Environmental Program Coordinator

Under general supervision, responsible for technical work coordinating activities required under the State and Federally mandated National Pollutant Discharge Elimination System (NPDES) MS4 Permit Program,and for resiliency and green infrastructure project implementation per the City of Dunedin’s upcoming Vulnerability Assessment and Adaptation Plan. This position requires strong independent judgment and initiative in developing methods and solutions. Reports to the Environmental Program Manager.

Create, implement and maintain programs and procedures to facilitate a safer environment.

Coordinates activities that are being performed by other department/divisions that have a direct or indirect impact on the operation of the MS4 NPDES permit and reporting to FDEP.

Reviews water quality monitoring, sediment tracking data and prepares recommendations for Best Management Practices. Prepares various stormwater reports, as required by FDEP/EPA, including the annual MS4report.

Manages and oversees grant applications including grant progress reports, budgeting, and grant close out requirements.

Project coordinator for resiliency and green infrastructure projects as identified in the City’s upcoming Vulnerability Assessment and Adaptation Plan.

Plans and coordinates the NPDES MS4 compliance program for the City of Dunedin. Assist with conducting investigations of Stormwater Ordinance violations, NPDES MS4 permit violations, illicit discharges, illegal dumping, and related violations and/or compliance procedures. Issues notices of violation as required.

Ensures compliance with applicable standards and requirements, as set forth in the NPDES MS4 Permit through continuous monitoring of projects, policies, and procedures related to the management, operation, and maintenance of the City’s Municipal Separate Storm SewerSystem.

Serves as liaison to the Stormwater Advisory Committee.

Develops and/or implements specifications and Best Management Practices (BMPs) for Stormwater pollution prevention from point and non-point sources.

Develops, implements, and conducts stormwater public education programs for the public, schools, community groups, and businesses. Educational programs may include partnerships with local and state universities for research purposes.

Develops, implements, and conducts required stormwater training to fellow employees when designated by FDEP, Pinellas County, or other governing body.

Initiates, plans, coordinates, various resiliency and green infrastructure related projects in coordination with the City of Dunedin’s Stormwater Master Plan and the City of Dunedin’s Vulnerability Assessment and AdaptationPlan.

Assist in project coordination for the City’s Vulnerability Assessment and Adaptation Plan.

Assist with documentation on the National Flood Insurance Program (NFIP) Community Rating System. Ensures compliance and maintains proper documentation related to stormwater operations and maintenance forNFIP audits.

Supports the objectives set forth by the City of Dunedin designation as a Mission Blue Hope Spot.

ADDITIONAL JOB FUNCTIONS

Performs routine administrative/office work as required, including but not limited to attending and conducting meetings, answering the telephone, radio, typing reports and correspondence, copying and filing documents, reviewing mail, using e-mail, etc.

Minimum Training & Experience

Requires a Bachelor’s Degree in environmental science, environmental engineering, biology or a related field, with five years verifiable, relevant work experience in Stormwater/Environmental Management; or an equivalent combination of education, training, and/or experience.

Special Requirements

This is a Category B position for the purposes of Emergency Management. Employees in this category may be assigned to work a variety of schedules, including compulsory work periods in special, emergency, and/or disaster situations. Category B employees are required to stay on premises during a declared state of emergency, or as otherwise mandated.

Most possess a valid Florida driver’s license.

Florida Department of Environmental Protection (FDEP) Sediment and Erosion Control Certification is preferred.

Must obtain Florida Stormwater Association Level II certification within two years of employment.

Environmental Scientist II

DUTIES/RESPONSIBILITIES: Implement and support monitoring plans/programs that proactively ensure that Narragansett Bay Commission (NBC) wastewater treatment plants, receiving waters and discharges are within permit parameters. Review monitoring data; establish and manage complex data spreadsheets and historical datasets. Design, manage, and perform data entry into computer databases. Assist with keeping up to date with regulations, equipment, procedures, industry trends and general literature on environmental science topics relevant to NBC’s mission. Assist with training of Environmental Monitoring staff, as needed and within skills and ability, to keep the program current in the areas noted above. Review data for accuracy and quality assurance/control. Analyze data to determine trends, non-compliance, and operational problems, and present data trends in graphical form. Review current literature, existing and proposed regulations, procedures, equipment and industry trends. Assist in the development and implementation of new SOPs to reflect these current regulations and/or trends and provide comments and reports on proposed regulations affecting the agency. Responsible for the review of TAC proposed, in-progress, and outstanding projects resulting in written reports, presentations, or other forms of publication (fact sheets, posters, articles, etc.) to signify the conclusion or completion of said projects. Support the design and development of water and wastewater sampling and analysis procedures, programs and quality assurance project plans (QAPPs) to monitor industrial users, NBC operations, rivers and Narragansett Bay, and to ensure that all EPA and other mandates imposed upon the NBC are satisfied. Prepare regulatory documents for submittal in a timely manner. Technically support and/or assist in conducting field investigations. Prepare reports on findings and present “expert witness” testimony on behalf of NBC as required. Review SOPs/QAPPs for the receiving water monitoring activities conducted by the Environmental Monitoring Program. Assist with conducting regular quality assurance/quality control (QA/QC) tests and training to ensure procedures are conducted properly. As required, cooperate and coordinate activities and duties with all applicable stakeholders, including federal/state/local regulatory agencies, academic institutions. Attend stakeholder meetings and represent the NBC by giving talks and/or serving on committees. Review, interpret and execute EPA, RIDEM and other agency rules and regulations governing wastewater discharge monitoring and related subjects. Advise NBC management of changing requirements and recommended procedure changes needed to meet new requirements. Write and present technical and other reports on monitoring procedures, findings, analysis, environmental issues, etc. Provide support for and prepare presentation figures, slides, and other materials for other NBC staff presentations, as required. Assist with identifying potential collaboration opportunities and outside funding opportunities; assist with and support efforts to write and submit applications for appropriate grants, funding, or awards. Publish reports, data findings, and treatment plant performance on the NBC websites. Ensure that the Snapshot of Upper Narragansett Bay website pages, blogs and data are updated in a timely manner. Responsible for project management and timely completion of a myriad of special and routine projects, including equipment and supply preparation; data review and analysis, final report preparation as well as project design; development of SOP’s; and development of QAPPs within skills and ability. Performs other duties as assigned, within skill and experience capabilities.
EDUCATION/EXPERIENCE/SPECIAL REQUIREMENTS:
EDUCATION /EXPERIENCE: Must have five to eight years of related experience and graduation from a 4-year technical college degree program (biology, microbiology, chemistry, environmental science, civil/mechanical engineering.) or equivalent. Master’s degree preferred. JOB KNOWLEDGE, SKILLS, and ABILITIES: Requires a thorough knowledge of scientific methods as they apply to the monitoring of rivers, bays, sewage collection systems, industrial users and wastewater treatment plants. Previous experience performing professional level environmental science, monitoring and/or engineering duties required. Working knowledge of current federal, state and local regulatory requirements as applied to assigned NBC projects and operations. Must be highly proficient in MS Word, Excel, GIS, SigmaPlot, and PowerPoint software programs. R experience is a plus. Excellent verbal and written communication skills required. Boating knowledge and experience is a plus. A valid Driver’s License is required.

Scientist II (Water Ecology)

The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing 1.1 billion gallons of high quality drinking water, managing wastewater and stormwater, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. DEP’s water supply system is comprised of 19 reservoirs and 3 controlled lakes throughout the system’s 2,000 square mile watershed that extends 125 miles north and west of the City.The Bureau of Water Supply seeks to hire four (4) Scientist (Water Ecology) II’s for positions in the Water Quality South Division, Hawthorne Laboratory, in Hawthorne, New York. A baccalaureate degree from an accredited college or university with 24 semester credits in one or a combination of the areas of study described in “”1″” above, at least 12 of which must have been in one of these areas of study; and at least one year of satisfactory full time experience, which may not have been part of graduate or undergraduate course work, working in the field of water quality planning, management or research or performing environmental laboratory analyses, and/or environmental field sampling of water; or 3. An associate degree from an accredited college or university including or supplemented by 24 semester credits in one or a combination of the areas of study described in “1” above, at least 12 of which must have been in one of these areas of study; and at least three years of satisfactory full time experience as described in “2” above. Key Responsibilities

Qualifications

Ability to pass Federal Reference Method 9 to become a visible emissions evaluator.

Research Senior Technician

The Research Senior Technician will conduct and assist with Lake Erie fisheries research and assessment at the Ohio Department of Natural Resources – Division of Wildlife’s Fairport Harbor Fisheries Research Station. Duties will include completing field surveys (e.g., trawling, gillnetting, electrofishing), collecting and processing of biological and physical/chemical samples, writing technical summaries of work, and database management. Additional responsibilities will include providing assistance and training to less experienced colleagues, and independently anticipating, recognizing, and solving routine issues, in addition to unusual or infrequent issues or questions. The Research Technician will be responsible for designing and implementing a fisheries research project on a relevant Lake Erie management topic as determined by DOW staff, to include data collection and/or management, statistical analyses, presentations to professional and stakeholder audiences, preparation of final reports and scientific manuscripts, and publication in peer-reviewed journal/s. The Research Technician will assist with other duties as assigned that may include: collaboration and field assistance with partner agencies and NGOs; maintenance and repairs to laboratory, office, research vessels, sampling equipment, trailers, buildings, and grounds; data entry, review, and editing completed forms and electronic files; responding to public information requests.

The Research Technician will report directly to ODNR-Wildlife staff at the Fairport Harbor Fisheries Research Station, as well as provide field support to researchers with the Ohio State University’s Aquatic Ecology Laboratory.

Required: Bachelor’s degree in Fisheries, Aquatic Ecology, Environmental Science, or related field. Two years of fisheries sampling and some experience working on a research vessel are required. Experience using and maintaining fisheries sampling equipment, such as gill nets, trawls, electrofishing, and water quality sampling equipment; experience operating and working on boats; basic statistical and data management skills; demonstrable written and verbal skills; demonstrable ability to work independently and as part of a team.

Desired: Master’s degree in a Natural Resources-related field. Ohio’s Boater Education Certificate. Experience operating or maintaining boats; experience using software like R, R Studio, Arc GIS, Survey 123, Access, and the Microsoft Office Suite; experience presenting scientific research to general and professional audiences in verbal and written forms.

Engineer

Position Summary:

Under limited supervision, provides engineering support for a variety of projects and programs.

Essential Functions:

Design and engineer all water, wastewater, civil and other projects as assigned.
Perform all drafting activities associated with the design and development of construction plans using AutoCad software.
Coordinate technical work of all sections required in the design, permitting and contractor selection process for all assigned projects.
Ensure that projects meet the requirements of all federal, state and local regulations and codes as well as design standards and certify designs by stamping with a professional seal.
Perform studies and engineering investigations and provide cost estimates.
Provide project management for projects assigned to outside engineering consultants.
Interact with federal, state and local regulatory officials such as the Environmental Protection Administration, (EPA), the U.S. Army Corps of Engineers, the South Carolina Department of Health and Environmental Control, Department of Natural Resources, U.S. Fish and Wildlife and others during project designs and permitting.
Provide technical assistance to other engineers, surveyors, technicians, developers and others involved in CWS business.

Environmental Site Assessments & Due Diligence

Conduct Phase I Environmental Site Assessments (ESAs) in accordance with ASTM standards.
Perform limited Phase II ESAs, including sampling and analysis, following ASTM protocols.

Environmental Analyst

Town of Wilton seeks Environmental Analyst, to work under the immediate supervision of the Director of Environmental Affairs, to perform the following functions:

· Reviews permit applications and analyzes activities and land development for natural resource impacts;

Environmental Programs Coordinator

Reporting to the Manager of US Environmental Planning and Permitting (EPP), this position will be an integral part of the team responsible for managing environmental permitting and compliance programs that support Growth, Modernization, General Plant Maintenance Capital (GPMC), Storage, Operations & Maintenance projects for TC Energy’s US Natural Gas Business Unit. This position provides environmental permitting program support to Environment team members, as well as internal customers.

What you’ll do

Coordinate environmental permitting programs that support TC’s Federal Energy Regulatory Commission (FERC) regulated projects for natural gas pipelines, storage and all appurtenant facilities.
Manage compliance and reporting activities associated with TC’s Protected Species Conservation Programs, which include the Multi Species Habitat Conservation Plan (MSHCP), Monarch Butterfly Candidate Conservation Agreement with Assurances (CCAA), and other ESA related compliance actions.
Assist in development, and lead execution, communication and tracking of TC’s long-term environmental compliance commitments, for Federal, State, Tribal, and other specially designated lands.
Coordinate environmental metric and biodiversity data collection efforts within US EPP for incorporation into corporate and voluntary reporting, including TC’s Report on Sustainability.
Effectively communicate with and negotiate permit conditions with applicable Federal, State and Local agencies.
Assist in the project planning process and identifies regulatory requirements needed for the successful completion of projects, particularly as it pertains to Federal, State, Tribal, and other specially designated lands.
Collaborate with internal teams and contractors, as well as external agencies and stakeholder groups.
Partner with construction field personnel to achieve compliance goals and meet regulatory requirements. Play a supportive role in constructing projects to help ensure compliance, particularly as it pertains to Federal, State, Tribal, and other specially designated lands.
Works with project teams and stakeholders to plan strategy and approach for achieving and maintaining environmental compliance particularly as it pertains to Federal, State, Tribal, and other specially designated lands. Leverage insight gained from prior experience, inspections and agency and stakeholder feedback in order to improve the process and approach.
Requires travel to project locations, agency inspections, and other field office locations within TC Energy’s US Natural Gas footprint.

Minimum Qualifications

Bachelor’s Degree in an environmental science, environmental engineering, natural resource management or related fields
Minimum 5-7 years’ experience in managing environmental planning and permitting for transmission pipelines, storage facilities and other energy projects, including routing/siting, environmental planning, project management and environmental compliance
Comprehensive knowledge of environmental laws/regulations and practices including but not limited to the National Environmental Policy Act (NEPA), Natural Gas Act (NGA), Endangered Species Act (ESA), Clean Water Act (CWA), Natural Historic Preservation Act (NHPA) and others pertaining to the pipeline transmission and storage sector and/or pipeline development

Preferred Qualifications

Previous experience with FERC application development and related Federal & State permitting processes and authorizations for transmission pipelines and storage facilities across the US
Previous experience solving complex regulatory, permitting and compliance issues for major pipeline infrastructure and construction projects as well as routine operations and maintenance activities
Expertise in assessing the impact of and developing/implementing strategies to address environmental regulatory initiatives
Expertise in assessing policy and regulatory issues to support development of corporate reporting and policy positions
Commitment to client service and support
Experience working with non-governmental organizations
