Environmental Analyst

What you will be doing:

Administers assigned environmental compliance program(s); analyzes federal, state and local environmental regulations that impact airport property, planning and/or operations and develops options for compliance with impacted work and/or operational areas; makes recommendations and assists in developing program plans.
Performs field investigations, inspections and remediation having impact on assigned airport environmental program(s), construction sites and properties; directs and performs testing and sampling of soil, water, asbestos and/or air in accordance with applicable regulatory criteria; analyzes and interprets data. Collection of samples involves access to remote, undeveloped sites and must be performed in all weather. Carries collection equipment to and from collection sites.
Maintains EAD systems and airport databases as required and prepares, certifies and submits technical reports to a variety of state and federal agencies.
Prepares technical reports and presents findings in writing and in meetings/presentations.
Reviews work orders, construction applications, lease agreements, and permits for compliance with environmental laws, regulations and rules; recommends authorization of work orders; facilitates/coordinates meetings involving contractors, clients and management.
Manages environmental and/or sustainability projects in conjunction with project managers; leads, directs, assesses and develops team members; coordinates job assignments and responsibilities with crews and contractors and reports results to Program Manager.
Assists with the development and implementation of regulatory strategies for operational permits and environmental impact statements; obtain operational permits and represent the airport/department during negotiations with regulatory agencies on permit conditions, variances or other environmental areas.
Provides documentation, quality control and scheduling as required for the administration and execution of each assignment (i.e. Capital funding documents, Official Board Actions, Work Authorizations, etc.).
Maintains an understanding of client processes and assists clients in the continuous improvement of processes with environmental regulatory requirements.
Evaluates and develops comments on proposed state and federal laws and regulations.
Participates in community activities and trade show events promoting positive customer relations.
Meets with representatives of state and federal agencies and local municipalities; responds to agency requests for information during site visits.
Responds to environmental emergencies; coordinates response actions pertaining to area of assignment in coordination with state and federal agencies. Deploys emergency intervention devices such as booms, absorbent materials, and neutralizing agents.
Ensures environmental aspects and impacts within the span of control of your position are identified and timely communicate applicable personnel and operational changes to Environmental Affairs.
Evaluates environmental performance. Provides employee feedback regarding needed performance improvements and acknowledge employees whose environmentally related performance is exemplary.

What you need:

Bachelor’s degree in physical or life sciences, environmental science, engineering or related field from an accredited college or university.
Two (2) years of professional experience in environmental operations, environmental analysis, or environmental program administration.
Any equivalent combination of education and/or experience may be substituted to the above.
Possession of a valid Class C driver’s license.

Community Recycling Specialist

Description of Work:

This position will serve as a Community Recycling Specialist to provide technical, policy, and planning assistance to counties, municipalities, state agencies, universities, community colleges and other recycling and material generators throughout North Carolina. This position is an exciting opportunity to join a dynamic team in making a statewide impact on growing and improving recycling programs and actively help the state increase recycling and waste diversion strategies in all 100 counties of North Carolina.

A part of the Recycling and Materials Management Section (RMMS) within the Division of Environmental Assistance and Customer Service, this position will help RMMS expand and improve recycling infrastructure and programs statewide while engaging local governments to assist in localized waste diversion programs. These initiatives are accomplished through technical assistance, grant programs, data collection and reporting, statewide educational and outreach campaigns, and promoting key strategies to achieve progress in local recycling and waste diversion efforts and grow North Carolina’s circular economy. RMMS engages with local governments on a wide array of waste reduction, recycling, and solid waste issues, including the development of source reduction programs and the management of traditional recyclables, organic materials, and special wastes.

Key Responsibilities:

Provide direct, one-on-one technical assistance to municipal and county curbside and drop-off recycling programs to help with collection program efficiencies and best practices.
Support statewide education and outreach efforts and advance best practices in recycling communications.
Manage grants awarded to local governments, participate in grant award decision-making and oversee grant projects and contracts.
Gather data from recycling programs, research policies and strategies, compile and promote best management practices, and investigate other related topics.
Collaborate with local governments in improving public waste reduction and recycling processing and public outreach efforts.
Conduct site visits, participate in meetings, assist in planning and facilitating training events, assist in creating and distributing information on best practices for collection and diversion programs.

Assistant Professor of Sustainable Horticulture

Position summary
Assistant Professor of Sustainable Horticulture, 100% appointment with 70% of the time in the classroom teaching horticulture science and 30% will be oversight of the horticulture activities at the Agriculture Education Center, which will include personal research, and student oversight. This position will work closely with the faculty and staff of the Department of Sustainable Agriculture to develop and maintain the facilities of the Center for educational and research activities, and assists the faculty in these activities.

Ensures that the various assigned spaces in the greenhouses are ready for their next use such as research, teaching, rental area

Keeps inventory of supplies needed for horticultural operations

Monitors horticulture spaces to ensure that those assigned those spaces are utilizing them correctly

Oversight of the Community Gardens prep, rental, clean-up

Coordinates with the Farm on use of the areas within the Ag Ed Center as needed

Communicates regularly with Dept. of Sust. Ag faculty about plans for/needs of greenhouses, budgets

Management of facilities and students are a 12-month appointment

Water Resources Professional III

Why does the job exist?
The purpose of this position in the Solid Waste Bureau’s (SWB) Permit Section ensures environmental protection and public safety by enforcing Solid Waste Rules and the Solid Waste Act. The role involves overseeing the construction, operation, and monitoring of active solid waste facilities to ensure regulatory compliance and scientific accuracy and also ensuring that inactive landfills undergo proper closure and post-closure monitoring, consistent with regulatory standards.
How does it get done?
– Review and verify solid waste facility permit applications, closure plans, and construction quality assurance plans for feasibility and compliance with engineering standards, including American Society for Testing and Materials (ASTM) Standards
– Ensure that inactive landfills undergo permanent closure and post-closure monitoring actions that are implemented in a manner consistent with regulatory requirements and are technically and scientifically sound
– Apply analytical groundwater flow models (e.g., Multimedia Exposure Assessment Model – MULTIMED) and hydrologic models (e.g., Hydrologic Evaluation of Landfill Performance – HELP) to evaluate computer simulation results submitted by applicants
– Document findings, prepare written requests for additional information, public hearing notices, and technical testimony, and assemble Administrative Records for permit applications
– Evaluate groundwater and vadose zone and methane and leachate monitoring plans, and reports for regulatory compliance and technical adequacy, including conducting field surveys and sampling to verify groundwater protection as well as overseeing corrective actions and the installation of methane extraction wells and leachate collection systems
– Assess corrective measures and proposed remedies for groundwater contamination, providing oversight for corrective actions and the installation of monitoring wells, vadose zone wells, and other subsurface monitoring instruments

Wastewater Plant Specialist

The pay range for this position in Washington and Oregon is $90,000 to $130,000 per year.
