Resource Conservation Manager

Performs a broad range of complex professional, analytical, technical, and consultant duties supporting resource conservation and use optimization for the City of Spokane. Designs, implements, supports, and manages programs and initiatives for increased energy efficiency, reduced natural resource consumption, alternative energy sources, solid waste stream reduction, and various other cost saving measures.

Develops and maintains an energy/utility consumption database, performs trend/use analysis, and develops plans to maximize efficiency. Maintains and updates the online Energy Star portal information on City facilities and energy data.
Advises the Facilities Director, City departments, and various other program administrators on the City’s utility costs, conservation practices, goals, achievements, and overall energy consumption. Monitors and reports resource use at each City facility. Acts as primary point of contact with the local utility company on energy conservation.
Promotes environmental stewardship and accountability to create and sustain a strong conservation and recycling ethic among building occupants, organizational leaders, and City of Spokane stakeholders. Engages, interacts, and collaborates with City staff through multiple communication channels and programs to effect resource conservation and sustainability efforts.
Conducts on-site resource surveys and assessments of City facilities, from major buildings to a wide array of small to medium facilities. Analyzes energy use patterns; Identifies, prioritizes, and presents recommendations for practical and effective no-cost/low-cost energy and resource saving/generating measures.
Collaborates with staff and management to develop resource efficiency and use reduction practices and implementation strategies. Informs and educates staff about behavior and performance expectations, provides timely and accurate feedback regarding performance, and ensures performance and behavioral problems are corrected promptly and effectively.
Participates in the implementation of targeted building operation, maintenance, and equipment efficiency measures and upgrades. Documents past and projected cost savings for identified measures, and monitors performance.
Continuously updates and expands departmental and City knowledge and understanding of new and evolving theories, practices, and methodologies by obtaining relevant education and training.
Provides ongoing education and training for co-workers, facility occupants, maintenance, custodial, and administrative staff in conservation measures to increase awareness of the impact of behaviors on resource use and costs.
Administers, coordinates, and supports recognition or award programs that encourage actions toward energy saving goals and provides rewards when goals are achieved. Promotes RCM (Resource Conservation Management) Program success stories and shares energy savings ideas with staff.
Provides consultation on energy standards (including LEED – Leadership in Energy and Environmental Design) for all building remodel projects and new construction to ensure maximum building energy efficiencies.
Assists in the development of new, or updating of current, adopted City strategies, policies, and procedures related to a wide variety of energy conservation practices. Supports and advances strategic plans including and in support of the City of Spokane Comprehensive Plan Goals.
Performs related work as required.

MINIMUM QUALIFICATIONS

Open-Entry Requirements:

Education: Bachelor’s degree from an accredited college or university in business/energy management, environmental engineering/science, or a closely related field.
Experience: Three years of work experience in the field of energy engineering or energy management.

Substitutions:

Possession of one of the following certifications will substitute for the education and experience requirements: Certified Energy Manager (CEM), Leadership in Energy and Environmental Design (LEED), Sustainable Development Professional (CSDP), Business Energy Professional (BEP), or Green Building Engineer (GBE).

Administrative Specialist – Clean Energy Fund

The Portland Clean Energy Community Benefits Fund (PCEF) team at the Bureau of Planning and Sustainability (BPS) is seeking to fill three Administrative Specialist (Administrative Specialist II) positions. These roles are vital to supporting a dynamic, fast-paced program poised to invest over $1 billion in equitable climate action over the next five years.

Administrative Specialists are responsible for providing general administrative and specialized support, working with PCEF leadership to ensure smooth program operations and project execution. Each position focuses on a specific area of the PCEF team:

Program Manager/Leadership Support (Reports to Program Manager): Provides administrative support to the Program Manager and leadership team, including scheduling, calendar management, note-taking, purchasing, event coordination, and document management. Supports advisory groups by managing meeting logistics, scheduling, and member assistance. Clean Energy Program (Reports to Clean Energy Program Manager): Focuses on clean energy efforts, including energy efficiency and renewable energy. Responsibilities include preparing and reviewing grant/contract reports and invoices, coordinating purchases, tracking timelines for policy development and projects, and managing clean energy-related inquiries via email and phone.

As an Administrative Specialist, you will*:

Provide administrative support to supervisor, program, and advisory bodies as needed.
Manage supervisor’s calendars, schedule meetings, and ensure preparedness. Handle incoming and outgoing correspondence on behalf of program area managers.
Coordinate meetings, draft agendas, take meeting minutes, prepare packets, and troubleshoot technology.

Position Summary

Minimum Qualification
Bachelor’s degree in Physical, Natural, or Environmental Science, Soil Science, or Engineering and two (2) years of work experience in public/environmental health, environmental science, Air Quality Management, Biology, Engineering, Chemistry, Geology, Hazardous Waste Management, Wildlife Management, and/or Water Resources. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling six (6) years may substitute for the required education and experience.

Coordinator, Dealerships

The Coordinator supports various Clean Transportation programs that contribute to CSE’s mission to decarbonize. The role will focus on dealership marketing, education and outreach for various clean transportation projects. Focus will be on the ground or in person outreach efforts to support CSE’s portfolio of transportation programs but may expand into other areas as needed. Coordinators will be responsible for educating and engaging target audiences about the benefits offered through CSE’s programs.

Essential Functions and Responsibilities:

Dealership Outreach

Lead dealership education efforts through in-person visits and coordination of training sessions.
Support training Outreach Coordinators in dealership engagement.
Support launching and collecting surveys from dealership engagement activities and programs.
Identify key accounts and build/maintain relationships with dealerships in assigned territory and nationally.
Represent CSE and client programs while creating engagement opportunities at all dealership sites and approved dealership community events.
Coordinate needs for dealership site visits and training, event participation, including negotiating booth location and cost with event organizers, contract management, logistics (transporting collateral to/from event locations, and setting up/tearing down displays), and any other needs that may be required.
Oversee inventory of all outreach materials, monitor supplies (re-ordering and repairing as needed), and organization of those items (quality assurance).
Identify key accounts and build/maintain relationships with dealerships in assigned territory and nationally.
Manage dealer contacts using Salesforce by entering outreach interactions with partners and stakeholders including but not limited to phone calls, emails, and in-person visits.

Partnership Outreach Follow-Up

Ensure effective follow-up with contacts are made.
Assist in the creation of email templates to be sent to stakeholders and event attendees whose email addresses were collected.
Create communications that reinforce key outreach messaging and encourages stakeholders contacts and event attendees to take action.
Increase website traffic and create extended outreach opportunities through dealership and event follow up communications.
Address frequently asked questions and partnership issues.
Track partnership and event outreach metrics (i.e. event attendance, volume of collateral distributed, number of quality conversations completed for internal/external reporting purposes.

Partnership Developments

Participate in the development of new, regional partnerships that will assist in meeting program goals.
Primary stakeholders and partners: Dealerships, New Car Dealer Associations, transportation groups.
Assist in maintaining relationships with dealerships and partners, ensuring they have materials they need to disseminate to their respective audience/customers.
Perform other related duties as assigned.

The Program Manager will manage the BU branch of the Clean Energy and Environment Legacy Transition program (CELT), a new initiative in collaboration with the state of Massachusetts, the University of Massachusetts Lowell (UML), and other university and industry partners. CELTs mission is to assist the state of Massachusetts in its clean energy transition through data analytics, workforce training, and assistance to municipalities. The Program Manager will be responsible for the development, planning, strategy, programming, communication, implementation, and assessment of CELT, working under the direction of the Principal Investigator. The Program Manager will cultivate critical relationships, develop and maintain communication with our partners across government, non-governmental, and private sector organizations, as well as faculty and staff across departments and units at BU and at UML.

Required Skills

A Masters or other terminal degree in a related field, such as MA, MS, MPH, MBA, MSW, or JD
At least three years of experience in municipal, corporate and/or academic sustainability program management.
Knowledge of and experience with data used to analyze and communicate about, energy, climate, equity, health, and other sustainability challenges.
Demonstrated supervisory experience.
Ability to work with a large and diverse group of collaborators.
Foundational knowledge in the sustainability challenges facing states and municipalities
