Senior Environmental Program Manager

Gallagher Bassett Technical Services division (GBTS) is looking to hire a full-time environmental project manager to support the environmental operations practice area in our Poughkeepsie, NY regional office. The position will include project management, research, report preparation, training and fieldwork. While in person presence in the office during business hours is strongly preferred, we have flexibility to develop a hybrid or remote working arrangement.

You will work as part of an environmental consulting team and support the strategic direction, client interactions, and technical deliverables associated with projects.

Much of our work is for affordable housing developers and we are involved in assisting our clients in all phases of development projects through obtaining SEQR, CEQR and NEPA clearances required by funding agencies, through environmental site investigations, remediation during construction, as well as documenting this work and closing out projects with environmental regulators. The regulatory agencies we work with typically include NYSDEC, NYCDEP, OER, NYSHCR, NYSHFA. As well as traditional environmental consulting involving soil, vapor and groundwater, our team includes specialist SSDS designers, acoustical consultants and planners. Responsibilities:

Serve as Project Manager for Investigation and Remediation Projects, including all associated research, field investigations, sampling activities, report preparation, status update correspondences, client relations, proposal preparations, invoicing and collections.
Prepare proposals on an as-needed basis.
Oversee and perform field work including groundwater, surface water and soil sampling, use of field measurement instruments (OVA, peristaltic pumps, centrifugal pumps, stabilization meters, depth-to-groundwater) and training others to perform this work.

Director, Department of the Environment

DISTINGUISHING FEATURES OF THE CLASS: An employee in this class serves as the administrative head of the Ulster County Department of the Environment (UC DOE). The incumbent is responsible for providing the environmental leadership for Ulster County and within County government, including the coordination of technical and administrative assistance for the Ulster County Environmental Management Council (EMC) by working with the EMC leadership in the development and coordination of both new and on-going environmental programs and projects. The employee is also responsible for the development of departmental policies and procedures, as well as providing recommendations and technical assistance to other

County departments, outside agencies and other regulatory authorities for all environmental issues. The specific duties of the position may vary in accordance with governmental mandates, changes in environmental law and/or current County projects; but the general responsibility of the incumbent is to direct and supervise the overall functions and duties of the department, including the preparation of plans and reports and the formulation and preparation of the annual departmental budget. The work is performed under the general direction of the Office of the

County Executive, with advisory responsibilities to the EMC Leadership, with considerable leeway allowed for the use of professional judgment in carrying out the details of the work.

Senior Energy Climate Program Manager

Job Description:
Under direction of the Sustainability Deputy Director, incumbent works independently to advance the City’s goals to reduce energy use, increase the use of renewable energy resources, and develop strategies to address and adapt to climate change. Serves as the primary City employee leading efforts on the Utah Renewable Communities, a collaboration with 18 other Utah communities and our utility to create a net-100% clean electricity program. Serves as the subject matter expert and advisor, recommending best options for reaching climate and energy goals. Provides technical and facilitation services for City staff, department directors, elected officials, business groups, nonprofit organizations, and other partners to achieve the City’s climate and energy goals. Provides direction to consultants and may supervise and coordinate the activities of an assigned workgroup.

This is a highly technical management position requiring experience and expertise in project management, energy management and climate planning.

TYPICAL DUTIES:

Serves as the subject matter expert and advisor, recommending best options for reaching climate and renewable energy goals, based on customer needs, operational and compliance requirements, technological and financial alternatives, and overall cost-effectiveness.

A Master’s degree may be substituted for up to two years of related experience required.

Environmental Technican

The mission of the Public Utilities Department is to provide the citizens of Johnston County efficient, affordable and friendly Water Supply, Water Collection and Treatment, Reclaimed Water and Stormwater Management. The Public Utilities Department is seeking a full-time Environmental Technician.

An employee in this position provides professional, technical, administrative and customer service duties related to the County’s environmental regulatory programs (stormwater management, sedimentation/erosion control and riparian buffer). This position is within the Engineering and Construction Division of the Department of Public Utilities and reports directly to the Stormwater Manager.

Duties and Responsibilities

Oversees the Stormwater Control Measures (SCM) annual inspection program – Maintains database, issues correspondence and ensures annual inspections are completed and submitted for all SCMs within the County’s jurisdiction.

Completes reviews and issues correspondence for “lot level” sedimentation/erosion control plans to ensure compliance with the County’s Sedimentation/Erosion Control Ordinance.

Completes reviews and issues correspondence for “lot level” stormwater control designs.

Receives, investigates and responds to stormwater and sedimentation/erosion control complaints, including field observations and communication with citizens.

Receives and responds to inquiries related to stormwater management, sedimentation/erosion control and riparian buffers in Johnston County.

Conduct field inspections to ensure compliance with County standards.

Provides step-by-step guidance and assistance to residents, customers, citizens, developers, engineers and surveyors regarding the County’s “lot level” stormwater and sedimentation/erosion control requirements, including impervious area limitations, the homeowner stormwater program, online permitting and other departmental requirements.

Continue to increase professional environmental knowledge through reading, training, conference attendance, etc. Develop a network of key environmental contacts in regulatory agencies, trade organizations and consulting firms. Keep up-to-date on new and developing regulations.
Support company business objectives.
Actively support the mill safety program.

BACKGROUND / EXPERIENCE:

1-2 years’ experience in environmental or process engineering
1-2 years’ experience in manufacturing preferably pulp and paper

EDUCATION / KNOWLEDGE:

BS Environmental Science, Engineering or related field or;

SKILLS:

Proficient computer skills in MS Office and database programs.
Self-starter, good people skills, strong personal leadership, organizational skills, oral and written communication skills.
Understanding of federal, state and local environmental laws and regulations in Louisiana and Region 6 EPA.

SCHEDULE DEMANDS:

General schedule is an 8-hour M-F assignment, however, employee must be willing to work alternate schedules occasionally; that may include early mornings, nights, and/or weekends and be punctual while doing so.
Occasional overnight travel to include flying and driving.

PHYSICAL DEMANDS:

Sitting or standing for extended periods of time up to 8-hours.
Occasional Lifting up to 20 lbs and outdoor work.
Reading computer screen or other electronic devices.

Postdoctoral Fellow

The National Oceanic and Atmospheric Administration (NOAA) Center for Coastal and Marine Ecosystem-II (CCME-II), led by Florida Agricultural and Mechanical University (FAMU) in partnership with Bethune-Cookman University (B-CU), California State University- Monterey Bay (CSUMB), Jackson State University (JSU), Texas A&M University-Corpus Christi (TAMU-CC), and the University of Texas at Rio Grande Valley (UTRGV) is seeking a Postdoctoral Fellow to join the Center. The postdoctoral fellow will conduct research and participate in the training of CCME-II graduate and undergraduate scholars in the CCME-II thematic areas aligned with NOAA priorities and NOAA Science and Technology Areas of Focus; NOAA-CCME-II’s primary mission is to educate a new generation of scientists in NOAA-aligned disciplines, particularly from communities traditionally underrepresented in these fields; integral to this mission is collaborative research addressing NOAA priorities, particularly those of the NOAA National Ocean Service and the Oceanic and Atmospheric Research line offices; The NOAA EPP/MSI CSC postdoctoral fellowship is intended to enhance the research training of promising postdoctoral candidates who have the potential to become productive, independent investigators in the scientific research fields relevant to the NOAA mission, particularly coastal and marine ecosystems. This fellowship is initially a 12-month appointment with the potential for extension up to 24 months. The successful candidate will be based at the UTRGV CCME-II partner institution and will also spend a 6-12-months period conducting research in person at a NOAA facility in collaboration with a NOAA mentor.

Description of Duties
Coordinating research activities in collaboration with CCME-II faculty and NOAA scientists; assisting CCME-II faculty with laboratory and field-based student research and training activities; conducting research at a NOAA facility for a 6–12-month period during the fellowship; developing an independent research project in marine/coastal/estuarine ecology or biogeochemistry; presenting at professional, scientific meetings and publishing in peer-reviewed journals; facilitating research experiences for CCME-II undergraduate and graduate students; performing other related duties as assigned by the CCME-II faculty mentor and partner institutional PI.

Required Education: Ph.D. in Marine Science, Oceanography, Environmental Science, or related field with experience in coastal, marine, and estuarine ecology and/or biogeochemistry.

Required Experience: Research experience in a relevant field, demonstrated productivity, and evidence for independent research. Experience in laboratory, bioinformatics, and/or fisheries trophic ecology research methods. Experience in collecting data and working with large databases.

We are looking for an Engineering Manager to join our growing Program and Business Development team! This role will report to the Director, Program and Business Development. The Program and Business Development team is responsible for growing existing and identifying new Commercial and Industrial (C & I) program initiatives that drive growth aligned with CEE’s strategic plan.

As an Engineering Manager, you will lead the technical direction of a dynamic and evolving department dedicated to advancing energy efficiency. You will oversee engineering support for energy assessments, code compliance, building simulation, and other C & I initiatives while developing streamlined processes and fostering continuous improvement. This role requires a balance of technical expertise, strategic leadership, and project execution skills to ensure high-quality deliverables and the successful launch of new projects and programs. Additionally, you will play a key role in supporting C & I business development efforts including proposal preparation for new initiatives. This position provides direct supervisory support to a team of engineers and technical staff.

Skills & Knowledge We’re Looking For

Bachelor’s degree in Engineering is required
Minimum of 8 years of experience in engineering
At least 5 years of experience in energy efficiency or related engineering fields
Minimum of 2 years of experience managing engineers and technical staff
Strong experience in technical assessments and calculating energy use
Excellent written and verbal communication skills
Proficient in Microsoft Office Suite (Word, PowerPoint, Excel etc.)

Preferred Qualifications

Relevant credentials (e.g., P.E., Certified Energy Manager)
Commercial and Industrial segment experience preferred

Compensation

Dependent on qualifications and experience, we expect the pay range upon hire for this position will be $135,000-140,000 per year.
