Renewable Energy Project Coordinator

Souder, Miller & Associates is recruiting for Renewable Energy Project Coordinator position in Santa Fe, New Mexico. The position will support completion of the company’s renewable energy project backlog and assist with developing more projects in the growing renewable energy field. The company’s Renewable Energy Client Community is currently working on multiple solar and wind energy projects that range in size from commercial scale (10-100kW) to utility scale (500 kW to 1,000 MW). SMA’s professional services for these renewable energy projects includes feasibility analysis, due diligence assessment, funding research and development, permitting & regulatory compliance, public outreach, electric utility coordination, GIS and survey, civil engineering, geotechnical analysis, construction observation, and commissioning. The Renewable Energy Client Community works across company business lines and with several subcontractors to provide other professional services for these projects.

The position will work under the supervision of the Renewable Energy Client Community Manager complete all phases of project development on behalf of public, Native American, and private clients. The position will assist with identifying renewable energy project opportunities, project scoping, developing budgets and project timelines, preparing cost proposals and contracts, processing invoices and tracking project financial performance, responding to formal procurement opportunities, managing subcontractors, conducting technical analyses and drafting technical reports, conducting quality assurance/quality control (QA/QC) reviews of technical work products, researching project development funding opportunities and completing funding applications on behalf of clients, researching regulatory requirements and coordination with multiple agencies and stakeholders to facilitate approval of various authorizations and permits, managing procurement of contractors on behalf of clients and observing project construction, and facilitating project commissioning, testing, and acceptance.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Assist the Renewable Energy Client Community Manager with identifying renewable energy project opportunities by researching and reviewing grant opportunities, and outreach to existing and prospective clients.
Assist the Renewable Energy Client Community Manager with preparing proposals in response to formal and informal solicitations: developing project scope of work statements, budgets, & timelines, coordinating with company marketing staff and drafting technical proposals, QA/QC, and participating in formal procurement interviews & presenting proposals in public settings.
Assist the Renewable Energy Client Community Manager with soliciting and obtaining quotations from subconsultants.
Assist the Renewable Energy Client Community Manager with drafting professional service contracts, master service agreements, and task orders for review by company legal staff.
Assist the Renewable Energy Client Community Manager with project finance management, including coordination with company financial staff, process invoices, and track project financial performance.
Assist the Renewable Energy Client Community Manager with conducting renewable energy project feasibility analyses. This work can involve collection of electric usage data, data entry and processing, developing case scenarios and generating financial projections using modeling programs such as NREL System Advisor Model, researching system components, developing recommendations for project development and project finance, drafting project deliverables such as technical reports, conducting quality assurance/quality control reviews.
Assist the Renewable Energy Client Community Manager with researching funding programs available to clients and completing funding applications on behalf of clients.
Assist the Renewable Energy Client Community Manager with researching regulatory requirements, coordination with multiple agencies and stakeholders, and preparation of application documents to facilitate approval of authorizations and permits, including but not limited to county land use permits, NMDOT right-of-way, NMPRC location approval and right-of-way width determination, NEPA, NPDES, and other project funding specific requirements.
Assist the Renewable Energy Client Community Manager with managing procurement of contractors on behalf of clients and observing project construction, and facilitating project commissioning, testing, and acceptance.
Perform other tasks supporting the company’s and the Planning Group’s projects, as assigned by the Renewable Energy Client Community Manager.

QUALIFICATIONS:

Bachelor’s degree in appropriate Engineering, Earth Science, Environmental, or Planning discipline.
Minimum 1 year of experience post-graduation preferred in relevant field.
Technical writing experience required.
Specific experience in the renewable energy field is not required but preferred.
Proficiency with MS Office required.
Must have a valid driver’s license.

Senior Planner, Sustainability Specialist

The Town of Mountain Village is seeking a senior planner sustainability specialist who has solid planning experience and expertise in carbon neutral and sustainability goals. The town is committed to zero waste by 2030 and carbon neutrality by 2050. This position will work as a team member to achieve town goals while working closely with the planning, building, housing, sustainability teams, design review board, Town Council and regional entities to achieve these ends.

80% of the position is development plan review. 20% focuses on carbon neutral, net zero, zero waste and efficiencies through the existing and built environments in Mountain Village.

NATURE OF WORK: (80%)

Under general supervision, responsible for reviewing and analyzing complex development review applications in accordance with all applicable Community Development Code (CDC) Regulations, Comprehensive Plan goals and policies, and stipulations of other regulatory agencies. A Senior Planner must be able to make independent judgment during their initial contact with interested parties and throughout the entire development review process. The Senior Planner must also recognize when issues should be discussed with the Director, and/or other senior staff members in order to determine the best course of action. Under direction, supervises, assigns, reviews and participates in the work of the Town Planner and the Town Forester.

DUTIES AND RESPONSIBILITIES:

Provides technical and professional planning services to achieve consistent growth in line with the Town’s goals; assures project plans follow local, state, and Federal codes and regulations. Reviews applications for development review to ensure conformance with the CDC and the Comprehensive Plan
Reviews and evaluates development proposals, development designs, applications, planning and zoning changes, variance requests, technical documents and special permits for compliance with Town standards and regulatory requirements; answers inquiries and assists the public and other agencies in matters related to planning, zoning and permit review, and other Town standards and regulations; provides information and recommendations within scope of authority; provides assistance to applicants, property owners, architects, developers, planners and attorneys; attends pre-application meetings with applicants to ensure proposals meet regulatory requirements; monitors applications for completeness of required documentation and compliance with the Town’s design regulations and land use ordinance.

Will amend town documents as needed such as the Comprehensive Plan or other regulatory or policy documents.
Works with consultants as needed to achieve town goals.
Will provide direct supervision to the Town Planner (Planner I).

May participate in meetings with government officials and community groups; provides information to the Design Review Board meetings, the Town Manager, Town Council and other town departments as needed; coordinates with various regional government organizations, community groups, and state and Federal agencies.
Consults on and implements programs regarding forestry health, wildfire mitigation and other environmental issues affecting the Town. Will provide direct supervision to the Town Forester.
Completes and provides staff reviews to Design Review Board members and project applicants; prepares for, attends, and participates in Design Review Board meetings; presents agenda items and/or applications for development to the Board; records meeting minutes.
Drafts and sends review letters to applicants summarizing discussion of their individual agenda items; coordinates with applicants and assists in facilitating the public notice process.
Reviews plans and applications involving minor changes to structures, landscaping, and/or signage; issues related staff approvals; receives and processes public records requests in relation to plans and/or files.
Provides assistance to developers and the general public to ensure that stipulations are included and implemented.
Acts as a liaison between other regulatory agencies in conveying and negotiating the conditions/stipulations required of development applications.
Involved in negotiations with developers to ensure the implementation of conditions/stipulations established by the Department and town policy.
Works with and represents the Community Development Department and the Town with various boards and committees in inter-jurisdictional settings, and engaging in joint problem solving and decision-making.
Effectively follows up on all Planning requirements and conditions as required by the review authority, accurately identifying and tracking progress and completion of those requirements.

Sustainability Specialist (20%)

Implement planning, building and housing related town incentive programs that reduce energy, waste, or reduce carbon impacts.
Work interdepartmentally to achieve zero waste and carbon neutral goals related to planning and development
Comfortable working with teams to envision and execute sustainability objectives
Spearhead Community Development Code Amendments, including facilitating Building Code amendments to achieve stated goals.
Stay informed and up to date on green building programs, regional and national trends
Serve as a liaison within Mountain Village and the Town’s Sustainability Team

MINIMUM QUALIFICATIONS:

Education and Training: Minimum qualifications include a Bachelor’s degree in urban planning, engineering, geography, landscape architecture, architecture, forestry or environmental management or a closely related field. A Master’s degree in any of these fields is preferred.

Practical Experience: At least three years’ experience in local or regional planning, long range planning and development review; or any equivalent combination of education and progressively responsible professional planning experience. Minimum of one-year supervisory experience. Experience working with the public in difficult situations, a customer service orientation, and ability to communicate effectively both verbally and in writing are a must.

Permits or certificates: AICP certification preferred. Sustainability emphasis preferred.

Possession of a valid Colorado State Driver’s License is required.

Knowledge of: Principles of land use planning; Town Comprehensive Plan and zoning codes; city, county, state and Federal laws, codes and regulations pertaining to community planning; principles and practices of urban planning; planning and permitting processes; regulations and ordinances governing planning activities; design review proposals and land use applications; public participation techniques; computer software used in planning, drafting, mapping and statistical analysis as applied to land use; public notice processes, general office practices; customer service standards and protocol; expertise in at least one area of the implementation of development in an alpine environment such as forestry, construction or environmental regulations is preferred. Energy Justice Outreach Specialist

Clean Water Action and Clean Water Fund are hiring a full-time Energy Justice Outreach Specialist to join our Massachusetts team and conduct an outreach and education campaign on energy efficiency in the South Coast area of Massachusetts.

Clean Water Action is a national, grassroots environmental organization that works to protect the environment, safeguard public health, promote racial and economic justice in solutions to environmental problems, and support communities in addressing local environmental threats. Clean Water Fund is a national research and education organization which promotes justice and the public interest on issues related to water, waste, clean energy, and toxics. Our core beliefs are that everyone has the right to clean air, clean water, and healthy communities; those most affected by environmental degradation must play a role in shaping solutions; and actions taken to address environmental problems must contribute to broader goals of justice for all.

Clean Water Action and Clean Water Fund are working to advance energy policies that significantly reduce climate pollution in Massachusetts and make energy efficient solutions available to all. Our overarching goal is to create an equitable energy system that significantly reduces carbon emissions; is shaped by frontline communities; and results in frontline communities having resources to participate in the clean energy economy and adapt to climate change. For many years Clean Water has worked to increase access to the state’s Mass Save energy efficiency program for low- and moderate-income households, renters, and people who experience language isolation. We now have received Community Education and Outreach and Community First Partnership grants from Mass Save to conduct direct outreach about the Mass Save program and support residents to take advantage of its opportunities in the Environmental Justice communities of Fall River, New Bedford, Wesport, Taunton, and Attleboro.

The Energy Justice Outreach Specialist will carry out the program in collaboration with Clean Water’s door-to-door outreach team.

Responsibilities include:

Develop materials for online and in-person outreach;
Collaborate with communications staff to develop a social media campaign and other online outreach;
Collaborate and build relationships with municipal staff and elected officials, community leaders, local organizations, coalition partners, etc.;
Organize and lead community outreach workshops;
Direct outreach to businesses and residents to engage them in the program in person or via phone;
Supervise interns who are supporting the project;
Participate in project team meetings with Mass Save partners and in Clean Water Action staff meetings and other collaborative activities;
Participate in Clean Water Action & Clean Water Fund fundraising efforts.

Qualifications

At least two years of experience with campaign organizing strongly preferred;
Demonstrated experience and skill with communications including ability to tell the campaign “storyâ€ through online communications;
Demonstrated leadership on racial and economic justice issues;
Background in clean energy and climate justice issues is helpful;
Experience with the communities involved in the project is highly desirable;
Must have a valid driver’s license and be willing and able to travel among the five metro areas;

Wildlife Researcher

NREL’s National Wind Technology Center located at our Flatirons Campus between Golden and Boulder, CO has an immediate opening for a full-time Researcher II position to support our wind energy and wildlife research portfolio. The ideal candidate will be experienced with or actively researching wildlife interactions with land-based wind energy development. Further, knowledge of and familiarity with the literature around monitoring and minimization strategies to quantify and reduce the effects of wind energy development on wildlife is also valued.

The successful candidate will support the portfolio lead and team members across a variety of projects. They will work with a variety of stakeholders, such as other National Laboratories, industry partners, research institutions, and government agencies, including the U.S. Department of Energy Wind Energy Technologies Office. The position is primarily focused on advancing monitoring and minimization technologies to improve siting and operational decisions for wind turbines and wind energy facilities to meet both wind energy generation and conservation goals.

Renewable Energy Analyst

The position is part of the Office of Renewable Energy within the Commercial Resource Division. This position is responsible for the management of an assigned portfolio of renewable energy leases and applications. Position must accurately process applications, explain procedures to applicants, and timely gather and organize the needed documentation. This position provides costumer service to lease applicants as well as wind and solar lessees to collect rent payments. This position, upon completion of training/orientation, will review/process lease applications, analyze project plans, keep lease files up to date, and ensure decommissioning bonds in place.

The NM State Land Office has a Non-Emergency Telework Policy, which allows eligible employees to telework up to twenty four (24) hours a week consistent with the agency’s business needs.

How does it get done?
The analyst will analyze, process, and manage a portfolio of renewable energy leases and lease applications. In addition the analyst will support a very active Office of Renewable Energy by tracking the progress of a portfolio of renewable energy lease applications; coordinating with applicants to acquire missing data as necessary; maintaining excellent communication with internal and external customers to forward applications and manage leases; accurately input required information into the Land Information Management System (LIMS); and work with other Land Office personnel to complete required site assessments and reports for each lease.

Internal: Oil, Gas, and Minerals Division; Administrative Services Division; Commercial Division; Legal Division; Agricultural Bureau; and executive State Land Office management officials (Office of the Commissioner).
External: Trust beneficiaries; individuals; general public; lessees (agricultural, oil and gas companies, commercial, rights-of-ways); natural resource authorization users; program enrollees; hunters; special interest groups; government entities (state, federal, city, county, tribal).

Minimum Qualification
Bachelor’s Degree in Business Administration and two (2) years of experience in the procedures of business and management principles involved in strategic planning.

Senior Energy Analyst

This is also an excellent opportunity for you to improve existing processes and conduct ongoing R&D to support better understanding of our operational projects and how that impacts the pre-construction assessment process.

You’ll be part of the Energy Analysis team where you, together with your colleagues, will work closely to conduct solar and wind site data analysis, project modeling, and energy yield assessments to support the design of our onshore utility scale solar and wind projects. The Energy Analysis team supports all stages of project development, construction, and operation, as well as across disciplines, to provide technically accurate and informative assessments.

You’ll play an important role in:

assessing turbine performance and the impact of environmental constraints
effectively managing teamwork and projects to deliver projects on time and within budget
communicating complex technical issues to a non-technical audience, both verbally and in writing
optimizing solar and wind projects as well as modeling the wind flow over project sites
analyzing and interpreting measured solar data, wind data, and operational project data.

To succeed in the role, you:

have a BS in Engineering, Atmospheric Science, or another relevant technical field of study
have demonstrable experience in solar resource analysis (energy yield assessment)
have strong communication and analytical skills
know how to effectively prioritize tasks and communicate with project stakeholders.

ABOUT THE ROLE:

Reporting to the Fiscal Director, under the direct supervision of the Project Manager for Energy and Sustainability, this Energy and Sustainability Analyst provides analytic and program support for energy efficiency and sustainability projects in City facilities.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

The essential duties of the Energy and Sustainability Analyst include advancing energy efficiency, greenhouse gas reduction and sustainability in DPW-managed facilities and operations and across City departments. Responsibilities will include but not be limited to:

Data management and analysis – Oversee the tracking and analysis of municipal energy performance and greenhouse gas emissions reductions over a variety of platforms for both internal and external customers, including the development of enhanced tools. These include MassEnergyInsight, EnergyStar Portfolio Manager, municipal GHG tool and others.
Responsible for various annual reports, e.g., DOER’s Green Communities report, Cambridge’s Building Energy Use Disclosure Ordinance report and others.
Work closely with the Public Buildings division, facility, and fleet managers to maintain high-performing municipal facilities through ongoing monitoring of energy trends and energy management.
Work closely with Municipal Facilities Improvement and other facility improvement teams to identify and track metrics for high performance buildings
Assist with coordination and oversight of energy efficiency, Clean Fleet, and other sustainability projects
Assist with project planning and implementation through grant writing and grant administration.
New initiative development – Research best practices in energy management and sustainability and collaborate with facility managers and City workgroups to implement.

MINIMUM REQUIREMENTS:

EDUCATION AND EXPERIENCE

Bachelor’s degree in a related field plus two years of related professional experience or equivalent combination of education, experience, and training.

KNOWLEDGE, SKILLS, AND ABILITIES

The successful candidate should have in-depth understanding of issues related to climate change and energy including direct experience in energy efficiency and sustainability project implementation. Technical experience should include strong data and analytic skills particularly as they apply to energy efficiency, facility management, and renewable energy technology, policy and programs. Ability to work with a wide variety of people, coordinate projects, and achieve consensus. Excellent organizational, communication, computer, writing and analytical skills. Ability to work independently and take initiative a must.
