Senior Program Manager – Clean Transportation

The Senior Program Manager will play a key role in designing and overseeing initiatives to aid in accelerating the decarbonization of Massachusetts’ transportation sector. This position will be focused on demonstrating and bringing to market the core systems, technologies, and programs to make achieving the state’s 2050 net zero emissions goals a reality. MassCEC expects the responsibilities of this position to evolve and expand as MassCEC pursues future endeavors.

This work will involve engaging with and leveraging energy sector stakeholders, conceptualizing and designing initiatives and convenings, and implementing programs that effectively address barriers to energy sector decarbonization and historic inequities across the transportation sector. Specifically, the role will oversee programs relating to the decarbonization of the medium- and heavy-duty vehicle (MHDV) sector, including school bus electrification, technical assistance and planning for commercial vehicle electrification, and Regional Transit Authority decarbonization. The Senior Program Manager will engage in these sectors across many fronts, including with government agencies (including policymakers and regulators), investor- and municipally-owned utilities, community and advocacy groups, school officials, commercial businesses, consulting firms, and transportation industry stakeholders. The role will implement initiatives from MassCEC’s Clean Transportation strategy to identify and increase awareness of key barriers to MHDV decarbonization and foster new industry and stakeholder approaches to solutions-building in the sector. Furthermore, the Senior Program Manager will serve as a resource for MassCEC and other state agencies on matters related to MHDV decarbonization and other clean transportation initiatives.

The Senior Program Manager will report to the Senior Program Director but may also provide support to other members of the Executive Team. The Senior Program Manager will oversee the work of Program Managers, Program Administrators, and Fellows and will collaborate with staff across the organization.

Experience:

8+ years of relevant professional experience with a record of progressing professional responsibility; higher education degree and relevant continuing education is valued
Considerable experience with project or program management; and,
Experience in the public sector and/or electricity/renewable energy/transportation industries. Experience with the MHDV sector preferred.

Energy Education Coordinator

The Energy Education Coordinator (EEC) reports directly to the Director of Sustainable Design. The EEC will be primarily responsible for assisting in the implementation of broad-based, company-wide strategic energy and sustainability initiatives in addition to integrating effective energy management and sustainability throughout the portfolio with a focus on education residents and property managers about the energy systems installed at our properties, how they are used, and the cost implications of their use (especially as this relates to Time of Use Energy Rates and onsite renewable energy
systems. The (EEC) shall also help to ensure that the company’s sustainability efforts enhance business performance and supports the long-term interests of National Core. The position requires the ability to understand energy systems and water systems, data analysis associated with these systems, and how to communicate this information to residents and property managers. The (EEC) shall, as directed, visit National Core properties to meet with property management staff, with resident service coordinators, and with residents. The EEC shall also be responsible for helping to develop and implement a resident energy curriculum focused on energy use and energy cost awareness. This position will entail frequent coordination and collaboration with the Hope Through Housing (HTH) Resident Services team and may entail meetings with residents during non-working hours (when residents are home from work and able to attend meetings).

Manager, Resiliency and Sustainability

Responsibilities:
This position oversees the planning and coordination of the Climate Resilience and Sustainability capital program for Subways to safeguard NYCT system against climate change-related threats. Responsibilities include subway needs assessment and analysis; communicating and advocating subway needs to internal and external stakeholders, including planning, development, delivery, MTA, and FTA; managing acceptance and close-out of resiliency projects; resolving project-specific issues, including all funding and budget needs. Serves as the principal representative/liaison for the Department of Subways (DOS). Manages one analyst supporting these functions. Energy Management Specialist

This is professional, technical, and analytical work in support of the Office of Sustainability and Resilience. The Energy Management Specialist is responsible for the City’s energy management program and advises on energy goals, energy efficiency projects, and energy-related operations and maintenance activities; oversees energy performance tracking, analysis, and reporting; and monitors, advises, and forecasts energy budgets to drive down annual expenses associated with energy costs. Work includes collaboration with other departments and community organizations, and engaging with utility, service, and equipment providers to identify and monitor the performance of energy projects and programs. The Energy Management Specialist uses technical knowledge to develop and deliver the City’s energy activities and performance to various internal and external stakeholders including City Administration, City Council, other City departments, community organizations, utilities and other service providers, and the public. Work also includes developing online tools to effectively deliver information and resources to a variety of audiences. Example tasks include analysis of public building portfolio data to identify energy savings opportunities, data analysis to assess energy efficiency potential across different end-use sectors, and review of capital projects for energy efficiency and sustainability.

Responsibilities:

Energy Manager

The Energy Manager’s primary responsibility will be on energy management and energy reduction for all stores and home office facilities. The position requires an experienced professional whose background and experience will enable them to develop and grow programs for measuring, supporting, and implementing opportunities to improve energy efficiencies. The Energy Manager will communicate and present energy sustainability goals to a varied audience from stores to senior management.

An employee in this position can expect a rate between $100,000 and $115,000 annually, depending on experience, seniority, geographic locations, and other factors permitted by law.

This position is a hybrid role working out of our NYC, NY office, which is located in Union Square.

What You Do
• Position will identify, define, and execute energy savings initiatives, projects and develop best practices. This will include a review of a site-by-site analysis of energy usage and development of specific energy reduction strategy.
• Have three to five years of minimum experience in managing and developing analysis and metrics to guide facilities to issues and remedies for best practice in energy efficiency.
• Have the technical background necessary to manage the existing energy savings programs from EMS settings, on-demand execution, Swarm Logic AC, and heat programs, etc.
• Develop, produce, and interpret usage information to determine which stores are using more energy per square foot and store type and provide cost savings opportunities.
• Monitor utility billing to ensure accurate and timely payments are authorized and applicable credits are applied for on-demand rebates. Ensure rebates are pursued and received for energy-saving cap ex programs initiated by facilities and real estate.
• Develop cost analysis spreadsheets with a pricing matrix for each electrical and gas supplier in regulated markets, assuring that all locations are on the most economical cost structure.
• Have sufficient related experience of managing through the third-party energy consultant the electric or natural gas supplier contracts in deregulated markets.
• Complete the setup of new store and closing locations utility changes.
• Must have experience leading a team, setting team direction, and advocating for the team to internal and external stakeholders.

Energy Conservation Project Engineer

Our client is seeking to hire an innovative Energy Conservation Project Engineer to serve as the primary technical resource to the Business Development and Project Delivery teams. The Energy Conservation Project Engineer will be responsible for identifying and understanding the mechanical, electrical, utility and energy related equipment and systems within a prospective customer’s facility. In this role, the primary focus will be on conducting quick site audits and developing preliminary software-based building energy models to deliver early-stage go/no-go evaluations. These assessments are critical for prioritizing opportunities, guiding investment decisions, and streamlining project development before advancing into more detailed audits or studies. The selected candidate will develop comprehensive and cost-effective technical solutions to increase the operational efficiency of the facility by providing ongoing technical consultation and designing Energy Conservation Measures (ECMs) to facilitate the sales/business development process, ensure smooth installations and achieve identified energy savings for the customer. This candidate should have a strong “airside” background and be interested in data analysis with a focus on HVAC.

Environmental and Sustainability Coordinator

The Environmental and Sustainability Coordinator is responsible for planning, coordinating, and managing multi-disciplinary environmental health and life safety (HLS) and energy related projects across the district. This role ensures regulatory compliance, oversees environmental testing, hazard management, and the district’s Integrated Pest Management (IPM) program. Follow Board policies and industry best practices while promoting safe and energy-efficient learning environments. Function with minimal supervision and administrative independence.

Job Duties / Responsibilities

Develop and maintain effective communication channels with outside groups, governmental agencies, district administrators, and staff. Serve as the district’s primary representative in communications with regulatory agencies.
Review and interpret newly issued regulations to ensure ongoing compliance with environmental and safety requirements.
Ensure full implementation of the Integrated Pest Management (IPM) program with compliance verified through scheduled inspections, documentation, and regulatory audits.

Description

Performs difficult skilled administrative work leading and coordinating the planning, development, implementation, and evaluation of a comprehensive city-wide initiative to advance sustainability and resilience Focus areas include—but are not limited to—food access, energy, climate resilience, natural resources, and community well-being. Serves as liaison between the City and community stakeholders, and related work as apparent or assigned. Work is performed under the limited supervision of the Director of Sustainability.

Bachelor’s degree with coursework in sustainability, environmental studies/sciences, public policy, urban planning, resource economics, business administration, or related field and moderate experience working for local government, performing policy analysis, project management, working with elected/appointed officials and diverse populations, or equivalent combination of education and experience.
