Obtain and maintain upon hire or promotion Registration as a Professional Engineer (PE) or Professional Geologist (PG) by the Arizona State Board of Technical Registration, OR by the technical board in another state, with the ability to obtain Arizona Registration within six months of hire or promotion.

Essential Functions

Performs duties and responsibilities commensurate with assigned functional area which may include, but are not limited to, any combination of the following:

Performs technical reviews and quality assurance of work products developed by private engineering entities and other Water Resources staff.
Utilizes knowledge of applicable water/sewer codes, ordinances and design standards and interprets such documents as to how they relate to Water Resources goals and issues.
Participates in Water Resources Master Planning efforts and provides input including, but not limited to, future land use, water demands, water reclamation related projections and development trends.

Senior Wetland Scientist

TRC seeks highly motivated, qualified individuals to join our growing Pacific Northwest Permitting, Planning and Licensing team as a Senior-Level Wetland and Natural Resources Biologist. The successful candidate will be an energetic, flexible project/task lead completing natural resources field surveys and environmental documentation throughout Washington, Oregon, Idaho, and beyond. Our practice is focused on energy generation, power transmission, power storage, utilities infrastructure, and commercial development. Job Responsibilities:

This person will lead field technicians and junior staff to conduct natural resources field surveys, wetland and waterbody delineations, habitat and noxious weed mapping, and ecological restoration/mitigation projects. The successful candidate will complete data analyses and author technical environmental documentation. This position will also engage with regulatory permitting and consultations.

Serve as the technical resource with up-to-date expertise/guidance regarding federal, state (Washington, Oregon), and local regulatory requirements for biological and natural resource protocols, regulations, permitting processes, and common pitfalls.
Work on multiple assignments simultaneously and communicate effectively to deconflict competing priorities and schedule deadlines. Direct team members to do the same.
With minimal supervision, plan and lead natural resources field surveys, mapping, and impacts assessment evaluations that conform with federal, state, and local manuals and regulatory requirements.
Mentor and train junior staff on plant identification, soil characterization, species protocol surveys, and aquatic resources assessments as applicable.
Research local ordinances and state regulations to understand site specific regulatory constraints, allowable uses, and critical areas code requirements.
Lead wetland delineations and functional assessments based on the USACE 1987 Wetland Delineation Manual, applicable USACE regional supplements, and applicable functional assessment protocols.
Conduct fish, wildlife, and plant species assessments in accordance with the requirements of U.S. Endangered Species Act Section 7/10, ODFW, WDFW, and WA DNR.
Conduct wetland and stream function and value assessments conforming with ODSL and Washington Dept of Ecology standards.
Conduct or support other biological surveys including vegetation and habitat assessments, and special status fish, wildlife, and plant species.
Coordinate closely with TRC geographic information system (GIS) staff to prepare required mapping deliverables.
Author technical reports documenting field findings, impacts assessments, and mitigation requirements.
Prepare Joint Permit Applications (Oregon) and JARPA (Washington) for state and local wetland and waterbody impacts permitting.
Identify, design, and implement habitat restoration/mitigation measures to compensate for project environmental impacts.
Lead or participate in client, agency consultation, and internal team meetings.
Interface directly with clients, internal team members including subconsultants, regulatory agency staff, and tribal representatives.

Qualifications

Basic Qualifications:

10-15+ years of professional experience completing natural resources surveys, waterbody and wetland delineations, stream assessments, and other biological field surveys throughout Oregon and Washington.
Have your Professional Wetland Scientist certification.
Experience as project/task manager, leading all aspects of projects/tasks from notice to proceed through completion, including team and financial management.
Excellent analytical reasoning skills and technical writing to identify project constraints, proposed solutions and deconflict project siting.
Strong working knowledge to identify Pacific Northwest plant species sufficient to complete wetland delineations, vegetation and noxious weeds surveys, and habitat assessments throughout Oregon and Washington.
Demonstrated experience performing routine and atypical wetland delineations using the USACE Manual and Regional Supplement(s) to identify, map, and characterize wetlands.
Demonstrable experience preparing Joint Permit Applications meeting Oregon DSL removal-fill law and USACE Section 404 Clean Water Act requirements.
Experience with Oregon SFAM and ORWAP assessments.
Trained in Washington state wetland rating systems.

Deputy Director of Environmental Services

The Deputy Director of Environmental Services will lead a diverse team of professionals focusing on the City’s stormwater and sanitary sewer programs as well as environmental quality priorities. This position should prioritize providing excellent service to City residents and businesses, creatively and responsively resolving community public infrastructure and quality of life concerns. This individual must combine a strategic, high-level perspective with strong management and administrative skills.

Reporting to the Director of Transportation & Environmental Services (T&ES), the Deputy Director is a senior executive on the City’s leadership team who will bring a collaborative, team-oriented, and problem-solving presence. The position’s responsibilities will include providing leadership, management, and strategic direction to the City’s stormwater, flood, sanitary/sewer functions within the environmental infrastructure branch. The Environmental Services Team encompasses sanitary/sewer infrastructure, stormwater management, and environmental quality.

The Deputy Director should have experience managing horizontal infrastructure operations and maintenance, possess strong fiscal and business acumen, and demonstrate excellent communication and customer-orientation skills. The candidate should also have extensive experience working with people, creatively solving problems, and facilitating the city’s transition into collective bargaining. Additionally, the selected candidate should be a public servant and an excellent public speaker capable of connecting with staff and representing the City to elected officials, commissions, and community groups.
The Deputy Director/T&ES for Environmental Services performs specialized, highly responsible managerial, administrative, supervisory, and technical work in the development, implementation, management, and enforcement of environmental programs within the City and its service area and in the preparation, submission, processing, acquisition, and management of environmental permits for City projects. The employee in this position provides technical, scientific, legal and regulatory advice and assistance to the Director, City Manager, City Council, Planning Commission, other departments City, and the general public. The incumbent serves as City liaison and principal point of contact with State and Federal government agencies for environment-related projects and programs.

The Opportunity – Examples of Work

Sanitary Infrastructure: implements the City’s Sanitary Sewer Master Plan and is responsible for planning level engineering related to sanitary sewer capital projects throughout the City.

Stormwater Management: helps protect water quality in the City. The program has three focus areas: Stormwater Quality, Flooding and Drainage Issues, and Public Infrastructure Maintenance.

Environmental Quality: administers the City’s air, water, and noise improvement programs, which help preserve and protect the environment and public health and welfare.

Responsibilities

Develop and implement the City’s 10-year Sanitary Sewer Capital Improvement Program.
Ensures that the City stays in compliance with state and federal environmental regulations and permits. Prepares, submits and manages the processing of applications for permits for City projects and programs from environmental regulatory agencies and ensures adequate resources and programs are established to comply with various state and federal environmental laws and regulations. Current examples include permits and programs covering the City’s Combined Sewer system (CSO) and the City’s municipal separate storm sewer system (MS4), which each have separate permits issued under the Clean Water Act by VA Dept of Environmental Quality. As a result of these permits and conditions, the City is required to have two separate programs administered by the Environmental Services branch. These regulatory issues have serious legal and fiscal implications for the City;
Coordinates Environmental Programs as relevant to the Eco-City Alexandria Programs. Conducts and coordinates public relations activities to promote environmental protection and conservation programs, including Eco-City Alexandria, Environmental Action Plan 2040, Flood Action Alexandria, signage programs, pollution prevention, storm drain markers, brochures, newsletters, reports, and presentations. Attend and make presentations to civic associations and other group meetings to discuss, promote, and educate the public on environmental issues;
Oversees the development or redevelopment of contaminated properties, both City projects as well as private developments as required by the Administrative Procedures for Contaminated Land and as required under the City’s Zoning Ordinance. Duties involve reviewing highly technical reports and plans involving Site Characterization, Human and Ecological Risk Assessments, Remediation, and Corrective Action Plans and Health and Safety Plans for contaminated sites;
Serves as the lead technical expert for numerous environmental areas such as air pollution, water quality, exposure to toxic and hazardous materials, noise, and contaminated land. Supervises and coordinates the activities of professional personnel of the Environmental Services branch and outside consultants, gathering information and data, analyzing data, preparing plans, studies and reports of all levels of complexity including those which are highly scientific and technical in nature for the Director, Environmental Policy Commission, Planning Commission, City Council, City Manager, City Attorney, and the general public. Responds to hazardous material spills and releases as needed. Responds to media inquiries concerning various environmental issues;
Prepares docket items, reports, and/or analyses for the Director of T&ES, City Manager, City Council, and recommends strategies and policy options on studies, proposals, and other reports. Regularly attend City Council meetings. Prepares and oversees the budget for both the operating budget and for Capital Improvement Budget projects;
Lead the sustainability, development, management, and control of the environmental infrastructure budget; and

Performing related work as required.

Minimum & Additional Requirements

In order to be eligible for this position, an applicant must possess a four (4) year College Degree in a technical field related to Environmental/Civil/Water Resources engineering is absolutely a minimum requirement for this job; and four-five years of supervisory experience in managing technical or professional staff. Five years of progressively-professional experience in environmental engineering and/or natural resources field. Ability to grasp technical and scientific literature relating to environmental and health issues. Experience of working in a field related to water resources, and air pollution required. Candidate should have excellent communication skills both verbal and written; or any equivalent combination of experience and training which provides the required knowledge, skills and abilities.

Preferred Qualifications

The ideal candidate will possess an advanced degree in one of the areas that helps the person to better appreciate the need and scope of technical services required when dealing with other areas. More than five years of supervisory experience in managing technical or professional staff and seven years of professional experience in environmental engineering and/or natural resources field. Experience with regulating agencies and experience as a regulator with decision-making authority is preferred, as the ability to weigh competing interests and use sound judgment is key to this position.

Job Duties and Responsibilities
Appointment is 75% research, 25% teaching.

The Department seeks a candidate to establish a competitively funded research program in avian ecology to address applied questions related to conservation and management of birds with relevance to the state of New Mexico, as well as regionally, nationally and internationally. We seek a candidate with demonstrated expertise in movement ecology, habitat use and selection, and/or population ecology. This is a tenure track, 9-month position with an allocation of effort that includes the expectation of mission-oriented research, teaching, and outreach. The successful candidate will show a commitment to excellence in research and teaching, including specific evidence of: (1) interest and expertise in ornithology with an emphasis on population ecology and management or related areas; (2). potential to teach at both undergraduate and graduate levels on topics such as ornithology, gamebird/avian ecology, wildlife management, as well as lower-level courses.
Success in this position requires excellence and expertise that strengthens the university’s mission to engage students, community members, and affiliated scientists on issues related to wildlife management and conservation. The faculty member will establish a nationally-recognized research program that will encompass clear, tangible benefits to management, conservation, and policy. In addition, the successful candidate will be able to collaborate with diverse and multicultural faculty in the FWCE department and broader NMSU community. Although no formal extension duties are outlined in the position, outreach and service to the department, university, and the public are essential aspects of this position. Excellence in teaching is required with an anticipated teaching load of 2-3 courses annually. Advising of both undergraduate and graduate students is expected. The position will also foster collaborations and participate in activities and on research teams that support the work of the Center for Excellence in Sustainable Food and Agricultural Systems (CESFAS.)

Responsibilities

Comprehensive environmental consulting and/or engineering that includes planning, data assessment, reporting, overseeing field personnel, travel and field work, and/or sample collection.
Define scopes of service, and prepare budgets and proposals.
Review, evaluate, and interpret environmental data and prepare summary reports.
Interact and communicate with clients, vendors, and staff at all levels in a professional manner.
Support business development and marketing activities, including preparation of cost proposals and presentations to existing and prospective clients.

Requirements

Bachelor’s degree in Geology, Hydrology, Civil or Environmental Engineering, Chemistry, Biology, or other Natural Science; Master’s Degree preferred.
14+ years of experience
40-hour HAZWOPER training
Knowledge of RCRA, CERCLA, OSHA and other federal regulations.
Experience sampling soil, groundwater, and other media at contaminated sites.
Experience in hazardous waste and hazardous materials management.
Experience with environmental remediation technologies.
Experience on federal projects (HTRW, TERC, AFCEE, etc.).
Excellent writing, organizational, and communication skills.
Personable, flexible, and professional demeanor.
The ability to work independently with the appropriate level of OR minimal supervision.
The willingness and ability to travel to support the needs of other Shannon & Wilson offices.
A valid driver license and insurable driving record.
Basic computer skills: MS Word, Excel (required); MS Access (desirable).
Critical thinking and analysis.
Frequent sitting, standing, walking, bending, lifting, and carrying 30+ pounds.
Working in all weather conditions, on uneven terrain.
The ability to travel (drive or fly) to field sites per project needs and job sites locally and out of state.
