Job Responsibilities:

Sr. Manager, Environmental Programs

The Sr. Manager, Environmental Programs leads the permitting, habitat development, and stewardship team for the Port of Tacoma (POT) and Northwest Seaport Alliance (NWSA). This position is a working manager of program staff and has oversight of projects that are the most complex, controversial, highly visible, and politically sensitive consistent with the POT and/or NSA policies, strategic plans, key initiatives, and/or business objectives.
Essential Functions

1. Staff Supervision & Oversight: Supervises and prioritizes staff and projects related to assigned program. This position will be responsible for ensuring their program and teams can assist other Port/Alliance departments with permit applications; permit condition tracking and compliance; environmental inspections and studies, pollution prevention, remediation, source control, grant management, emission reductions and sustainable practices. Oversees staff needed to manage Port and NWSA environmental programs of assigned area related to planning, permitting, water quality, sustainable practices/air quality, soil and groundwater remediation, long-term monitoring, and natural resource protections. Manages, mentors, and develops assigned staff; arranges for appropriate staff training and development; monitors and manages staff productivity and demeanor; makes work assignments; balances workload; and evaluates performance.

2. Program Direction: Recommends and develops program specific solutions, options, recommendations, and budget input. Assists the Director and Sr. Director with the implementation and integration of program specific goals, initiatives, and reporting requirements. Manage multiple technical, regulatory, and liability issues relating to program related environmental projects initiatives. Provide recommendations and/or carry out environmental strategies and actions.

3. Program Representation: This position manages a program team and projects that include the most complex funding, regulatory requirements, and stakeholder management opportunities within the department. These generally include multi-inter-organizational coordination that will be delegated to this position. This position represents the designated program & projects in negotiations of complex program processes to the public and other governmental and regulatory agencies. Will support the Director and Sr. Director with Commission, Managing Member, and POT/NWSA leadership interactions where applicable. Reports compliance concerns to Port/NWSA senior leadership and works with the Director and Senior Director to identify compliance risk mitigation measures. This position will also act as an expert advisor and provide technical and professional consultation related to the program they oversee, to business units and the Port and/or NWSA Leadership and advises Port/NWSA leaders and staff, business leaders, and tenants on environmental risks, liabilities, benefits, and opportunities associated with Port’s commercial, development, and operational activities. Prepares and presents written and oral briefings to Port Commission, agency heads, elected officials, and at community or public hearing forums on environmental elements of related projects.

4. Consultant Oversight: Manages external contract authorizations and directs the work of consultants to ensure high quality work products. Develop and maintains a list of program specific consultants, and their area(s) of expertise, for use in an emergent situation and maintains these networking opportunities. Negotiates consultant contracts, presents consultant contract funding requests to the CEO/ED and Port Commission and/or Managing Members, approves consultant billings and change orders.

5. Coordinates and supports other Port and NWSA staff to ensure environmental requirements and/or initiatives are integrated into planning, performance objectives, operations, and construction project design. Serve as lead coordinator identifying schedules, Port resources and internal coordination needs on assigned projects.

Required Education and Experience

Bachelor’s degree with emphasis in environmental studies, environmental or natural sciences, environmental engineering, or industrial hygiene, business administration, planning or related field is required. An additional four (4) years of program related experience may be substituted for a degree.

A minimum of six (6) years of progressively responsible experience in positions requiring analytical ability and program and policy implementation with working knowledge of environmental laws and programs and environmental science. Experience in directing and overseeing the work of staff and consultants. Project and contract management experience with professional consultants is very desirable.

Qualified incumbent must be able to satisfactorily complete, within six (6) months of hire, training certification in the following areas: 40 hours HAZWOPER, and 8-hour HAZWOPER for supervisors/managers in accordance with 29 CFR 1910.120, WAC 296.843, and WAC 296.824.

An appropriate master’s degree may be substituted for up to two (2) years’ work experience.

Engineering Specialist

Primary Role

Senior Environmental Scientist/Engineer

SRP is seeking a knowledgeable and proactive Senior Environmental Scientist/Engineer to oversee environmental compliance at several SRP Generating Stations. This role is responsible for managing air, water, and waste regulatory requirements, ensuring compliance with federal, state, and local environmental regulations. The ideal candidate will serve as the Generating Stations on-site environmental lead, supporting safe, reliable, and environmentally responsible plant operations.
What You’ll Do

Ensure ongoing compliance with all federal, state, and local environmental regulations, including air quality, water discharge, and waste management requirements.
Monitor and manage air emissions, including CEMS (Continuous Emissions Monitoring Systems), and support permit reporting for Pinal County and ADEQ.
Oversee waste, water, stormwater management, and NPDES permitting compliance, including regular inspections and sampling.
Manage hazardous and non-hazardous waste streams in accordance with applicable standards, ensuring proper documentation and disposal.
Prepare and submit timely and accurate environmental reports to regulatory agencies, including Title V reporting.
Lead internal environmental audits and support third-party or agency inspections.
Develop and maintain environmental compliance programs, including training for plant staff on best practices and regulatory updates.
Act as the primary environmental liaison for several SRP Generating Stations, coordinating with regulatory agencies.
Participate in incident investigations and support root cause analysis for environmental events or permit deviations.

Research Scientist – Floodplain Ecology

This Research Scientist position at the National Great Rivers Research and Education Center (NGRREC) has been created in partnership with the US Army Corps of Engineers Upper Mississippi River Restoration Program and the USGS Upper Midwest Environmental Sciences Center. The UMRR Program’s Long-Term Resources Monitoring (LTRM) element is a comprehensive program of monitoring, research, and data management that provides information about the status and trends of key river resources and their underlying processes. The LTRM serves resource managers, planners, administrators, scientists, academics, legislators, and the public. The Research Scientist will function as the Floodplain Ecology Principal Investigator in this program and oversee a program of study that represents a first step towards comprehensively and routinely assessing the status and trends in floodplain vegetation for the Upper Mississippi River System (UMRS). There will also be some freedom to pursue a series of pure and applied research questions that relate to Upper Mississippi River floodplain ecology and vegetation community dynamics.

This is full-time grant-funded appointment with an initial duration of three years, with subsequent employment dependent on satisfactory performance and additional funding, with the scientist helping to secure such funds.

Key Measurable Expectations (KMEs)

Primary responsibilities for this position will include: quantifying the status and trends of floodplain vegetation across the entire Upper Mississippi River System (UMRS) utilizing existing data sets and tools to better understand long-term changes in plant communities, particularly floodplain forests, which make up approximately 75% of the non-developed, non-agricultural floodplain land cover of the UMRS; and addressing issues related to monitoring floodplain vegetation across the entirety of the UMRS, in collaboration with others at UMESC and with scientists and managers throughout the UMRR partnership. The position will be based at the National Great Rivers Research & Education Center (NGRREC) (www.ngrrec.org), a state-of-the-art research facility on the banks of the Mississippi River about 30 minutes from downtown St Louis, with expected visits to collaborating research groups and local/international field sites as required. Primary objectives are outlined below:

Establish a floodplain vegetation monitoring working group to incorporate a diversity of expertise and perspectives that comprise the UMRR partnership. This working group will include representatives from the US Army Corps of Engineers, the US Fish and Wildlife Service, and the USGS Upper Midwest Environment Sciences Center, and be substantially involved in the formulation and conduct of this project.
Identify, assemble, and evaluate existing floodplain vegetation data sets to determine the extent to which these data can quantify floodplain vegetation status and trends in composition and age structure, the function of these systems, and their successional patterns and dynamics. Through this process, data limitations and knowledge gaps will be identified and the suitability of these datasets for long-term monitoring evaluated.
Develop public online tools to facilitate data sharing and visualization of existing floodplain vegetation data.
Develop a strategy and framework for long-term floodplain vegetation monitoring, either with existing data, or with a new sampling strategy.
Identify avenues for data collection and analyses at HREP or other management locations.
Answer focused research questions with existing data.

Collaborate with NGRREC scientists on other mission-oriented research.
Preparation and submission of scientific manuscripts and research grants.

The Deputy Director – Public Works Agency (PWA) is part the PWA management team.

Watershed Water Resources (WR): Completion of a Bachelor’s degree in engineering, one of the natural, environmental, or physical sciences, hydrology, geology, or hydrogeology and three (3) years of extensive, progressively responsible experience in water quality management, engineering, environmental science, or groundwater management, managing an engineering or environmental section and developing/administering public contracts.

NECESSARY SPECIAL REQUIREMENTS

Must possess and maintain a valid California driver’s license;
Registration as a Professional Civil Engineer in the State of California: An incumbent possessing an out-of-state registration at the time of hire must obtain California registration as a condition of completing probation (i.e., within 12 months of employment) (O&M):

Water Resource District Director

The Water Resource District Director provides professional leadership in planning, organizing, and efficiently operating, maintaining, repairing, and funding both a rural potable water system and a rural sewer system. This position is responsible for an O & M budget of $4.8M and five-year Capital Improvements Plan budget of $40 M+. This position is located in Watford City, ND, scheduled for Monday – Friday, and reports directly to both the McKenzie County Water Resource District Board and the McKenzie County Board of County Commissioners. Level and salary commensurate with experience.

Plan, direct, coordinate, and control the daily operation of the Water Resource District; including administration, financing, maintenance, operation, engineering, and construction. Approve, prepare, and direct design of water projects

Establish, review, maintain and interpret the District organization that makes the best use of all employees’ skills and talents, all other resources, provides effective and proper information flow, and establishes an effective procedure for complaint resolution
Establish District policies relating to matters such as regulation, distribution and use of water, operation and maintenance standards, and standards concerned with construction of water storage and delivery systems.
Develop and/or implement policies and procedures, forms, work methods, schedules, job priorities to be followed, and coordinate all Departmental work

Works directly with appointed and elected Board members to, recommend implement current and long-range goals, objectives, plan and policies; attend and participate in Water Resource District Board meetings, professional organizations, and community meetings; prepare and present reports

Reviews reports and operating data and compares them to established objectives and standards; ensures that appropriate measures are taken to correct unsatisfactory results
Communicate with the general public, other County employees, outside contractors, elected officials, or others in order to supervise the Water Resources Department. Produces documents such as policies, methods, and procedures for improving productivity; develops plans and specifications for additions or revisions and special studies in the Department
Enforces all aspects of an effective job safety program

Minimum Qualifications

High School Diploma or GED.
5 years’ supervisory experience at a management level with a local government organization, preferably in a utility environment.
Knowledge of the principles and practices of water utility administration, planning, and organization.
Knowledge of civil engineering and infrastructure planning
Knowledge of rate determination and financing principles and practices relating to public utilities
Knowledge of all water system components and how to safely maintain and repair all different types and sizes of infrastructure.
Ability to conduct field inspections, read and interpret specifications on blueprints and schematic drawings, and make recommendations to resolve construction, maintenance, and
Must possess or have the ability to obtain ND State certification as Class 2 Water Distribution Operator within 12 months of employment.
Ability to conduct independent research, analyze data and draw conclusions, and prepare complex reports.
Proficient with MS Office programs including Word, Excel and Outlook.
Excellent communication and interpersonal skills.
Valid driver’s license.
Must be able to report to Watford City, ND daily at required schedule time.

Primary Function:

We are seeking a motivated and knowledgeable Wetland Scientist to play a key role in the planning, execution, and management of wetland and natural resource projects throughout the Southeast. Primary Duties:

Conduct wetland and stream delineations per USACE Manual and applicable Regional Supplements
Prepare technical documents: delineation reports, jurisdictional determination packages, mitigation plans, and environmental permits
Manage the environmental permitting process (404/401, NPDES, etc.) at the federal, state, and local levels to support various practice areas firmwide
Conduct site evaluations and assist in environmental impact assessments.
Collaborate with senior engineers and multidisciplinary teams to develop innovative watershed planning and nature-based stormwater
Lead fieldwork efforts, data collection, and ecological assessments with a strong emphasis on collaboration and safety
Coordinate directly with clients, regulatory agencies, and multidisciplinary project teams

Education and Experience Requirements:

Bachelor’s or Master’s degree in Environmental Science, Biology, Ecology, or a related field
Approximately 7+ years of experience in wetland science and delineations

Environmental and Ecological Services (EES) Biology Manager

The Environmental and Ecological Services (EES) Department conducts fees for service projects for Butterfly Pavilion. These projects include consultation, monitoring, and research on oil and gas restoration sites that wish to install pollinator habitat, development sites to help them create Pollinator Districts, commercial properties to make recommendations and assess the effectiveness of putting in pollinator habitat, and more. That work also often includes education and outreach components in the form of signs, training, and additional programming. The EES Biology Manager will lead field work (horticultural and invertebrate), create and manage reports and services offered by the EES department. In addition, the EES Biology Manager will serve as project manager, managing EES project timelines, contracting, proposals, and scopes of work, invoicing, and working closely with clients and staff to ensure workflows for all EES projects while also supporting organizational project priorities as needed.
