various data sources and analytical methods.
– Review and analyze water supply and demand data to promote and validate current and future conservation programs.

– Identify, pursue, and manage conservation grants and other funding opportunities.
– Promote conservation education and awareness in collaboration with the district’s Communications and Government Affairs manager.
– Interpret public input and recommendations to evaluate conservation initiatives.
– Stay current with water conservation trends, management methods, techniques, regulations, and legal developments.
– Provide reports to the district’s Board of Directors.
– Attend industry, community, municipal, and governmental meetings as required.

QUALIFICATIONS

Water Quality Specialist

This position is part of the Water Quality team in the Environmental Services Division, reporting to the Water Quality Supervisor. The Water Quality Specialist conducts water sampling and monitoring, and coordinates surface water stewardship programs in tandem with Public Education and Outreach staff. This position also serves as a water pollution prevention enforcement official, in support of Water Quality pollution prevention staff.

Essential Duties and Responsibilities

Perform and assist in water quality monitoring, including set-up and operation of water quality monitoring equipment, and data collection and analysis.
Assist in the development of source control, monitoring, and surface water assessments to protect and improve area streams, lakes, and wetlands.
Assist in implementation of West Hylebos Stormwater Management Action Plan (SMAP).
Represent the City when participating in various regional surface water monitoring programs, Lake Management Districts, and related efforts.
Organize area stream clean-ups, watershed plantings, volunteer water sampling and related outreach efforts. Engage the community in creating healthier watersheds. Manage the ongoing Stream Team program including planning events, recruiting and training participants and data analysis.
Provide presentations to City leadership and interested groups in the community.
Plan and implement a range surface water stewardship programs, coordinating closely with Public Education and Outreach staff.
Investigate illicit discharges and conduct source control inspections.
Tactfully interact with residents and businesses to resolve water quality violations, and maintain follow up documentation as an enforcement official.
Record enforcement actions in a database and track water quality enforcement results.
Assist with grants, including applications, implementation of projects, and tracking and reporting outcomes.
Prepare detailed written reports and oral reports.
Perform other duties as assigned.

Education and Experience

A Bachelor’s of Science Degree in Environmental Science, Natural Science, Natural Resource Management or related field and at least two years of experience with environmental permit requirements and/or water quality monitoring to support permit related activities. Equivalent combination of education and/or related experience may be substituted. Prior municipal stormwater work experience preferred.

Licenses and Other Requirements: Valid Washington State Driver’s license.

Must be able to lift storm drain covers to access and monitor conditions. Must be able to hike and wade through creeks with a full backpack. Employee may be exposed to traffic hazards and may be required to enter confined spaces.

Environmental Compliance Coordinator

Position Overview

Advanced performance level professional position in the Water Reclamation Division under general direction of the Water Reclamation Manager requiring general knowledge of all major environmental regulations and programs and specific knowledge related to municipal and industrial wastewater systems. Responsible for developing and executing regulatory programs including data management, compliance schedules and tasks, reports, inspections, and investigations.

Summary of Job Duties

Develops and coordinates implementation of the division’s environmental compliance programs (e.g., NPDES permits, industrial pretreatment, surcharge, biosolids, underground storage tanks, watershed, storm water, groundwater, and air). Ensures programs maintain compliance with state and federal regulations and department policies and procedures. Reads federal, state, and local environmental regulations, makes recommendations, reviews, and translates into actionable written environmental programs for the division. Coordinates staff roles in environmental programs, audits environmental work and data. Provides technical training to department staff on regulatory compliance tasks.

Represents the department, attends meetings with businesses and regulatory agencies, drafts a variety of professional correspondence and regulatory reports, communicates via phone, email and writing with regulatory agencies, industry, division staff, and general public regarding program objectives and compliance.

Develops and maintains data base information for a variety of water reclamation facility databases, such as WIMS analytical database and CityWorks maintenance database. Generates and maintains electronic and paper records according to records retention policies, inputs required data into databases, uses Ohio EPA E-Business website. Comfortably uses Microsoft Office products to create written documents (i.e. notice of violation letters, surcharge invoices), spreadsheets and presentations. Creates and modifies electronic reports.

Minimum Qualifications and Requirements

Must have a current valid driver license with acceptable driving record. Must have a high school diploma or GED. Preferred Bachelor of Science degree in Environmental Science or approved related degree. Associate of Science Degree in environmental science and 3 years of environmental regulatory compliance experience may be substituted for B.S degree. High School diploma or GED and 5 years of environmental regulatory compliance experience may be substituted for B.S. degree. Preferred OEPA Class 2 Wastewater Operators license.

Job Brief

The successful candidate will provide technical support for regulatory compliance and permitting for SRP’s operations in a technologically sound, timely and cost-effective manner to enable SRP to realize its goals and objectives for providing low cost/high value water and energy services. This position requires an individual with demonstrated project management and problem-solving skills in addition to a working knowledge of multiple environmental laws and regulations, such as, but not limited to the federal Clean Water Act (CWA), federal Resource Conservation and Recovery Act (RCRA), federal Toxic Substances Control Act (TSCA), and various state and local water quality and waste management programs. Term and Location: This is a full-time position located at SRP’s Project Administration Building (PAB) at 1500 N. Mill Avenue, Tempe, AZ. This position is eligible for the SRP hybrid work schedule.
Job Responsibilities

• Develop, implement, and oversee SRP’s regulated waste program per Resource Conservation & Recovery Act (RCRA) and Toxic Substances Control Act (TSCA) requirements. Tasks include site inspections, waste determinations, disposal vendor coordination, manifesting, tracking, vendor payment processing and site inspections.
• Knowledge of Comprehensive Environmental Response, Compensation & Liability Act/Emergency Planning and Community Right-to-Know Act (CERCLA/EPCRA requirements), including Tier II reporting.
• Develop scopes of work, requests for proposals, evaluate bids and make recommendations to management as needed to assist in implementation of SRP water quality and waste management programs.
• Assist with water quality compliance permitting, monitoring, and timely reporting programs applicable to SRP operations. Areas of focus include the Arizona Aquifer Protection Program (APP) and Spill Prevention Control & Countermeasures (SPCC) program planning and implementation.

Environmental Compliance Program Manager

Under direct supervision of the Environmental Compliance Program Manager, shall perform environmental compliance activities for various water, wastewater, stormwater, air, and waste projects such as collecting and analyzing data, performing investigations, and preparing reports and permits for submittal.

RESPONSIBILITIES:
• Perform compliance activities for all water treatment and supply, wastewater, and stormwater operations, including the Aspinwall Treatment Plant, the Membrane Filtration Plant, pump stations, reservoirs/storage tanks, and distribution, collection, and conveyance systems.
• Conduct site inspections, audits, or other operational evaluations to ensure compliance with regulatory requirements and operating permits.
• Assist with the investigation of complaints and suspected violations.
• Communicate with consultants and regulatory agencies regarding regulatory affairs.
• Manage data, maintain records and prepare permits and reports for assigned projects including but not limited to stormwater, wastewater, air, and waste such as SPCC/IPC, Tier II, Storage Tanks, NPDES/MS4, Industrial User, Waste Oil, Universal Waste, Hazardous Waste, and Residual Waste.
• Assist with the coordination of internal environmental audits and assists with the implementation of follow up corrective action plans; ensures that all corrective action plan activities are completed.

Environmental Analyst

NEIWPCC, the Maine Department of Health and Human Services (ME DHHS), and Maine Center for Disease Control and Prevention (ME CDC) are seeking a full-time Environmental Analyst to determine public water system compliance with the state and federal safe drinking water regulations.

We’re looking for an eager learner to become well-versed in drinking water rules and regulations and support compliance and enforcement efforts of the Drinking Water Program. Tasks will include:

Review technical documents submitted by public water systems for accuracy and completeness.
Review reports concerning results of water analyses and status of compliance with regulations.

Senior Engineer, Energy Conservation

The Senior Engineer is a mid-level engineering role responsible for supporting development and installation of energy conservation measures and renewable energy at large scale public sector customers. This position will require traveling and working at client sites through-out Washington D.C.

You will be working in a fast-paced, team-based environment, at the direction of the Project Manager.

The Senior Engineer is responsible for the overseeing the design of Energy Conservation and Renewable Energy Measures, overseeing site audits, specifying equipment, and verifying savings calculations to support projects in development and construction.

Projects may include a combination of energy efficiency measures and renewable generation installations to help local cities, schools, and counties become more sustainable, save money, and improve services to their end users.

A Senior Engineer may be expected to support several projects simultaneously from early development through post construction, using their technical area of expertise to tackle challenging technical problems.

Assist with the technical design of energy and water related customer improvements (such as solar PV, energy storage, LED lighting retrofits, HVAC/control upgrades, water fixture and water meter retrofits, and SCADA upgrades)

Research Scientist

George Mason University and the NOAA Air Resources Laboratory (ARL) are seeking applicants for a Research Scientist at the Cooperative Institute of Satellite Earth System Studies (CISESS) to work with the Atmospheric Transport and Dispersion modeling group at ARL in the NOAA Center for Weather & Climate Prediction (NCWCP) in College Park, MD.

Responsibilities:

The successful candidate will perform research related to evaluating and improving the transport and dispersion modeling of wildfire emissions, including multi-day fire behavior and propagation, emissions speciation, plume rise, and atmospheric fate and transport processes of emitted pollutants. The ideal candidate will have experience in wildfire research and be familiar with the HYSPLIT atmospheric transport and dispersion model and/or other comparable models. The Research Scientist will be expected to publish the results of their research in high-quality, peer-reviewed journals, and make professional presentations at conferences, seminars, and other internal NOAA meetings. The incumbent is also expected to collaborate with other GMU researchers, as well as NOAA Air Resources Laboratory researchers in carrying out this wildfire R&D. The position is available from January 2023 for 2 years, once filled, with funding available for additional time, dependent on availability of resources and performance.

Required Qualifications:

Successfully completed a Masters or Doctoral degree in meteorology, geosciences, atmospheric science, atmospheric physics, atmospheric chemistry, or a sub-field of physical geosciences;
Significant data visualization skills.

Management Professional – Water Quality

Summary
The Water Quality team is looking for a Management Professional who can understand complex drinking water regulations involved with water distribution systems, with special attention to distribution system lead and copper corrosion control. Has knowledge of principles and practices of water distribution system and engineering design, standard drinking water laboratory techniques and practices, drinking water regulations and regulatory compliance, and also familiar with water distribution operations, equipment, and systems (valves, appurtenances etc.). This individual will be responsible for planning, leading, organizing, controlling and executing various projects and tasks for a unit.

Environmental Working Requirements
Work is performed at the plants or in a field environment. This position requires the ability to work in all conditions involving exposure to outside elements and seasonal weather. Work may be performed near open water and systems with hazardous chemicals that are acidic, highly corrosive, heat-producing, and potentially explosive. Work may be performed in confined spaces, hazardous areas that require respiratory protection and personal protective equipment (PPE), and under slippery and wet conditions.

Deputy Director of the Office of Environmental Compliance and Sustainability

The Deputy Director of the Office of Environmental Compliance and Sustainability (OECS) provides support for the day-to-day and long-term management of OECS, leadership, direction, vision, and policy development for environmental compliance, sustainability, environmental programs, and noise at Baltimore Washington
International Thurgood Marshall (BWI Marshall) and Martin State (MTN) airports.

Responsibilities include but are not limited to the following:

Assisting and supporting the Director in directing and supervising the work of staff, consultant teams, and contractors to perform required collaboration, and monitoring, of OECS’s environmental programs, compliance, sustainability, and noise sections
Ensuring activities and operations at BWI Marshall and Martin State Airport and at MAA-owned properties are conducted in accordance with all applicable Federal, State, and Local environment laws, regulations, and permit requirements.
Developing and ensuring the ongoing maintenance of processes and systems that monitor aircraft operations and airport-related noise levels in the communities
surrounding BWI Marshall and Martin State Airports.
Monitoring sustainability program initiatives and plans to ensure all align with MAA
business practices and strategic plan objectives.
Coordinating MDOT’s sustainability vision with MAA’s strategic plan and goals.
