Planning Engineer – Planning & Water Resources

Loudoun Water has an immediate opening for a Planning Engineer in the Planning and Water Resources Department. The Planning and Water Resources Department interfaces with all aspects of Loudoun Water; permitting, data analysis, modeling, research, capital and private development, O&M and finance. The Engineer will be responsible for supporting the development of a variety of planning studies for our drinking water, wastewater, water reuse, community systems programs and water resource assets. Essential functions include:

Participate and lead in the analysis, planning and operation of the water distribution, wastewater collection, and reclaimed water distribution systems using hydraulic models, climate data, operational and regulatory goals.
Assist in the preparation and maintenance of master plans and localized area facility plans for drinking water distribution, wastewater collection and reclaimed water distribution systems.
Assist in the preparation of various studies related to water supply, water resources and water and wastewater treatment capacity.
Support special studies for initiatives such as demand management, sustainability, climate change, water demand & sewer projections, one-water planning as well as other new policy-oriented initiatives.
Assist in the development of the 10-year Capital Improvement Plan.
Support water resources initiatives, including department studies and other technical and policy-oriented initiatives.
Provide technical support to Land Development and water operations with fire flows and hydraulic analysis.
Work collaboratively across multiple disciplines and departments to develop comprehensive strategies.

We are seeking a skilled and collaborative expert in invertebrate conservation, who has an interest in helping federal Farm Bill conservation programs work for monarch butterfly, pollinator, and beneficial invertebrate conservation in Texas. The ideal candidate should have direct experience working with the USDA Natural Resources Conservation Service, and be knowledgeable of Farm Bill conservation programs, such as EQIP, CSP, CRP and ACEP. The ideal candidate will also have a strong background in the conservation of monarch butterflies, pollinators in general, or other important invertebrate species, including those that serve as food for wildlife or that help in pest control.

WHAT YOU’LL BE DOING: 

This position is a partnership with the USDA’s Natural Resources Conservation Service’s (NRCS) State Office in Temple, Texas. In collaboration with Xerces Society Program staff and regional monarch conservation partners, the Partner Biologist will help develop and implement conservation strategies for monarch butterflies. This position will create and update tools and conservation program technical guidance to help NRCS field staff evaluate and plan habitat. These tools may include habitat evaluation guides, habitat specifications, restoration guidance, plant lists, and guidance on managing rangelands for native plant diversity to benefit monarchs and other pollinators. The person in this position will organize and provide trainings and follow up support to NRCS staff and working lands partners on how to use this guidance consistently in order to plan impactful projects. The Partner Biologist will also help the Xerces Society and NRCS Texas better understand monarchs by conducting field research to better understand monarch migration dynamics and critical plant materials in Texas.

ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES: 

  • Work with Xerces Society and NRCS specialists to develop or refine technical documents that support establishment, enhancement, or management of habitat for monarchs and other beneficial insects. Technical documents may include habitat evaluation guides, conservation practice specifications, plant lists, seed mixes, fact sheets, and habitat restoration guidelines.
  • Train and support NRCS conservation planning staff in the use of these technical documents.
  • Assist NRCS conservation planners in the development and implementation of conservation plans that create or enhance monarch, pollinator or beneficial insect habitat on working lands in southern Texas, but ranging elsewhere in Texas as needed.
  • Assist in habitat evaluation, conservation planning, and habitat restoration efforts for the monarch butterfly and other declining invertebrate species.
  • Provide technical guidance and answer questions on pollinator, butterfly, or beneficial insect habitat restoration projects for NRCS conservation planners, partners, and agricultural producers.
  • Coordinate and conduct field days and trainings on monarch butterflies, threatened or endangered pollinator species, or pollinator and beneficial insect conservation, with an emphasis on habitat creation and management for these animals.
  • Conduct field research to learn which nectar plants and host plants are preferred by monarchs in the region, study the availability of those plants in Texas agroecosystems, and learn more about how those plants are impacted by land management regimes.
  • Work with NRCS Texas Plant Materials staff and native plant industry professionals to increase the commercial availability of monarch nectar sources and milkweeds.

KNOWLEDGE, SKILLS, AND EXPERIENCE:  

REQUIRED

  • Strong knowledge and experience in wildlife habitat planning, restoration and management unique to the south-central U.S. This includes experience with habitat restoration, native plant establishment (both woody and herbaceous), and invasive species control.
  • Knowledge of the ecology of monarch butterflies, as well as the biology of pollinators and their habitat needs.
  • Ability to identify native plants that are beneficial to monarch butterflies and pollinators in Texas.
  • Knowledge and experience in planning or implementing pollinator habitat restoration in cropland, rangeland, natural areas, or other landscapes.

Soil & Water Conservation District Engineer

This is a professional position requiring knowledge of engineering theory and principals and the ability to apply this knowledge in evaluating and preparing plans, proposals, reports, designs, specifications and estimates for complex water related engineering projects. The incumbent in this position will be responsible for design, engineering approval and construction oversight of water related conservation projects including stream restoration/stabilization design around municipal and private infrastructure, municipal storm-water management and agricultural best management practice implementation. Other duties may include writing and editing technical sections of watershed management plans, public outreach and education, preparation of progress reports, and coordination and cooperation with involved agencies during project design. Regional Engineer

Ducks Unlimited, Inc. (DU), the world’s leader in wetland and waterfowl conservation, is seeking a Civil Engineer to join our team of dedicated conservation professionals in the Pacific Northwest. The successful candidate will collaborate closely with a dynamic team of engineers and biologists involved in the planning, design, and implementation of diverse wetland, stream, and wildland restoration projects.

This position will be stationed at the USDA Natural Resources Conservation Service (NRCS) state office in Spokane Valley, Washington. The engineer will focus primarily on providing professional engineering services to NRCS throughout Washington State, with approximately 80% of their time dedicated to NRCS over the next three years. The remaining 20% of the time will be working with Ducks Unlimited biological and engineering staff located in Spokane.

The incumbent will support the planning, design, and construction of restoration and conservation improvements authorized under various NRCS conservation programs such as Easements, EQIP, RCPP, and other Farm Bill programs. The engineer will either provide or coordinate the necessary technical assistance to design and implement conservation practices at project sites assigned by the NRCS supervisor.

Qualifications

Candidates must have at minimum a B.S in Civil Engineering or equivalent engineering from an EAC/ABET accredited engineering program. A registered Professional Engineer (PE) in the state of Washington is preferable (or be able to obtain licensure within 6 months), and a minimum of 4 years’ relevant engineering experience. Desirable qualifications include GPS surveying, AutoCAD Civil3D, hydrologic and hydraulic (H&H) modeling, irrigation design, construction contracting, construction inspection and management, soil science, hydraulic design, agricultural engineering, stream crossing designs, and levee/canal design. Demonstrated oral, written, and interpersonal communication skills are essential. Knowledge of NRCS policies, procedures, and engineering standards is preferred.

Candidates must be self-motivated, goal-oriented, and able to work effectively in team-based environments. Candidates must be capable of field work involving strenuous outdoor activity in various environmental conditions.

Candidates must possess and maintain a valid driver’s license. Occasional travel on both public and private roads, including at night, may be required. Passing a DU and federal-level background check and drug screening is required for employment, as is securing and maintaining a Federal LincPass.
Responsibilities
Engineering Project Design

Responsible for the overall management, control, coordination, and execution of assigned projects. As the Project Engineer, implements corporate decisions, guidance, laws, regulations, and policy in the development of the project and intermediate products in support of the project. Negotiates and integrates all NRCS functions (i.e., planning, design, cost engineering, construction, contracting). Aids in customer needs and other agencies commitments in support of assigned project to develop comprehensive plans. Monitors obligations and expenditures. Allocates project funds consistent with progress attained and monitors performance to ensure commitments of all parties are being upheld. Provides regular status reports on assigned projects.
Develops a preliminary plan of study, compiles pertinent basic engineering data, and evaluates prior reports and investigations concerning study areas. Initiates preliminary field and office investigations to determine the general type and extent of water management problems as well as gathers an inventory of potential solutions. Initiates and coordinates studies with other interested federal agencies, state agencies and Tribes.
Interprets plans and specifications for contractors, solving problems at a local level to ensure proper implementation. Directs calculations of earthwork, concrete, steel, conduits, and other materials. Also prepares construction estimates and bills of materials.
Assists with designs (to include data gathering and communication with sponsors) and coordinates the construction of all installed improvements. Reviews designs prepared by others to determine:

conformance with practice standards.
if they meet the needs of land-users and the resource base.
if there are effective communication resources (e.g., job sheets, drawings, specs), and
construction practicality.

Ensures designs meet approval criteria (with delegated engineering job approval authority) and forwards to the appropriate organizational level of approval.
Quality Assurance

Conducts site investigations and feasibility studies, field-checks structural works of improvement designs (which are prepared/approved by the State Conservation Engineer (SCE)) prior to contracting. Prepares or reviews field designs and preliminary/ final drawings and specifications on agricultural engineering practices. Ensure designs meet construction standards, availability of materials and structures are adapted to specific site criteria.
Recommends changes in designs, specifications, and schedules to accommodate conditions at construction sites and/or to expedite construction. Makes hydrological determinations and solves hydraulic problems including flood routing.
Makes periodic quality reviews of notes, drawings, designs, and installations for compliance with policies, procedures, and/or specifications. Keeps the SCE informed at all times of the engineering operations in the area with recommendations for changes.
Works within a team concept to develop and implement ways to improve the efficiency, effectiveness, and quality of the products and/or services provided to internal and external customers.
Responsible for providing and maintaining a safe and healthy work environment, requiring employees, contractors, and others to use safety precautions when exposed to dangerous objects, chemicals, and extreme temperatures.

Fisheries and Wildlife Biological Scientist III

Description of duties:

The Division of Habitat and Species Conservation is comprised of six Sections and two offices. An exciting opportunity exists for a Fish and Wildlife Biologist to join a team of employees within the Wildlife and Habitat Management Section in managing the Lake Wales Ridge Wildlife and Environmental Area (WEA) in Highlands County. FWC’s Southwest Region is seeking a motivated applicant that is willing and able to work outdoors in a variety of conditions throughout the year in fulfillment of their job responsibilities. Primary responsibilities include direct involvement in the development and implementation of management programs for the Lake Wales Ridge WEA. This position will be responsible for leading the prescribed burn program on the WEA, which includes managing the area’s prescribed burn team. Job duties will further include biological data collection, wildlife surveys, non-native invasive plant control, mechanical treatments, infrastructure establishment and maintenance, public hunt and check station management, and other various land management tasks as needed.

This position is also responsible for the development and periodic revision of long-range, comprehensive management plans, annual work plans, budget proposals, area regulations, and reports. Incumbent will also work with other staff to enhance wildlife habitat and promote compatible recreational use for the general public. Incumbent will participate in team meetings, seminars, workshops, public outreach events and/or other training opportunities.

Persons applying for this position should have strong team leadership skills, be comfortable working independently in the field, and have experience in prescribed burning, plant identification, and non-native invasive plant control. The ability to operate ATVs and field equipment is preferred.

Ecological Monitoring Specialist II

The incumbent in this technical scientific position is responsible for providing direct support and implementing the Seminole Tribe of Florida’s (Tribe) Water Quality (WQ) monitoring and assessment program, as administered by the Water and Wetlands Science Section (WWSS) of the Environmental Resources Department (ERD). The individual collects surface water and soil samples from Tribal water bodies and natural areas using established methods and standard operating procedures (SOP), for analytical chemical and bacteriological components analyses. The incumbent applies established quality assessment/quality control (QA/QC) methods to validate analytical WQ data received from laboratory in order to assess Tribal-wide water quality status and trends, evaluate Tribal WQ standards, and ensure compliance with all Tribal (i.e., Tribal Water Code) and federal (i.e., Clean Water Act) regulations and update related databases. The incumbent executes daily equipment calibrations and other field sampling quality control (QC) check preparations; makes detailed record of daily sampling site conditions, transports samples and completes chain-of-custody (COC) forms upon delivery to analytical laboratory, and may perform maintenance and repair work of long term water level and rainfall recorders. The employee is encouraged to broaden their skills through regular training to include sampling plant communities, and integrated biogeochemical and biological monitoring of landscapes. Bachelor’s Degree in Biology, Chemistry, Environmental Science, or closely related field is preferred. A minimum of three (3) years of technical water quality sampling experience is required. A combination of pertinent education, training, and relevant experience that can demonstrate command of the required knowledge and skills needed to carry out the stated job duties may be considered as substitute for Bachelor’s degree. Possession of a valid Florida Driver’s License is required. Must demonstrate excellent organizational, written, and verbal communication skills. Must be detailed oriented and able to strictly adhere to all standard operating procedures. Must be able to travel to all Seminole Tribe of Florida Reservations and Tribal Lands and must be able to work a flexible schedule that can include evenings, holidays, and weekends.

Natural Resources Scientist

Kapur is seeking a mid-level natural resources scientist to support environmental reviews, permit applications and project coordination. Ensure permit applications include detailed project specific analysis to support regulatory approvals.
Participate in internal team meetings to discuss project progress, timelines, critical path tasks, and permitting strategies for restoration and mitigation projects.
Develop and prepare reports as required and/or requested.
Evaluate and understand permit requirements for projects including NEPA, HNI, and CWA.
Ensure leadership is kept appraised of actions, issues and progress on projects and reviews.

Qualifications:

Bachelor’s degree in an environmental field such as botany, biology, ecology, natural resources, or wildlife biology.
1-5years of experience working with plants, soil, and wetland identification and characterization.
1-5years of experience conducting fieldwork. Including wildlife and threatened and endangered species habitat surveys and assessments.
An interest in terrestrial and aquatic ecosystems, natural resource conservation and enhancement, and the outdoors is essential.
Strong problem-solving skills, detail orientated and resourceful.
Flexible, team-oriented approach.
Effective time management.
Excellent written and oral communication skills.
GIS and GPS knowledge is preferred.
A valid driver’s license and a good driving record.

Environmental Engineer Specialist 2

We have an immediate opening for an Environmental Engineer Specialist 2 (Solid Waste Unit) in our Waste Programs Division. In this role, you will research, plan, or perform engineering duties in the prevention, control, and remediation of environmental hazards using various engineering disciplines. Work may include landfill permitting, waste treatment, site remediation, pollution control technology, the investigation of complex environmental problems, and interacting with customers from a technical perspective.

Job Duties:
Performs or leads projects under direction of a unit lead or manager.
Reviews technical documents for permits and adherence to solid waste rules and regulations.
Respond to customer inquiries in a timely and professional manner.
Provides compliance assistance to responsible parties while conversing with a variety of subject matter experts including contractors, senior engineers, geologists, hydrogeologists, and others.

Knowledge, Skills and Abilities:
Knowledge of State and Federal environmental regulations, environmental engineering and technology principles and practices, chemical composition, structure and properties of substances and of the chemical processes and transformations they undergo in the environment, agency policies and processes.
Ability to understand and interpret solid waste rules, statutes and permits; to prepare clear, concise and accurate reports and compliance documentation.
Ability to understand and interpret environmental rules and statute balance, prioritize and organize multiple tasks and complete assignments by applicable deadlines; synthesize feedback and adjust plans accordingly; develop and write technical documentation; and to summarize completed tasks and recommendations to senior staff through reports.
Enthusiasm for identifying, analyzing, and solving problems.
Requires professional communication, research, customer service/outreach, project management, advanced problem-solving, and facilitation.
Strong Microsoft and Google office skills and technology use, attention to detail, quality assurance, and adherence to standard work are among other skills needed in the team.

Bachelor’s degree in Environmental/Chemical/Industrial/Mechanical Engineering, or Hydrogeology
Minimum 2-5 years environmental experience (Master’s or Doctorate degree may substitute for 2 years’ experience)
