Environmental Analyst – Water Quality Division

NEIWPCC is seeking a full-time Environmental Analyst to support the implementation of various water-related initiatives in support of our mission to help the states of the Northeast preserve and advance water quality.

What You’ll Do

As a NEIWPCC Environmental Analyst, you will manage a variety of projects related to Water Quality Standards (WQS), nutrient and numeric water quality standards, mercury, Total Maximum Daily Load (TMDLs), Clean Water Act 303(d) national listing, and other related topics, and will organize and provide leadership for NEIWPCC’s workgroups on these topics. You will develop and administer work plans, budgets, and contract/grant amendments, and you will serve as project manager for the Long Island Nitrogen Action Plan (LINAP), which includes the supervision of regional staff. You will also collaborate with internal and external partners on cross-cutting issues, develop and review Quality Assurance Project Plans as needed, maintain appropriate webpages on NEIWPCC’s website, and assist with the development of water quality-related education and outreach materials.

What You Bring / Preferred Qualifications

The successful candidate will have a passion and interest in preserving and advancing water quality. Ideally the candidate will have a degree in environmental studies, public policy, public health, biology, chemistry, or related field, and have technical or professional related experience. Experience working with a broad range of stakeholders in implementing environmental programs, as well as knowledge and experience with aspects of water quality, watershed management, and federal environmental laws and regulations is required. Excellent interpersonal and organizational skills, strong computer skills and the ability to perform basic statistical analysis is desired.

Logistics

This full-time NEIWPCC position will work 7.5 hours per day and is based out of NEIWPCC’s Headquarters office in Lowell, MA. Duties will be performed largely in an office setting with occasional travel, for which a valid driver’s license and private means of transportation is required. After six months of employment, this position may be eligible for a partial telework schedule for office-based duties, subject to approval and determined by program and office needs. Proof of COVID-19 vaccination required.

Job Purpose

The Georgia Farmland Protection Associate will play an important role in accelerating the pace of permanent agricultural land protection in Georgia. This role is an exciting opportunity to work with innovative agricultural and conservation groups across the state to facilitate key programming to protect working lands, strengthen farm businesses, and support a new generation of farmers in accessing land. AFT’s Farms Under Threat 2040: Choosing an Abundant Future report identifies that Georgia has some of the most threatened farmland in America, ranking 4th in projected acres to be converted by 2040. This is a pivotal time for agricultural land protection in the state as program funding increases and there is more opportunity to protect critical working lands statewide. The position is initially funded through a cooperative agreement with the Natural Resource Conservation Service (NRCS) and will work closely with AFT’s Georgia Program Manager and Georgia NRCS Easement Program staff to support the promotion and administration of Georgia NRCS easement programs such as Agricultural Conservation Easement Program – Agricultural Land Easements (ACEP-ALE).

Position Summary

The Georgia Farmland Protection Associate is responsible for facilitating NRCS conservation easement projects from application to closing. The Associate will also play a role in supporting AFT’s Georgia outreach and programmatic efforts. The Associate will have onboarding with both NRCS and AFT to become familiar with NRCS policies and guidance related conservation easement program implementation and will provide guidance, feedback, and support to entities (such as land trusts) and NRCS staff on projects.

The Georgia Farmland Protection Associate will work within AFT’s Southeast Regional Program and will have a unique opportunity to participate and learn from AFT ‘s national programs while working closely and learning from the Natural Resources Conservation Service. This position provides an excellent opportunity to grow expertise in land protection, and work closely with a host of state and national partners.

What You’ll Be Working On

  • Provide support to Georgia NRCS in the delivery and implementation of entity-held easement programs across the state.
  • Support AFT’s Georgia Program Manager and other staff with NRCS Farm Bill and easement program outreach.
  • Identify support needs from eligible entities and assist with capacity building to efficiently develop and complete agricultural conservation easement projects. This will include providing direct application and program assistance.
  • Work with AFT’s National Agricultural Land Network (NALN) to provide content and assist with programs that support agricultural land protection professionals.
  • Develop and maintain systems for tracking and evaluating proposed land protection projects and regularly communicate the status of each task associated with a project to NRCS and appropriate entity.
  • Utilize tracking systems to ensure that easement projects stay on track with expected timeline for completion. This includes uploading relevant project documents to NRCS systems.
  • Coordinate communications between NRCS, entity, and any necessary contractors working on a given project if needed (such as facilitating a discussion between a land surveyor and NRCS technical reviewer to resolve an issue).

This person will also be required to complete other duties as assigned that contribute to the successful outreach and administration acquisition of agricultural conservation easement programs and projects in Georgia.

Fairmount Park Conservancy brings parks to life. We work with the City of Philadelphia and its communities to steward our parks and nurture our shared environment, cultural resources, and public health. We lead capital projects and historic preservation efforts, foster neighborhood park stewardship, attract and leverage investments, and develop innovative programs throughout the 10,200 acres that include Fairmount Park, six other watershed parks and more than 130 neighborhood parks and gardens around the city.

Position Overview:

The Director of Landscapes will work to strengthen the Fairmount Park Conservancy’s (FPC) ability to shape and steward key landscapes in order to provide ecological uplift, critical habitat, and provide benefits of public health and beauty to Philadelphians through land management and horticultural leadership.

Responsibilities:

In partnership with Philadelphia Parks and Recreation, Philadelphia Water Department, and DCNR staff, develop management plans and goals for key landscapes in Fairmount Park, Cobbs Creek Park, and FDR Park
Lead the Fairmount Park Conservancy’s role implementing the PhillyTree Plan
Advise FPC’s capital projects team through the planning, design, and implementation of key capital initiatives, including the $250M FDR Park Plan with over 200 acres of natural areas
Develop monitoring and maintenance plans and practices for all FPC-led landscapes including ecological restoration projects, horticultural gardens, and trails
Implement, oversee construction, and ensure the care and maintenance of FPC-constructed trail networks
Develop strategies and tactics to create additional resilience in landscapes adapting to climate change
Advise senior leadership and development staff around strategic goals, prioritization, and resource allocation
Develop annual work plans and budgets to guide stewardship activities of FPC land management staff, volunteers, and partner organizations

Water Conservation Specialist

The Position

Under the supervision of the City Engineer, this position supports the City’s water conservation goals by developing, coordinating, implementing, monitoring and reporting on City water conservation programs. This includes being responsible for ensuring the City’s programs are consistent with City and State requirements and regulations. The position oversees planning and implementation of programs and events, compiling and analyzing data regarding the City’s conservation programs as well as leading the marketing of water management and conservation programs for residential, commercial and industrial customers. This position is represented by the Lake Oswego Municipal Employees Association (LOMEA)/ American Federation of State, County and Municipal Employees (AFSCME).

July 1, 2023, the annual Cost of Living adjustment for this position is anticipated to be an increase of 4%.
Key Responsibilities

Perform or oversee onsite audits, inspections, and studies on facilities in all sectors. Organize and lead team efforts to implement water use management and conservation programs.
Represent the City at local, regional and state conservation activities and committees.
Monitor federal, state and local requirements and regulations. Collect, analyze and report on compliance of conservation programs and activities. Make recommendations for new or enhanced programs based on findings.

Environmental Horticulturist

The Environmental Horticulturist plays a key role in biodiversity and landscape management which are critical pieces of a comprehensive sustainability plan for the University of Idaho. This position is within the Facilities and Operations department but closely collaborates with the Office of Sustainability and the campus golf course staff.

Biodiversity and landscape management are critical pieces of a comprehensive sustainability plan for the University of Idaho. Some endorsed goals involving our campus landscape include becoming both a certified Bee Campus and achieving Audubon Cooperative Sanctuary Program for Golf (ACSP) certification for our golf course. In coordination with golf course management, this position will be responsible for obtaining and maintaining Audubon certification. Associate Park Manager

Madison Square Park Conservancy is a nonprofit organization whose mission is to protect, nurture and enhance Madison Square Park, a dynamic seven-acre public green space, creating an environment that fosters moments of inspiration. Southeast Idaho Project Manager

Trout Unlimited (TU) seeks to hire a highly motivated, self-directed, and capable person to identify, plan, and implement stream restoration and fish passage projects in the Portneuf, Blackfoot, and Willow subbasins in Southeast Idaho. The project manager will be responsible for working cooperatively with a variety of partners to complete ongoing restoration projects and develop new projects. The work will focus on reconnection, restoration, and protection activities for Yellowstone Cutthroat Trout and other native species.

The position requires an individual who works well with diverse stakeholders, is action oriented, and can problem solve to accomplish restoration work. Competitive candidates for this position will have demonstrated experience with project management and technical abilities related to river restoration, fisheries, hydrology, ecology, working agriculture, and partnership-building. The Project Manager will be expected to coordinate projects from conception to completion and be a leader for habitat restoration and conservation in this area. The successful applicant will manage large grants and project budgets. They must have the ability to communicate effectively with a variety of stakeholders and audiences.

The Southeast Idaho Project Manager will report to TUÔÇÖs Idaho Director. This position requires frequent day travel and occasional overnight travel. Preference is for the position to be based in or near Pocatello, Idaho, but may be negotiable for other parts of the service area.

Duties and Responsibilities

Plan and implement a suite of restoration projects working with land and water rights holders
Coordinate conservation efforts with federal, state, and local partners
Identify, develop, secure, and manage funding from a variety of sources
Hire and manage project engineering, consulting, and construction services
Obtain stream alteration permits and other project requirements
Construct priority habitat restoration, connectivity, and floodplain reconnection projects

Conservation Program Assistant

GENERAL PURPOSE

This position supports the District’s water conservation programs. Assignments may include but are not limited to: Supporting operations of the District’s demonstration gardens, including maintaining plantings and supporting educational programs. Supporting conservation incentive programs, including engaging with customers, collecting field data, and performing administrative tasks. Supporting educational outreach events.

BENEFITS AND HOURS

This position is classified as an unbenefited flexible position. Position requires at least 15 to 19 hours per week (more if desired). The majority of work hours are during the peak time of public use of the conservation projects. Hours will vary seasonally, and some evening and weekend work may be required.

SUPERVISION RECEIVED

Supervision as delegated by the Conservation Manager.

ESSENTIAL FUNCTIONS

Performs field visits to customer properties to document conditions and collect data. May include taking digital photos, assessing irrigation equipment, collecting landscape measurements, and engaging with customers to explain program requirements.
Provides administrative support to all district managers which may include assistance with district events, picking up and/or delivering products and materials, performing clerical duties and other activities as requested.
Performs basic landscape maintenance in an educational garden.
Participates in delivery of educational outreach programs.

MINIMUM QUALIFICATIONS

Education and Experience:

Graduation from high school or equivalent; AND

Some experience performing above mentioned duties; OR

An equivalent combination of training and experience to the above may also be approved.

Preference may be given to applicants pursuing a degree in resource management, environmental science, biology, horticulture, or other related fields.

Knowledge, Skills, and Abilities:

Water Resource Specialist

General Purpose

The Southwestern Pennsylvania Commission (SPC) Water Resource Center is seeking a full-time Water Resource Specialist to participate in the development, implementation and administration of Southwestern PennsylvaniaÔÇÖs regional water resource planning and stormwater management programs.
Essential Functions

Coordination of regional trainings/meetings on various water-related topics.
Research, compile, analyze and coordinate technical and financial information pertaining to program activity; maintain program files and databases.
Assist with providing technical assistance/coordination within the 10-County SPC region for the completion of/updates to PA Act 167 Stormwater Management Plans and other water resource- related planning efforts.

Assist with the development of marketing materials; coordinate, monitor and analyze the effectiveness of WRC marketing and outreach efforts.
Write, review and edit reports, grants, educational and technical materials and memorandums.
Plan, prepare for, and staff both technical and specialty meetings.
Conduct field work, site surveys and other data collection as needed.

Education / Experience Requirements:

BachelorÔÇÖs degree in Environmental Biology, Environmental Education, Geography, Planning, Public Administration or closely-related field.
One (1) year of experience in water resource planning, community and economic development, or environmental education or outreach.
Experience with sustainability practices, stormwater management techniques, conservation, and land management for urban & rural areas.
Experience with Stormwater Planning, the EPA MS4 program, Green Infrastructure and other stormwater best management practices is strongly desired.
Experience with GIS and GPS required; experience with the Spatial Analyst extension and basic coding skills (Python or R) are preferred.
Experience with public-sector and regional planning, municipal governments and state & federal funding programs.
Experience with event organizing and coordination; must be comfortable with public speaking and appearing before large and diverse audiences.
Experience with Constant Contact or similar email marketing systems; familiarity with social media platforms a plus.

POSITION SUMMARY & CONTEXT

More severe wildfires and drier hotter conditions are threatening the resilience of western forests, leading to forest loss and post-fire transitions to non-forest vegetation types. These transitions have profound impacts on biodiversity, water provisioning, carbon sequestration, local economies, and other ecosystem services. The good news is that strategic restoration activities that consider climate change impacts can improve forest resilience and decrease the probability of forest loss. American Forests is working with public agencies, tribes, NGOs, and other partners to develop innovative landscape-scale restoration and reforestation strategies intended to create climate and fire resilient forests and conduct state of the field research on how to best adapt our forests to future climates.

We are seeking a Senior Manager for our growing science program to support our work to integrate science. The right candidate will have the opportunity to support programs focused on:

Supporting the development of innovative restoration and reforestation strategies in partnership with public agencies, tribes, and NGOs;
Advancing climate informed restoration research with diverse partners;
Conducting assessments of reforestation opportunity and associated workforce and nursery capacity needs;
Add to a growing body of literature to support forest management approaches that incorporate adaptation to climate change

More broadly, in coordination with other members of American ForestsÔÇÖ Resilient Forests Team, the Senior Manager, Geospatial and Forest Science will help grow our developing portfolio of post-fire restoration and reforestation strategies, and develop science initiatives that can improve reforestation outcomes in the face of climate change and guide policy.

SPECIFIC RESPONSIBILITIES

Manage new and existing geospatial analysis and modeling projects (80%)

Work with the Director of Forest and Restoration Science, GIS Team, and external partners to develop geospatial analysis and modeling frameworks to support reforestation strategy development and other initiatives.
Aggregate existing geospatial datasets, conduct geospatial analysis, and develop geospatial models to assess restoration needs across large post-fire landscapes.
Support writing and submission peer review journal articles, and reports for land managers and partners.
Conduct site visits, participate in stakeholder meetings, and present findings as relevant.

Science Support (20%)

Support the development and implementation of research to advance knowledge about how to manage forests to support resilience and adaptation to climate change
Work with the Resilient Forests Team and external partners to develop and implement research that supports expanding restoration and reforestation work on public and private lands
Assist with developing protocols to implement adaptive management approaches for reforestation and restoration

Qualifications

While we do not expect any one candidate to possess all of these qualifications, the ideal candidate will possess many of the following professional and personal skills and qualities:

Advanced degree in natural resources, forestry, environmental sciences, or forest ecology is preferred.
Knowledge of forest ecology, forest regeneration, post-fire reforestation techniques, and climate informed restoration strategies
Strong geospatial processing, analysis, and modeling skills in ArcGIS, R, Google Earth Engine, or similar.
Proficient with programming and scripting in R, Python, or similar
Ability to collect and aggregate disparate data sources and manage a variety of data types
Experience working with big data
Ability to conduct general data management and data analysis
Proven report and peer review article writing
Experience with study design and field-based data collection
Understanding of reforestation and restoration of western US forests
Ability and willingness to work with a diverse array of partners and stakeholders.
Excellent written and oral communication skills.
Ability to work in a fast paced/high volume environment.

Travel Requirements

Work will be focused primarily across the western United States and up to 15% of travel may be required to engage with partners and colleagues, assess projects, and/or conduct fieldwork.
